As a commune that has completed the construction of a new-style rural area in 2024, Chairman of the People's Committee of Van Binh commune (Thuong Tin district) Ngo Dinh Tien shared that to achieve today's results, the commune has mobilized more than 305 billion VND to implement the criteria. Currently, the commune's infrastructure has been invested in upgrading and modernizing: 100% of traffic routes are invested in asphalt or concrete; 3-level schools all meet national standards, of which 2 schools meet national standards level 2; The commune health station has been newly invested in and built to meet national standards on health...

Along with the State's investment capital, the construction of a model new rural area has great cooperation from the people. Party cell secretary, head of the Front Work Committee of Van Giap village (Van Binh commune) Nguyen Dinh Kham informed that the village has more than 1,100 households. In 2024, people contributed more than 1.2 billion VND and more than 300 working days; coordinated with the construction unit to complete the village cultural house; restored and embellished Quan Chi Sy temple, Thuong well, Ngoc well and the system of service houses of Phap Van pagoda; renovated cultural houses, public playgrounds, village roads, alleys, etc.

In My Duc district, when starting to build a new rural area with many difficulties and a very low starting point, the district has made impressive efforts to make a breakthrough. Vice Chairman of My Duc District People's Committee Le Van Trang said that in the period of 2023-2024, the district will collect nearly 2,000 billion VND from auctioning land use rights to invest in rural infrastructure construction. The district prioritizes investment in medical stations, facilities for schools, construction of cultural houses, village sports areas; restoration and embellishment of cultural heritages in the area; renovation and upgrading of district and inter-commune road systems, rural traffic, etc.

Implementing Program No. 04-CTr/TU, Hanoi has allocated resources from the city budget to focus on investing in essential infrastructure projects for new rural construction. According to the Hanoi City New Rural Construction Program Coordination Office, during more than 4 years of implementing Program No. 04-CTr/TU, resources for new rural construction have always been of interest to the City Party Committee, People's Council, and People's Committee and have been promptly allocated. “The whole city has mobilized more than 86,800 billion VND, equal to 120% of the plan; of which, capital mobilized outside the state budget is more than 4,000 billion VND for new rural construction. In addition, the city budget also entrusted the Social Policy Bank with 800 billion VND to support organizations, households and individuals to borrow capital to develop production and business”, Deputy Chief of Office in charge of the Office of Coordination of the New Rural Construction Program of Hanoi city Ngo Van Ngon informed.

In addition to the city's resources, the Steering Committee of Program No. 04-CTr/TU of the City Party Committee has also actively promoted and mobilized districts, businesses, individuals, and people to voluntarily support and contribute cash, labor, and materials to build new rural areas. Up to now, 12 districts of the city have allocated funds to support districts in building new rural areas with a total amount of 1,132 billion VND. Of which, Tay Ho district has allocated the most (340.8 billion VND), Long Bien district 328.7 billion VND, Hoan Kiem district 131.4 billion VND, Hoang Mai district 55 billion VND... Secretary of Tay Ho District Party Committee Le Thi Thu Hang shared that the district has supported 8 districts in building new rural areas, mainly focusing on supporting communes in building schools. Up to now, many schools have been operating effectively, helping communes achieve advanced and exemplary new rural standards, contributing to promoting the socio-economic development of the capital in general and the lives of rural people in particular...

Along with the State's investment resources, the implementation of Program No. 04-CTr/TU has also received great support from the people. For example, Phung Anh Tuan, Standing Deputy Secretary of the Party Committee and Chairman of the People's Council of Tan Linh Commune (Ba Vi District), is always an exemplary person in the movements to build his hometown. In the early days of 2025, realizing that the alley through his house was narrow and the corners were prone to traffic accidents, Mr. Tuan discussed with his family to donate 230 square meters of land to open the road. The entire surrounding wall and gate pillars were dismantled by the family and rebuilt at a cost of about 150 million VND. Up to now, the road has been widened, traffic is convenient, and the people are very excited...

