Taking place in the context of 2024, when Vietnam and the Russian Federation celebrate the 30th anniversary of the signing of the Treaty on the basic principles of friendly relations and look forward to the 75th anniversary of the establishment of diplomatic relations in 2025, the visit is an important milestone, contributing to elevating the Vietnam-Russian Federation Comprehensive Strategic Partnership, and at the same time continuing the tradition of friendship and good cooperation between the two peoples.
The working trip is of great significance. This is the first visit of Comrade Tran Thanh Man as Chairman of the National Assembly, and also the first time a senior Vietnamese leader has visited Russia since Russia successfully held the presidential election and completed the Government.
The visit took place after President To Lam was elected General Secretary of the Communist Party of Vietnam and the country completed key leadership positions.
The journey of more than 70 years of developing relations between Vietnam and the Russian Federation has marked many good cooperative achievements and warm, close and friendly feelings between the two peoples. In 1950, the Soviet Union (formerly) became one of the first countries in the world to recognize and officially establish diplomatic relations with the Democratic Republic of Vietnam. In 1994, Vietnam and the Russian Federation signed a Treaty on the basic principles of friendly relations, laying the foundation and legal basis for bilateral relations in the new development stage. The two countries upgraded their relations to Strategic Partnership and Comprehensive Strategic Partnership in 2001 and 2012 respectively; in 2021, they issued a Joint Statement on the Vision of the Comprehensive Strategic Partnership to 2030.
Vietnam considers its relations with the Russian Federation to be of strategic importance; it wishes to continue substantive and effective cooperation with Russia in all areas, for the common interests of the two peoples, for peace, stability and development in the region and the world. Meanwhile, for the Russian Federation, Vietnam is a reliable partner and one of the top priorities in its foreign policy in the Asia-Pacific region.
Over the past time, political trust between Vietnam and Russia has been continuously strengthened through delegation exchanges and cooperation mechanisms. In October 2023, Chairman of the State Duma, Federal Assembly of the Russian Federation Vyacheslav Viktorovich Volodin paid an official visit to Vietnam and co-chaired the Second Session of the Vietnam-Russia Inter-Parliamentary Cooperation Committee with the Chairman of the Vietnamese National Assembly. Notably, during the State visit of Russian President Vladimir Putin to Vietnam in June 2024, the two countries issued a Joint Statement on deepening the Comprehensive Strategic Partnership on the basis of 30 years of implementing the Treaty on the Fundamental Principles of Friendship. Our Party also cooperates with a number of major political parties in Russia, such as the United Russia Party, the Communist Party of the Russian Federation, etc.
Regarding parliamentary cooperation, the two sides regularly maintain delegation exchanges at high levels, committee levels, and parliamentary friendship groups, creating a strong driving force to promote cooperation between the Vietnamese National Assembly and the Russian Federation Parliament to develop more and more well, thereby contributing to strengthening the comprehensive strategic partnership.
Political trust creates a solid foundation to help the two countries become closer and together reap many proud achievements on the journey of cooperation over the past seventy years. Security and defense cooperation is implemented in the fields of policy consultation, officer training, and military technical exchange in the spirit of trust, substance, efficiency, and comprehensiveness. Meanwhile, oil and gas - energy is a traditional strategic cooperation field and an important pillar in bilateral relations. The Vietnam Oil and Gas Group and the Russian oil and gas corporations (Zarubezhneft, Gazprom) are implementing cooperation in oil and gas exploration and exploitation in each other's territories. In addition, cooperation between the two countries in the fields of economics, trade, investment, education, science and technology, etc. has also developed positively. The Vietnamese community in the Russian Federation has about 60,000 people, making many positive contributions to the country and the host country, helping to strengthen the traditional friendship between the two countries.
As an important foreign affairs activity, the official visit to the Russian Federation and co-chairing of the Third Session of the Vietnam-Russia Inter-Parliamentary Cooperation Committee by National Assembly Chairman Tran Thanh Man contributed to further consolidating and enhancing mutual understanding between the two countries, bringing the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation to a new height. The visit also deepened and substantiated the relationship between the Vietnamese National Assembly and the Russian Federation Parliament, affirming that cooperation between the two countries' legislative bodies is an important cooperation channel in the overall Vietnam-Russia relationship, bringing practical benefits to the people of the two countries, for peace, stability, cooperation and development in the region and the world.
