Thuy Nguyen will become a city directly under Hai Phong in 2025.

On November 17, according to information from the People's Committee of Hai Phong City, Deputy Prime Minister Tran Hong Ha has just signed Decision No. 1388/QD-TTg approving the general planning task of the new urban area of Thuy Nguyen, Hai Phong City until 2045.

Accordingly, the planning of Thuy Nguyen City includes the entire administrative boundary of Thuy Nguyen district and Vu Yen island and adjacent water surface belonging to the administrative boundary of Hai An district (with Hai Phong City) with an area of about 26,910.2 hectares (area in Thuy Nguyen district 26,191.2 hectares, area in Hai An district 719.0 hectares).

Thuy Nguyen City is under Hai Phong City, bordering Uong Bi City, Quang Ninh Province to the East and North; Kinh Mon District, Hai Duong Province to the West; An Duong District, Hong Bang District and Ngo Quyen District to the South (all under Hai Phong City).

According to the plan, Thuy Nguyen will be a type 3 urban area by 2025, aiming to be a type 2 urban area by 2035 with the model of a city directly under Hai Phong City. Thuy Nguyen City will be the new administrative and political center of Hai Phong City. At the same time, it will be the center of industry, trade, services, finance, tourism, culture, sports, health care, education and fishing center of the Northern Coast region.

According to forecasts, by 2035, Thuy Nguyen City will have about 600,000 people, by 2040 about 645,000 people and by 2045 about 725,000 people.

Deputy Prime Minister Tran Hong Ha assigned the People's Committee of Hai Phong City to allocate capital and approve cost estimates for planning work. At the same time, coordinate with the Ministry of Construction and relevant ministries and branches to organize the preparation and submission for approval of the Master Plan for the new urban area of Thuy Nguyen until 2045 in accordance with legal regulations .
