On the afternoon of July 6, at the Government headquarters, Prime Minister Pham Minh Chinh received Ms. Datin Paduka Malai Hajah Halimah Malai Haji Yussof, the new Ambassador of Brunei to Vietnam.
Congratulating the new Ambassador Extraordinary and Plenipotentiary of Brunei Darussalam to Vietnam, the Prime Minister affirmed that Vietnam will closely coordinate, create conditions and support the Ambassador to successfully fulfill his tasks, contributing to promoting the friendship and cooperation between the two countries to develop more practically, comprehensively and effectively.
Through the Ambassador, the Prime Minister conveyed his best regards and sentiments to Sultan Haji Hassanal Bolkiah and the Queen; recalled the good impressions and the respectful and sincere welcome of the Sultan, Queen and Royal Family of Brunei during their official visit to Brunei in February 2023.
On this occasion, the Prime Minister conveyed the invitation of General Secretary Nguyen Phu Trong and President Vo Van Thuong to the King to visit Vietnam again.
The Prime Minister and the Ambassador were pleased to note that after 30 years of establishing diplomatic relations (1992-2022), cooperation between Vietnam and Brunei has achieved many positive results in all fields. Economic cooperation has developed rapidly, with bilateral trade turnover in 2022 reaching more than 720 million USD; Brunei ranked 27th out of 143 countries and territories investing in Vietnam with 157 effective projects and a total registered capital of 970 million USD.
The Prime Minister highly appreciated the efforts of both sides in signing for the first time the Action Program to implement the Comprehensive Partnership for the 2023-2027 period, which serves as a basis to further promote cooperation in all fields between the two countries.
In the context of the rapidly and complicated developments in the world and region, the Prime Minister believes that with his rich experience, the Ambassador will be an important bridge to promote the increasingly deep and effective development of the relationship between the two countries, contributing to further strengthening solidarity and cohesion in ASEAN, contributing to peace, stability, cooperation and development in the region and the world.
The Prime Minister suggested that during his term, the Ambassador focus on coordinating with relevant agencies of Vietnam and Brunei to continue promoting high-level delegation exchanges and coordination at multilateral forums; regularly review, urge and effectively implement agreements of high-level leaders; effectively coordinate and implement the Action Program to implement the Vietnam-Brunei Comprehensive Partnership for the 2023-2027 period, focusing on four important areas including oil and gas, chemicals, Halal food processing, tourism and people-to-people exchange.
The Prime Minister proposed that Brunei facilitate the import of Vietnamese goods, contributing to the development of trade relations in a more balanced and diversified direction; support Vietnam in producing and certifying Halal products as well as participating in the global Halal goods supply chain (Vietnam provides raw materials, Brunei produces); create more favorable conditions for Vietnamese enterprises in cooperation with Brunei enterprises, especially potential oil and gas projects.
Prime Minister Pham Minh Chinh also suggested that the two sides continue to promote cultural and educational cooperation, highly appreciated and requested the Brunei National University to continue promoting the Vietnamese language teaching program and joint programs with Vietnamese partners; requested that Brunei continue to grant scholarships and effectively implement short-term student exchange courses such as the Global Discovery Program and the Discovery Year Program, etc.
Ambassador Datin Paduka Malai Hajah Halimah Malai Haji Yussof thanked Prime Minister Pham Minh Chinh for taking the time to receive the delegation; highly appreciated Vietnam's support for Brunei's cooperation projects; affirmed that Brunei attaches importance to its relationship with Vietnam, highly appreciated the good results of the Prime Minister's official visit to Brunei, and believed that the relationship between the two countries will continue to develop strongly in the coming time.
The Ambassador affirmed that he will promote cooperation activities between the two countries, effectively implementing the agreements reached by the leaders of the two countries, especially in the contents that Prime Minister Pham Minh Chinh gave instructions such as Halal food, education and training, etc.
At the meeting, the two sides also discussed regional issues of mutual concern. The two sides agreed to continue to coordinate with ASEAN countries to maintain solidarity and ASEAN's central role in regional issues, including the East Sea issue; promote the implementation of the Declaration on the Conduct of Parties in the East Sea (DOC), and soon reach an effective and substantive Code of Conduct in the East Sea (COC), in accordance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
