Accelerating the implementation of National Target Programs by 2025

By the end of the first quarter of 2025, Bac Kan province had allocated nearly VND 1,000 billion to 3 national target programs, including: New rural construction, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous areas. Of which, investment capital accounted for more than VND 700 billion and public capital accounted for more than VND 237 billion. In addition, many projects using capital transferred from 2024 will also continue to be implemented.

However, the disbursement rate is still modest. In the first 3 months of the year, the whole province has only disbursed more than 105 billion VND, reaching about 11% of the plan. Notably, while the disbursed investment capital reached nearly 15%, the public service capital serving soft activities such as propaganda and production support only reached 0.2%.

One of the biggest barriers at present is the mentality of waiting and apprehension at the commune level, especially in the context of implementing the policy of merging administrative units. According to the report of the Provincial People's Committee, many communes do not register to implement new projects due to concerns about progress and settlement when the apparatus changes. Instead, they only focus on implementing transitional projects. In addition, the slow allocation of central government capital for programs such as developing ethnic minority areas and sustainable poverty reduction also significantly affects planning and implementation.

Regarding the New Rural Development Program, in addition to difficulties in capital allocation, a reality in Bac Kan is that the mobilization of participation from people and businesses is still limited. The forms of support mostly stop at mobilizing officials and civil servants to contribute working days and cash, while large resources from socialization have not been effectively exploited. Meanwhile, the criteria for new rural areas are increasingly improved, especially for remote, isolated and extremely disadvantaged communes, making it increasingly difficult to reach the finish line.

Faced with this situation, the Provincial People's Committee has issued a clear and decisive directive requiring departments, branches and localities to "take strong action", eliminating the hesitation when implementing the National Target Programs. Requesting the People's Committees of communes, wards and towns to enhance their sense of responsibility, proactively implement and take responsibility for the effectiveness of the projects, and promptly coordinate with departments and branches when problems arise for timely handling.

The Departments in charge of each Program are assigned the task of regularly inspecting, monitoring, and supporting the grassroots in resolving problems, and at the same time reporting and advising the Provincial People's Committee to promptly direct and manage. The Department of Finance is assigned to play a central role in guiding the handling of the budget when rearranging administrative units, ensuring that there are no gaps in the implementation of programs after the merger. The transfer of tasks and projects from the old commune to the new commune is clearly defined, creating a solid legal corridor for localities to confidently implement.

At the Conference on promoting disbursement of public investment capital and progress of implementation of the National Target Programs in 2025 in early April 2025, Chairman of the Provincial People's Committee Nguyen Dang Binh emphasized that departments, branches and sectors that are the owners of projects, sub-projects, and activities under the 3 National Target Programs urgently review assigned tasks, promote the responsibility of leaders, strengthen leadership and direction; have drastic solutions to speed up the disbursement of capital sources, especially career capital sources.

At the same time, urgently complete investment procedures for projects, advise on detailed allocation of capital plans assigned according to regulations and effectively use capital sources to implement the Programs; proactively resolve difficulties and obstacles for localities in implementing the Programs; promptly advise the Provincial People's Committee to resolve issues under the authority of the Provincial People's Committee; for issues under the authority of the Central Government, proactively propose or advise the Provincial People's Committee to request Central agencies to promptly guide and remove difficulties.

2025 is the "sprint" year in the journey to implement the National Target Programs for the period 2021 - 2025. With high political determination and synchronous participation from the province to the grassroots, Bac Kan is striving to complete the set targets, gradually narrowing the development gap, improving the material and spiritual life of the people, especially ethnic minorities and rural areas with many difficulties./.
