The Provincial People's Committee has just issued Official Dispatch No. 2921 (dated April 11, 2025) on handling administrative procedures at the Quang Nam Public Administration Service Center and the Reception and Result Delivery Department at all levels, after reviewing the report of the Quang Nam Public Administration Service Center on the situation of receiving and handling administrative procedures in the first quarter of 2025.
There are still many overdue records.
According to the report of the Quang Nam Public Administration Service Center, in the first quarter of 2025 (from December 15, 2024 to March 14, 2025), the total number of records received at the provincial level was 14,785. Of which, 99.86% of records were resolved on time (including records that have been resolved and are being resolved); 87.14% of records received and processed online.
At the district level, a total of 42,300 records were received; 91.74% were resolved on time, 88.17% were resolved online. Notably, the number of records received by the Land Registration Office branch accounted for more than half with 23,031 records; of which 2,217 records were overdue (accounting for nearly 10%).
In March alone, the number of overdue files resolved by the district-level Land Registration Office branch was 541 files (accounting for 58.86% of the total number of overdue files resolved at the district level); the number of overdue files being resolved was 349 files (accounting for 38.43% of the total number of overdue files being resolved at the district level).
Branches with the rate of files resolved before and on time below 95% include: Hoi An (84.41%), Nui Thanh (90.16%), Dien Ban (90.64%), Duy Xuyen (91.90%), Tam Ky (93.61%) Que Son (94.47%).
At the commune level, in the first quarter, 35,790 records were received, 97.43% were processed on time, and 94.09% were processed online. Late records at the commune level were mainly in areas such as social security, civil status, meritorious people, and certification. The reason was that during the operation on the province's public service system, there was a delay in the processing of records by officials and civil servants, even though paper records had been returned to citizens ahead of schedule.
According to the Provincial Public Administration Service Center, the rate of overdue records is still high, especially for district-level records and mainly concentrated in the land sector, the reason being that most units and localities have not clarified the responsibilities of cadres, civil servants and public employees with overdue records of 10% or more according to Directive No. 27 (dated October 27, 2023) of the Prime Minister and Notice No. 06 (dated December 26, 2022) of the Provincial Steering Committee for Administrative Reform and Digital Transformation. In addition, the Administrative Procedure Information System still has limitations and difficulties that have not been resolved...
As of March 27, 2025, the total number of administrative procedures being received at the Provincial Public Administration Service Center and the Reception and Result Delivery Department at district and commune levels is 2,090 procedures, including 1,567 administrative procedures of departments, branches and sectors; 342 administrative procedures at district level; 157 administrative procedures at commune level.
Provincial People's Committee directs to overcome
Besides recognizing and praising the efforts of agencies, units and localities, the Provincial People's Committee said that, through monitoring, the rate of administrative procedure records resolved on time at the district level is still low, only reaching 91.74%.
District-level localities with a low rate of timely settlement of records below 95% include: Que Son, Dien Ban, Hoi An, Phu Ninh, Nui Thanh, Thang Binh, Bac Tra My. In addition, in March, there were 65 communes with a low rate of timely settlement of records below 95%; some communes still entered administrative procedure records into the provincial administrative procedure settlement information system at a very low rate (18 communes had less than 20 administrative procedure records).
To continue improving the quality of administrative procedure settlement in the coming time, the Chairman of the Provincial People's Committee requested departments, branches, sectors, and district-level People's Committees to direct civil servants and public employees to regularly use the Administrative Procedure Settlement Information System to receive and settle administrative procedure records, ensuring synchronous processing between paper records and electronic records on the system. Strictly implement the sending of apology letters (for late settlement records) in accordance with regulations.
For localities with a rate of timely settlement of administrative procedures below 95%, urgently inspect and review to clarify the causes, determine the responsibilities of each department, office, People's Committee at the commune level and the cadres, civil servants and public employees who receive and settle administrative procedures not in accordance with regulations, affecting the overall results of the province's Administrative Procedure Reform Component Index.

District-level People's Committees direct commune-level People's Committees to strictly implement the administrative procedure settlement process on the Provincial Administrative Procedure Settlement Information System; ensure that 100% of administrative procedure records must be entered into the system for settlement and interconnection and synchronization with the National Public Service Portal.
Specialized agencies under the Provincial People's Committee, Management Board of the Zones
The provincial economic and industrial zones promptly review and publish the list of administrative procedures implemented in the province as soon as there is a decision to publish administrative procedures by the central ministries and branches. At the same time, organize the implementation of updating and publicizing administrative procedures on the National Database of Administrative Procedures as a basis for units and localities to implement.
The Department of Agriculture and Environment directs the Land Registration Office and its branches at the district level to properly follow the procedures for receiving dossiers as prescribed; promptly respond in writing to cases that do not meet the conditions for consideration and settlement, and not wait until the settlement deadline has expired before responding in writing to the people.
In case of objective reasons that the dossier cannot be resolved within the deadline, there must be a written report and explanation; in case of backlogged dossiers or those that are overdue due to subjective errors, the responsibility of the collective or individual must be checked, considered, and handled according to regulations.
The Department of Science and Technology presides over and coordinates with relevant agencies and units to continue upgrading and perfecting the Administrative Procedure Information System, fully meeting the administrative procedure handling tasks and requirements of digital transformation. The Quang Nam Public Administration Service Center continues to monitor, urge, and inspect the results of administrative procedure handling of agencies, units, and localities.
