Speaking at the Conference, Secretary of the Provincial Party Committee Hoang Duy Chinh informed that the 11th Conference of the Party Central Committee agreed on many contents, including the number of provincial-level administrative units after the merger being 34 provinces and cities, in which Bac Kan province merged with Thai Nguyen province; merging commune-level administrative units ensures that the whole country reduces the number of commune-level administrative units by about 60 - 70% compared to the present.
The Provincial Party Secretary emphasized that this is a major and extremely important task, a revolution related to the arrangement of administrative units and apparatus organization, ensuring streamlined, effective and efficient operations. With a very urgent time, Bac Kan province has closely coordinated with Thai Nguyen province to discuss the plan to merge the two provinces, arrange the communes, ensuring that the communes of the two localities are similar to each other in terms of arrangement conditions. Based on the draft, the agencies and units have given their opinions based on the area, population, historical conditions... to develop the Project.
In the process of developing the plans, the conditions were carefully calculated within the total of 108 communes, wards and towns, not within the current district-level administrative boundaries, in order to create development space. With high requirements and urgent time, each plan has its own advantages and limitations, but the plan proposed in the Project is the most carefully calculated. The specialized agency will guide the collection of opinions for the implementation of the Project.
Promoting the tradition of the past 125 years, the Party Committee, government and people of Bac Kan province have always been united and ready to fulfill their assigned tasks well. The Provincial Party Secretary believes that the whole province will promote the revolutionary tradition so that the administrative unit rearrangement will create consensus and take place successfully. With the urgent implementation time, the Provincial Party Secretary hopes that localities and units will focus on performing their tasks well and request immediate resolution of any problems. He requested the Department of Home Affairs to provide a hotline number to promptly resolve difficulties.
The conference heard the representative of the Department of Home Affairs approve the summary of the draft project to merge Bac Kan province and Thai Nguyen province. Accordingly, after the merger, it will be named Thai Nguyen province, the current political and administrative center of Thai Nguyen province, with a natural land area of over 8,375 km2 (104.69% of the standard); a population of over 1,799,000 people (199.94% of the standard) and 92 administrative units including 15 wards and 77 communes.
The leaders of the Department of Home Affairs summarized the draft Projects and provided instructions on collecting public opinions on the draft Projects.
Regarding the draft Project on rearranging commune-level administrative units of Bac Kan province in 2025, currently, the whole province has 108 commune-level administrative units. After the rearrangement, the whole province will have 37 administrative units, including 35 communes and 2 wards, a reduction of 65.74% of commune-level administrative units compared to the present.
The conference also heard the Department of Home Affairs approve instructions on organizing public consultation on the Project on rearranging provincial and commune-level administrative units and answer some questions surrounding this content such as data, conditions for organizing consultation, percentage of passing and failing, how to calculate the percentage of votes...
Concluding the Conference, Chairman of the Provincial People's Committee Nguyen Dang Binh emphasized that, with the spirit of "running and lining up at the same time", in order for this work to be carried out in a unified and effective manner, in accordance with the direction and progress of the Central Government and the province, he requested units and localities to lead and direct the implementation of propaganda, dissemination and implementation of policies and objectives of the arrangement of administrative units at the provincial and communal levels to create high unity among all cadres, civil servants, public employees, workers and people in the area. Guide and direct the People's Committees at the communal level to organize the collection of people's opinions on the Project to merge Bac Kan and Thai Nguyen provinces; the Project to arrange administrative units at the communal level of Bac Kan province in 2025; synthesize and complete the dossier to report to the Provincial People's Committee to ensure the prescribed progress and time.
