Recently, the situation of illegal sand mining on Tien River (Tien Giang province) continues to be complicated. Tien Giang Provincial People's Committee has directed relevant agencies to strengthen the fight against violations of the law in the field of natural resources and minerals, especially sand mining, and strictly handle violations.
Accordingly, the authorities have launched many inspection campaigns to focus on attacking and suppressing crimes and violations of the law in illegal sand mining activities.
From November 2023 to August 2024, Tien Giang provincial authorities discovered 294 violations, confiscating 16,800m3 of sand with a total fine of about 10.5 billion VND. Tien Giang provincial police also prosecuted 4 cases, with 4 defendants for the crime of "Violating regulations on resource exploitation".
Colonel Nguyen Van Loc, Deputy Director of Tien Giang Provincial Police, said that the main cause of crime and law violations in this field is the very high profits from illegal sand mining, while the supply is scarce but the demand for sand is very high.
Along with that, the waterway is nearly 120km long, bordering the provinces of Vinh Long, Ben Tre, Dong Thap, but the force to prevent and combat crime and law violations in this field is still thin; meanwhile, the subjects use many methods and tricks to deal with the authorities, such as: operating in the border area, carrying out at night; wooden vehicles equipped with sand suction machines directly connected to large-tonnage barges or vehicles equipped with devices to both run and suck sand.
Vehicle owners often hire people with difficult economic circumstances or use the trick of renting vehicles to deal with regulations on confiscation of vehicles when arrested; use "divers" to explore sand before mining, organize security forces... When inspected, violators resist and run away.
According to Colonel Nguyen Van Loc, some legal regulations governing and handling violations in this field are still inadequate compared to reality or are not deterrent enough. The handling of administrative violations in the exploitation, transportation, wharfage, and mineral trading activities involves many sectors and levels and is regulated by many legal documents (minerals, construction, investment, tax, etc.), but the coordination, management, prevention, and combat between sectors and levels are not tight and effective.
In the coming time, Tien Giang Provincial Police will continue to advise Tien Giang Provincial People's Committee in leading and directing the implementation of the Project on preventing and combating illegal exploitation of mineral resources in Tien Giang province; the border areas between Tien Giang and the provinces of Vinh Long, Ben Tre, Dong Thap to improve the effectiveness and efficiency of coordination and combat in the border areas. At the same time, recommend that departments and branches participate in strengthening coordination with the police force to perform tasks.
Tien Giang Provincial Police identified 4 key areas including Cai Be, Cai Lay, Tan Phu Dong districts and My Tho city; 40 owners with 147 vehicles (85 registered and inspected vehicles; 62 unregistered and uninspected vehicles). In addition, the Provincial Police have made a list of 75 mineral gathering and trading sites to focus on monitoring the situation, promptly detecting signs of violations for handling according to regulations.
