There is no general rule.
Since implementing the financial contract system for schools, spending has been planned by the principal (account holder) according to the internal spending regulations. This regulation is approved at the conference of civil servants and employees at the beginning of the school year. Accordingly, the school focuses on paying salaries and activities serving teaching and learning with a spirit of being truly frugal so that at the end of the year there will be a surplus for Tet bonuses for teachers. Tet bonuses vary from school to school and from region to region depending on the amount of "savings" left and there is no mandatory spending requirement. Therefore, at the end of the year, some schools have Tet bonuses, while others do not.
My colleague works at Khanh Vinh Ethnic Boarding School, a mountainous district of Khanh Hoa province. The majority of students here are Raglai ethnic minorities, whose lives are still difficult. This teacher said that for many years, teachers at the school in particular and Khanh Vinh district in general have not given Tet bonuses like those in the lowlands. On Tet, students give teachers sweet potatoes freshly picked from the fields, a rooster learning to crow, a pound of black pork raised under the floor... very warm and humane.
Teachers working in the delta region are luckier and get a little extra bonus at the end of the year. For Tet 2023, I was very happy to receive a decent bonus of 3,600,000 VND, more than my colleagues at some schools in the same district (Dien Khanh) to prepare for Tet. This year 2024, the school is summarizing expenditures and expenses, so the amount of Tet bonus from savings has not been announced.

Why do teachers in some schools get Tet bonuses and not others? According to the principals of some schools, giving Tet bonuses to teachers is not a mandatory rule but depends on each school. After spending on educational activities, investing in facilities, paying teachers' salaries..., at the end of the year, if there is any left over, it is given to teachers, otherwise, it is not.
Teachers working in mountainous areas, due to the lack of school facilities, the budget is mainly used to pay teachers' salaries and purchase teaching equipment, so where is the money for Tet bonuses?
Circular No. 71/2014/TTLT-BTC-BNV stipulates the use of administrative management funds saved as follows: At the end of the fiscal year, after completing assigned tasks, if the agency implementing the autonomous regime has actual expenditures lower than the assigned budget estimate for implementing the autonomous regime, the difference is determined as saved funds. These funds are used for the following contents: Supplementing income for cadres, civil servants and employees.
Thus, the Tet bonus for teachers is the additional income from saving expenses and usually comes at the end of the lunar year, so teachers often call it "Tet bonus". However, the Tet bonus is different for each school and each locality, some schools give millions, hundreds of dollars, and some schools don't give a penny at all.
"Same price" Tet bonus, why not?
A member of the Board of Directors of the school we work for is aiming for a "uniform" Tet bonus. This means that the school wants to "renew" the Tet bonus with the same amount of money for all employees, from the cleaners, kitchen staff, security guards, office staff, teachers to the principal.
Why is it necessary to have a "same price" Tet bonus? Every month, each department and position receives a different salary. Some people have high salaries, some do not, that is understandable. Depending on the position, ability... the salary is different. Therefore, it is also necessary to have a "same price" Tet bonus so that everyone receives the same "salary" at once.
Ho Chi Minh City University of Industry and Trade has implemented a "same price" Tet bonus for many years.
Very few units implement the "same price" bonus. But if implemented, it is also an opportunity to show gratitude for the same dedication to the collective. Even though they are janitors or security guards, they are also important members of the collective, they also work and dedicate themselves with their abilities and the nature of their work. A collective cannot lack these silent workers.
For example, Ho Chi Minh City University of Industry and Trade has implemented a "same price" Tet bonus for many years. This makes the silent workers (security guards, cleaners, etc.) feel happy, excited and very proud when the leaders of the school care, share and appreciate what the workers contribute. The principal has taken practical actions when thinking about manual workers with a somewhat modest monthly income.
Giving a "same price" Tet bonus is a meaningful thing to help workers reduce some of the hardships of making a living, helping them feel secure in their work and devote themselves to the collective. Having such a meaningful "same price" Tet bonus, this "model" can be multiplied, spreading humane values in life, especially in the field of education.
Should there be a separate regulation for teachers' Tet bonus?
Resolution 27-NQ/TW in 2018 on reforming salary policy for cadres, civil servants, public employees and armed forces (public sector) will design a new salary structure including: Basic salary and allowances.
In which, basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). This is also something that the Party, State, Government and National Assembly pay special attention to in reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises. When implementing the new salary policy on July 1, 2024, educational institutions will have more conditions to take care of teachers' lives, as well as reward teachers to encourage and motivate teachers, especially on traditional national holidays and Tet holidays, so that every teacher has a Tet bonus.
Therefore, in the total budget allocated for education, it is necessary to set aside a separate amount for bonuses so that teachers across the country can have some encouragement when Tet comes.