The whole political system is involved.

The steady steps and encouraging results mentioned above are first of all thanks to the decisive participation, consensus and joint efforts of Party committees at all levels, authorities and people. In particular, the Steering Committee of Program No. 04-CTr/TU always closely directs; the development of the program and implementation plan are also urgently and methodically deployed by the city.

According to Vice Chairman of the City People's Committee Nguyen Manh Quyen, one of the valuable experiences of Hanoi is to identify the construction of new rural areas associated with urban development right from the beginning of the term to direct the implementation in localities. Construction of new rural areas opens the way, creates conditions to promote the urbanization process, and promotes the development of districts into urban districts. Up to now, many districts, such as Dong Anh, Thanh Tri, Gia Lam, Hoai Duc... have approached the urban criteria.

As the first district in Hanoi to be recognized by the Prime Minister as meeting advanced new rural standards in 2023, Thanh Tri finished 2 years ahead of schedule. During the implementation process, Thanh Tri has many good practices, which are valuable experiences for many other localities to refer to. Vice Chairman of Thanh Tri District People's Committee Nguyen Van Hung shared that building new rural areas is a regular task, without stopping. To complete the goal of becoming an advanced new rural district, the Standing Committee of Thanh Tri District Party Committee has mobilized the participation of the entire political system from the district to the grassroots level, especially the consensus and joint efforts of the people. In addition, Thanh Tri is proactive and flexible in its direction; implementation, synchronous coordination between departments, offices, units and communes in the area.

Right from the beginning of the term, the district directed the communes to review the results of new rural construction and improve the quality of the criteria. Therefore, when applying the new set of criteria - higher than the floor level of the Central's new rural commune and district criteria for the period 2021-2025, the communes soon met the requirements. New rural construction in Thanh Tri has a special feature, which is that it goes hand in hand with the criteria for developing the district into a district. During the implementation process, Thanh Tri directed the synchronous implementation with the motto and viewpoint: For overlapping criteria between the two sets of advanced new rural criteria and ward standards, choose the higher criterion to implement, striving to complete the dual goal.

Meanwhile, in Ba Vi district, thanks to the launching and implementation of the contest "Building and maintaining bright, green, clean, beautiful and safe villages, hamlets and alleys", a breakthrough has been made in the construction of new rural areas. Vice Chairman of Ba Vi District People's Committee Nguyen Duc Anh informed that the district has socialized hundreds of billions of VND to improve the appearance of the countryside. "The contest not only promotes the emulation movement between villages and communes but also creates a strong influence, arousing the spirit of solidarity and community cohesion. The achievements have made important contributions to building a greener, cleaner, more beautiful, civilized and safer Ba Vi. This contest is the driving force for villages and hamlets to continue their efforts to improve the quality of life, maintain the criteria of advanced and exemplary new rural areas, making Ba Vi a leading district in building a modern living environment, while still preserving traditional cultural identity", said Mr. Nguyen Duc Anh.

In particular, in building a model new rural commune, the "Smart Village" model is one of the mandatory criteria. This is also the premise for developing villages in a civilized and modern direction. In Dan Phuong district, Secretary of the District Party Committee Tran Duc Hai said that the district has established 16 community digital technology teams in 16 communes and towns; 129 community technology teams in villages, residential clusters, and residential groups with a total of 1,015 members... Up to now, the district has successfully built 101 "Smart Village" models with 101 cultural houses with free wifi installed; installed 2,731 security cameras and 1,884 solar lights... Building a "Smart Village" helps Dan Phuong both increase the quality of building a model new rural commune, improve the material and spiritual life of the people, and help the district reach the goal of becoming an urban area in the future...

Thus, with large investment resources, flexibility, creativity, and concretization of Program No. 04-CTr/TU through projects, plans, and plans suitable to local practical conditions, along with the selection and direction of implementation of key and focal tasks, the Program has achieved remarkable achievements...
