Qatari Prime Minister Sheikh Mohamed bin Abdurahman Al Thani welcomed and affirmed that the official visit to Qatar by Prime Minister Pham Minh Chinh is an important milestone, creating momentum to promote the friendship and multifaceted cooperation between the two countries to a new, deeper stage. The Qatari Prime Minister expressed his admiration for the brave and heroic history of the Vietnamese people in the past as well as the important and proud results that Vietnam has achieved in the cause of building and developing the country's economy and society today.

Prime Minister Pham Minh Chinh congratulated Qatar on successfully hosting major international events, such as the 2022 World Cup and recently the 3rd ASEAN Economic Dialogue (ACD) Summit, contributing to enhancing Qatar's role, position and voice in the region and the world. The Prime Minister highly appreciated the vision, thinking, governance and development methods of Qatar and wished to further promote the Vietnam-Qatar cooperation in the coming time, for the benefit of the people of both countries.

In an open and sincere atmosphere, the two Prime Ministers affirmed their respect for the role and position of each country in each region; expressed their joy at the positive progress in bilateral relations over the past 30 years. However, the two leaders said that economic and trade relations are not yet commensurate with the good political relations as well as the potential and competitive advantages of each country.

To achieve this goal, the two sides agreed to continue exchanging delegations at all levels, especially high-level ones. On this occasion, the Prime Minister conveyed the invitation of General Secretary To Lam and President Luong Cuong to Emir Tamim Bin Hamad, and the invitation of National Assembly Chairman Tran Thanh Man to Chairman of the Qatari Parliament Hassan Bin Abdulla to visit Vietnam. The Qatari Prime Minister sincerely thanked him and said that Emir Tamim Bin Hamad would soon arrange to visit Vietnam. Prime Minister Pham Minh Chinh respectfully invited Qatari Prime Minister Mohamed bin Abdurahman Al Thani to soon visit Vietnam. Prime Minister Mohamed bin Abdurahman thanked him and happily accepted the invitation.

The two sides agreed to identify economic, trade and investment cooperation as an important pillar in bilateral relations. The two sides agreed to coordinate, diversify and facilitate trade in each other's strengths such as agricultural products, seafood, footwear, textiles, etc. of Vietnam and energy and chemicals of Qatar.

The two sides affirmed that Vietnam and Qatar still have great potential for investment cooperation; agreed to closely coordinate and seek investment opportunities in areas of mutual interest. Prime Minister Pham Minh Chinh emphasized that Vietnam always values ​​"time" and "intelligence", hoping that Qatari investment funds will further increase their investment in Vietnam in the fields of strategic infrastructure, energy, seaports, agricultural and aquatic product production and processing, etc. Vietnam is committed to always supporting and creating all conditions for Qatari investment funds and enterprises to invest and do business conveniently, effectively and sustainably in Vietnam.

The two leaders agreed that security and defense, including cyber security, should become a pillar in key areas of bilateral cooperation in the coming time, contributing to maintaining the independence and sovereignty of each country and ensuring peace and stability in the region and the world. The two Prime Ministers also emphasized that information technology, digital transformation, green transformation, sustainable development, climate change, etc. are all important areas in which the two countries need to expand cooperation in the future.

The two leaders emphasized the importance of people-to-people exchanges through enhancing cooperation in culture, tourism, and education, thereby strengthening friendship and solidarity and facilitating the expansion of cooperation in other fields.

The Qatari Prime Minister agreed with the Prime Minister's proposal to increase scholarships for more Vietnamese students to study and research in Qatar, and at the same time create favorable conditions to receive more workers, especially highly skilled Vietnamese workers, to work in Qatar.

Prime Minister Pham Minh Chinh asked Qatar to facilitate the Vietnamese community living, studying and working in Qatar. The two sides will consider negotiating a visa exemption agreement for ordinary passport holders to facilitate travel between the two countries' people.

The two Prime Ministers discussed regional and international issues of mutual concern, agreeing to cooperate closely at regional and international multilateral mechanisms such as the United Nations, ASEAN, and the Gulf Cooperation Council (GCC). The two sides also shared a common vision on resolving disputes by peaceful means, in accordance with international law and the United Nations Charter. Prime Minister Pham Minh Chinh said that Vietnam supports Qatar's mediation efforts on the Palestine issue and promotes the two-state solution; and wishes to coordinate with Qatar in mediation activities, contributing to the common efforts to maintain peace, stability, cooperation and development in the region and the world.

Immediately after the talks, Prime Minister Pham Minh Chinh and Qatari Prime Minister and Foreign Minister Sheikh Mohamed bin Abdurahman Al Thani witnessed the signing ceremony of cooperation documents between ministries, branches and agencies of the two countries.
