Promote road construction

In recent days, the contractor of the project connecting National Highway 14H to DT609C (including Song Thu Bridge connecting Duy Xuyen with Dai Loc) has been busy transporting soil to build the road leading to the southern bank of Song Thu Bridge. The project is being undertaken by a consortium of Thanh An 96 Construction Joint Stock Company, 368 Construction Joint Stock Company, and Quang Dai Viet Construction Joint Stock Company.

Engineer Pham Van Tho - Site Commander of Thanh An 96 Construction Joint Stock Company shared that the site has been paved with asphalt concrete for a length of 0.8km; crushed stone aggregate foundation for a length of 641m; weak soil treatment through a 1.056km long field in Duy Xuyen area has been completed. In Dai Loc, the contractor paved a 553m long asphalt concrete road surface.

By the end of October 2024, the procedures for leasing land at Hoc Tra mine (Duy Tan commune, Duy Xuyen) will be completed to have land for the access road. However, due to prolonged rain, the above step cannot be carried out.

The construction of At Ty 2025 started on the 8th day of the Lunar New Year, but due to unfavorable weather, it was not until January 14 that the unit was able to transport the first trucks of soil to the construction site.

Director of the Project Management Board for Investment and Construction of Traffic Works of Quang Nam Province (investor) - Mr. Nguyen Van Thuong said that the total construction area of ​​the section through Duy Xuyen has been handed over for construction of 3.7/4.1km (reaching 90%).

The investor has directed the contractor to increase manpower and machinery and divide the work into many groups to promote construction right from the beginning of the new spring. A technical officer said that the unit has planned to carry out "3 shifts, 4 shifts" if the weather is favorable. On February 12, 2025, the contractor started construction until about 10:00 p.m.

Continue to remove obstacles on the ground

Duy Xuyen area currently has 0.4km of land area blocked, concentrated in 3 sections. Dai Loc area has 160m of land area left that has not been handed over (including 11 households and 1 organization).

Of the 11 households mentioned above, 6 households have their residential land area recovered (5 households are required to relocate, 1 household does not have a house yet). The district will arrange them to the resettlement area in Dai Thang commune which has been completed.

In order to construct the road leading to the Song Thu bridge pier in the South, in time for technical traffic opening on the occasion of the 50th anniversary of the Liberation of Quang Nam province (March 24, 1975 - March 24, 2025), the investor proposed that the Duy Xuyen district government propagate and mobilize the households of Thai Van Chin and Thai Van Tai (Duy Tan commune) to agree to hand over the agricultural land in February 2025.

In order to complete the project, Duy Xuyen and Dai Loc should pay attention to resolving the remaining households with land issues (except for households with no land clearance that must be resettled), handing over the land in the first quarter of 2025. Households with no land clearance that need to be resettled will have their land issues handed over in the second quarter of 2025. In addition, Duy Xuyen district should pay special attention to speeding up the procedures for implementing Duy Tan residential area, combined with resettlement for people in the project area.

On the afternoon of February 12, Vice Chairman of the Provincial People's Committee Tran Nam Hung directed Duy Xuyen district to relocate the power line affecting the land that will be resettled on-site by Nguyen Phuoc Long's household (Duy Phu commune) before March 15, 2025.

Praising the spirit of the common policy, the provincial leaders agreed to support Mr. Long's family with house rent during the time of handing over the site, waiting for the construction of a new house according to regulations; at the same time, they requested the investor to direct support for the leveling of the ground according to the family's wishes. In return, Mr. Long must agree to receive compensation, support and hand over the site before March 15.

Working with Mr. Thai Van Chin's household (Duy Tan commune), comrade Tran Nam Hung said that he would arrange the maximum number of resettlement lots according to regulations; at the same time, he suggested that if the land fund in the resettlement area is still available, the district should consider selling more lots to the family. Duy Tan commune checked and if there is still 5% of the land fund, they would come up with a plan to give it to Mr. Chin's household for farming and production.

Provincial leaders also requested that the household hand over agricultural land, without affecting the house, before March 15 to construct the road leading to Song Thu bridge; the contractor must arrange a convenient road to Mr. Chin's house.

Colonel Hoang Duc Truc - Director of Thanh An 96 Construction Joint Stock Company pledged to closely direct and support the construction of the road to Mr. Chin's house, after the family hands over the agricultural land in advance.

During the inspection, comrade Tran Nam Hung also met and learned about the thoughts and aspirations of Ho Van Minh's family (Duy Tan commune) whose house was demolished and had to be resettled. The provincial leaders analyzed and explained a number of issues and expressed confidence that the family would agree with the general policy.

Provincial leaders requested Dai Loc and Duy Xuyen districts to speed up the implementation of compensation, support and resettlement procedures for the remaining households, and hand over the construction site to complete the project to welcome the 23rd Quang Nam Provincial Party Congress (term 2025 - 2030).

The project connecting National Highway 14H to DT609C has a total investment of more than 378 billion VND, from the provincial budget. Song Thu Bridge is 699m long, 9m wide (8m wide for vehicles). To date, the contractor has completed the lower and upper parts and is currently installing railings on 12/16 spans.
