'We cannot take advantage of students' need to learn to organize extra classes and collect money from students' is one of the contents that Deputy Minister of Education and Training Pham Ngoc Thuong emphasized in his instructions when inspecting the implementation of Circular 29.
The Ministry of Education and Training said that on March 14, the ministry's inspection team worked with the Thai Binh Department of Education and Training on the implementation of Circular No. 29 regulating extra teaching and learning.
Speaking here, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, said: "We cannot take the fact that students need to study to organize extra classes and collect money from students. Have teachers advised that children do not need to study, they just need to study by themselves? It seems that there are still places that have not done so, have not fulfilled their responsibilities, so the situation of extra teaching and learning is widespread and continues to persist."
Deputy Minister Pham Ngoc Thuong said that teachers cannot charge for extra classes just because students need to study.
Affirming the spirit of Circular 29 is to aim for good things for education and students, Mr. Thuong said that implementing Circular 29 well will return good values to education, from management to teaching and learning; bring great benefits to teachers and students; the regulations of the circular will protect the dignity of the teaching profession, protect genuine teachers.
Mr. Thuong also reiterated the viewpoint of the Ministry of Education and Training leaders that schools should move towards no extra teaching or learning. Students who need extra training, support, and review as stipulated in Circular 29 must also be seriously reviewed.
"A teacher's happiness is when students do not depend on them"
"For a long time, extra teaching and learning have been considered daily activities. Children go to school all day to learn knowledge for 12 years, even when they go to university, they still depend on teachers and lack the spirit of self-awareness, self-control, self-study, and lack time for physical training and skills... Teachers' happiness is to be as early as possible so that students do not depend on them," Mr. Thuong stated his opinion.
To effectively implement Circular 29, Mr. Thuong suggested that localities need to be united, determined, and highly unanimous in implementation. In particular, education management levels need to fully understand the regulations and spirit of the circular, see the immediate and long-term consequences of widespread extra teaching and learning to act resolutely, without tolerance or compromise. In addition, there needs to be close and effective coordination between departments, branches, and localities in implementing the circular's regulations.
The leaders of the Ministry of Education and Training also requested the Department of Education and Training of Thai Binh to soon advise the Provincial People's Committee to issue regulations on extra teaching and learning in the area; to implement Circular 29 in a unified, synchronous, responsible and effective manner; to absolutely not loosen responsibility towards students, to create the most favorable conditions for students and ensure the quality of education.
The Director of the Department of Education and Training of Thai Binh province said that since Circular 29 took effect, the number of centers and individual businesses registering to provide extra teaching has increased compared to before Circular 29 took effect. Currently, the whole province has about 325 facilities and businesses registered to provide extra teaching and learning activities outside of schools.
The management of teachers who teach extra classes outside of school has so far not found any violations. According to reports from educational institutions, as of March 13, 246 high school teachers had reported to their heads of units about participating in extra classes outside of school.
In the whole province, 223/273 schools have implemented review classes for the 10th grade entrance exam, 9 high schools have implemented review classes for the high school graduation exam, the remaining schools have developed plans and are expected to implement them in April or May, according to statistics from the Department of Education and Training.
