According to information from the Hanoi People's Committee, in 2024, the city will continue to seriously implement inspection and legal work.
In particular, implementing Program No. 10-CTr/TU dated March 17, 2021 of the Hanoi Party Committee on "Improving the effectiveness of anti-corruption work; practicing thrift and combating waste in the period of 2021-2025", Plan 134/KH-UBND dated May 28, 2021 on periodically transferring work positions for civil servants and public employees in the city and related documents, the Hanoi Department of Home Affairs has advised the City People's Committee to issue Official Dispatch 3976/UBND-SNV dated November 23, 2023 on transferring work positions and synthesizing and developing a report summarizing the implementation.
Annually, agencies and units must issue and publicize a plan for job position transfer in the first quarter as prescribed in Clause 1, Article 26 of the 2018 Law on Anti-Corruption.
Synthesizing from agencies and units, in 2024, the city had 471 cases of job position transfer, including 213 civil servants, 98 commune civil servants, and 160 public employees. Of which, the block of departments, agencies equivalent to departments, and public service units under the city had 170 cases (167 civil servants, 3 public employees); the block of districts, towns, and cities had 301 cases (46 district-level civil servants, 98 commune-level civil servants, 157 public employees).
The City People's Committee assessed that the job transfer of agencies and units has closely followed the list of job positions that must be periodically transferred issued with Decree No. 59/2019/ND-CP dated July 1, 2019 detailing the implementation of a number of articles and measures to implement the Law on Anti-Corruption (management of budget and assets in agencies and units; direct contact and handling of work).
At the same time, in accordance with the prescribed functions and tasks; implement the methods of transferring work positions with the same expertise and profession from one department to another within the agency, organization, unit, between fields and areas assigned to monitor, be in charge of, and manage, or between agencies, organizations, and units according to the regulations on decentralization of personnel management.
In the departments, branches, sectors, and public service units under the city, a large number of cases occur within units with large organizational structures; in districts, towns, and cities, they focus on school accounting officers, officers holding leadership and management positions at schools, and commune-level civil servants holding positions in Land Administration - Construction, Finance - Accounting, Justice - Civil Status.
