The above directive was emphasized by the Prime Minister as one of the nine important key tasks of the education sector in the 2024-2025 school year. The Prime Minister requested the effective implementation of the motto "taking students as the center and subject, teachers as the driving force, schools as the support, families as the fulcrum, and society as the foundation".
2024 - 2025 is also the school year ending the term of implementing the Resolution of the 13th National Congress, starting to implement Conclusion 91 of the Politburo on continuing to innovate education and training. From there, the Prime Minister requested the education sector nationwide to perform well 9 key tasks.
Firstly, carefully prepare the conditions for the new school year (schools, equipment, textbooks, hygiene, security, safety...); organize the opening ceremony on September 5 well, creating a joyful and exciting atmosphere for the new school year. Especially, improve the quality of the teaching staff to better meet practical needs.
Second, focus on implementing Conclusion 91 of the Politburo, ensuring effectiveness and practicality. The Prime Minister requested the Ministry of Education and Training to promptly develop an implementation plan and submit it to the Government for promulgation in the third quarter of this year.

Third, the education sector needs to continue to review, amend and promptly supplement institutions, mechanisms and policies on innovation, improving the effectiveness and efficiency of state management of education. The Ministry of Education and Training focuses on developing the Law on Teachers to submit to the National Assembly at the 8th session.
Fourth, the head of the Government assigned the Ministry of Education and Training to summarize and comprehensively evaluate the implementation of innovation in general education programs and textbooks. On that basis, continue to research, develop and perfect the program in accordance with the goals and requirements set forth in the new period.
Fifth, 2025 is the first year to organize the High School Graduation Exam according to the new general education program. The Ministry of Education and Training needs to preside over and, together with ministries, agencies, and localities, prepare carefully to organize the exam to ensure quality, safety, seriousness, efficiency, practicality, compactness, reduce pressure, and create the most favorable conditions for students.
Sixth, promote autonomy in conjunction with improving the quality of university training in a practical and in-depth manner, linked with accountability, publicity and transparency. In particular, the Prime Minister requested units to focus on implementing programs and projects to develop high-quality human resources, especially in semiconductors and artificial intelligence.
Seventh, continue to create a favorable environment to attract investment resources for education and training development, ensuring fairness and equality between the public and private sectors; promote public-private cooperation, and boost non-profit university education and training.

Eighth, the Ministry of Education and Training needs to develop, review, amend and supplement policies and remuneration regimes for teachers in harmony with the country's situation and with other sectors. "Implement recruitment and restructuring of teaching staff according to assigned staffing levels, overcome the surplus and shortage of teachers in educational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" and be suitable, reasonable and effective with reality", the Prime Minister assigned.
Ninth, the education sector needs to continue reviewing and planning the network of preschool, general education, continuing education, education for the disabled, higher education and pedagogical colleges. In particular, it is recommended that the Ministry of Education and Training, ministries, sectors and localities pay attention to construction planning, ensuring appropriate land funds for building schools and classrooms, meeting learning needs associated with urbanization trends and population shifts.
According to the Prime Minister, education and training need to be given due attention to create a driving force for rapid and sustainable national development. From there, we can successfully carry out the cause of fundamental and comprehensive innovation in education and training; together with the leadership, management and administration of the Party and State.
