Therefore, to complete the disbursement of capital in 2024 as planned, Thuong Xuan district is implementing many solutions to speed up the disbursement progress.
Construction of roads at both ends of To Rong Bridge.
At this time, the project to build To Rong Bridge across Chu River with a total investment of 92 billion VND (including the construction of a 0.212km long bridge and a 2.4km long road) is being urgently completed by the construction unit. Mr. Nguyen Ngoc Toan, Deputy General Director of Thanh Hoa Bridge and Road Construction Investment Joint Stock Company - the construction unit of this project, said: According to the contract signed with the investor, the project will be completed and put into use by the end of 2023. However, due to the need to adjust the route to match the adjustment and expansion of the general planning of Thuong Xuan town until 2035 and synchronously connect the infrastructure with the road project from National Highway 47 to To Rong Bridge, the project is expected to be completed in 2024. After adjusting the design, the project needs to relocate the 35kV power line system to have a construction site, requiring a minimum of 60 days, which has slowed down the progress. Up to this point, the project has completed about 90% of the volume. Currently, the construction unit is striving to complete the two packages No. 6 and No. 7 as soon as possible, ensuring the project is completed and put into use in 2024 as per the spirit of Decision 1180/QD-UBND, dated March 23, 2024 of the Thanh Hoa Provincial People's Committee on approving the adjustment of the To Rong Bridge construction investment project.
The road project from National Highway 47 to To Rong Bridge, 7.5km long, with the starting point adjacent to Ho Chi Minh Road in Xuan Phu Commune (Tho Xuan), the end point adjacent to Xuan Cao Road to Luan Thanh Commune in Xuan Cao Commune (Thuong Xuan) is an important traffic project, connecting Thuong Xuan District with Ho Chi Minh Road, Tho Xuan Airport and Lam Son - Sao Vang dynamic economic zone. Immediately after the project was implemented in January 2024, the entire political system from the district to the commune actively participated, focusing on site clearance (GPMB). Up to this point, the GPMB work on a total area of 19.25 hectares with 178 households and 2 organizations with affected land in Xuan Cao Commune has been basically completed. To facilitate the construction unit, the Project Management Board of Investment and Construction of Thuong Xuan District has advanced VND 4,728 billion (37%). The unit is striving to complete and put the project into use before April 30, 2025, just in time to celebrate the 21st District Party Congress, term 2025-2030.

Explaining that the disbursed capital from the beginning of the year until now has not met the district's requirements, Mr. Ngo Van Truong, Head of the Finance - Planning Department of Thuong Xuan district, said that during the compensation process, some households did not agree with the compensation price, so they had to dialogue and persuade many times, leading to a delay in completing the handover of the entire site, affecting the construction progress and disbursement. In addition, the steps of preparing documents, from appraisal to approval of land, fire prevention and fighting, etc., take up a lot of time. Therefore, completing project documents for bidding often takes up to 50% of the time, the rest is focused on project construction. To complete the disbursement target in 2024 as planned, the district is focusing on accelerating the progress of site clearance to serve the construction of projects. Strengthening coordination between investors and communes and towns in the process of implementing projects in the area, promptly removing difficulties and obstacles in the process of organizing construction, especially obstacles related to construction sites, ensuring project progress. Periodically every week, the district organizes meetings between investors and construction units, regularly inspects construction sites, requests construction units to increase human resources, machinery, equipment, proactively source materials to focus on continuous construction "3 shifts, 4 shifts, 24/7" during holidays to speed up project progress. In addition, develop a plan for implementation progress, disburse investment capital for each project to serve the direction and implementation work closely following the progress, ensuring completion ahead of schedule or on schedule.
