Kinhtedothi - Standing Deputy Secretary of the City Party Committee Nguyen Van Phong has just signed and issued Conclusion No. 177-KL/TU of the 21st Conference of the Executive Committee of the Hanoi Party Committee, term XVII.
The conclusion stated that on January 21, the Executive Committee of the Hanoi Party Committee, term XVII, met, listened to reports and gave opinions on the following contents: Report on the results of Party building and political system building in 2024, key tasks in 2025; Review report of the Standing Committee of the City Party Committee in 2024; Report on financial work of the Hanoi Party Committee in 2024 and key directions and tasks in 2025; Second draft of the Political Report of the 18th Congress of the Hanoi Party Committee.
Report summarizing the personnel work of the City Party Executive Committee for the 2020-2025 term; Report summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient"; Evaluation and classification of the Hanoi City Party Committee in 2024.
The City Party Executive Committee voted and unanimously concluded a number of important contents. Regarding the key tasks in 2025, the City Party Executive Committee agreed with the key tasks and main solutions in Party building, political system and leadership of the city's socio-economic development tasks in 2025 as mentioned in the report.
To successfully complete the tasks of 2025, we request that Party committees, authorities, departments, branches, the Vietnam Fatherland Front and socio-political organizations, comrades of the Party Committee, heads of agencies and units focus on implementing the following contents. Specifically, continue to take the lead in arranging and building a streamlined, operational, effective and efficient political system of the city.
At the same time, promptly complete the work of consolidating, perfecting, and synchronously arranging the grassroots party organizations and party committees under the City Party Committee in accordance with the direction of the Central Committee after summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee (12th tenure) and stabilize the organizational apparatus so that localities and units can prepare to organize Party Congresses at all levels. Innovate the work of organization and cadres associated with streamlining the payroll and restructuring the team of cadres, civil servants, and public employees after the arrangement.
Focus on leading and directing the effective implementation of programs, plans and projects to implement the Resolution of the 13th National Party Congress, the Resolution of the 17th National Party Congress of the City, 5 main tasks, 3 breakthroughs associated with the good implementation of plans to overcome limitations and shortcomings pointed out after the mid-term review of work for the 2020-2025 term.
Review the targets and tasks of socio-economic development, Party building, and the political system, especially those targets that are difficult to complete, to have appropriate, effective, and strong enough solutions to successfully implement the targets and tasks of the Resolution of the 17th City Party Congress and the 10 proposed work programs.
Continue to thoroughly grasp and effectively implement Directive 35-CT/TW of the Politburo and Plan 258-KH/TU of the City Party Committee on leadership and direction of the organization of Party Congresses at all levels for the 2025-2030 term towards the 18th City Party Congress; the 14th National Party Congress, ensuring quality and progress according to regulations.
Continue to strongly innovate the Party's thinking and leadership methods, improve the effectiveness and efficiency of the political system's operations, ensure science, efficiency and practicality, arouse the determination to innovate and create, create important breakthroughs in developing a green, cultured, civilized and modern Capital with happy people, worthy of the exemplary role, leading in the new era, the era of national growth, enhancing the position and prestige of the Capital in the region and the world.
Continue to lead and direct the implementation of goals and targets according to Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on "Orientations and tasks for the development of Hanoi Capital to 2030, with a vision to 2045". Focus on leading, directing, and coordinating the implementation of plans to promulgate mechanisms, policies, contents, and tasks according to the provisions of the Law on the Capital; implement the Hanoi Capital Planning to 2030 and vision to 2050, and adjust the overall master plan for the construction of Hanoi Capital to 2045 and vision to 2065, towards the goal of building a "Cultured - Civilized - Modern" Capital; resolutely implement key projects and works of the City.
Resolutely accelerate the digital transformation process in the operations of Party and State agencies throughout the city to innovate, create comprehensive, strong and substantial changes, improve the quality of leadership, direction and administration methods, working style, working manners and improve efficiency, reduce the time to handle work of cadres, civil servants and public employees at all levels, contributing significantly to administrative procedure reform and being suitable to the practical situation of each agency and unit.
