On the morning of September 25, within the framework of the 5th Ho Chi Minh City Economic Forum, Prime Minister Pham Minh Chinh attended the Inauguration Ceremony of the Center for the Fourth Industrial Revolution (C4IR) in Ho Chi Minh City.

Also attending were comrade Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee; representatives of leaders of ministries, branches, central agencies; diplomatic agencies, experts, and international organizations.
The Center is part of the WEF's global network, thereby enhancing cooperation with C4IR Centers around the world to support the proposal of solutions and policy recommendations, research on the City's breakthrough priority areas in line with national orientation and international trends, mobilizing resources, capital, supporting the Government and businesses to apply new technologies in line with the trend of the 4.0 Industrial Revolution in Ho Chi Minh City.
The C4IR Center in Ho Chi Minh City will operate in the form of a public-private partnership with large Vietnamese and municipal enterprises participating in the founding. This is the result of the efforts of the Vietnamese Government and Ho Chi Minh City in promoting increasingly deep cooperation between Vietnam and WEF. On June 26, 2023, at the WEF Tianjin Conference, the Vietnamese Government and WEF signed a Memorandum of Understanding on cooperation for the period 2023-2026 under the witness of Prime Minister Pham Minh Chinh and Professor Klaus Schwab - Founding Chairman of WEF.

From 2023-2024, implementing the direction of the Prime Minister, Ho Chi Minh City has proactively worked with WEF and achieved results such as: Signing a joint statement for the establishment of C4IR at the 4th Ho Chi Minh City Economic Forum in 2023 and Signing a cooperation agreement to establish a Center in Ho Chi Minh City with WEF at the annual World Economic Forum in January 2024 in Davos, Switzerland.
The CC4IR Center is expected to become a platform that not only helps Ho Chi Minh City but also the whole country shape and develop industrial revolution 4.0 strategies in line with the country's overall development strategy, as well as contribute to the current global development trajectory of technology. The C4IR Center is the nerve center of Vietnam advising on national industrial policies, piloting the implementation of national industrial policies in Ho Chi Minh City, promoting economic transformation in the industrial revolution 4.0.

After the inauguration ceremony, Prime Minister Pham Minh Chinh had a working session with leaders of Ho Chi Minh City and founding enterprises of the Ho Chi Minh City C4IR Center.

At the meeting, Chairman of Ho Chi Minh City People's Committee Phan Van Mai emphasized that Ho Chi Minh City C4IR Center is one of 19 C4IR Centers in the world of WEF and the 2nd C4IR Center in Southeast Asia.
This is a clear model of public-private partnership. The founding enterprises have contributed their efforts, finances, and intelligence. He said that the C4IR Center has 10 initial founding members who will participate in financial contributions to the Center's operations, personnel contributions to management and operations, and contributions to world-class operations.

The representative of Viettel Group expressed that this event marked a strong development step of Ho Chi Minh City in the era of Industrial Revolution 4.0; proposed the Government to establish a National Steering Committee on Industrial Revolution 4.0; develop modern digital infrastructure.
Viettel also said that next year, the Group will build a large data center in Cu Chi, Ho Chi Minh City; at the same time, it recommends that the Government prioritize investment in developing technology platforms produced in Vietnam, reduce dependence on imported technology, increase autonomy and innovation; encourage large technology enterprises in the world to enter Vietnam, creating opportunities for domestic enterprises to learn.

Representatives of the leaders of the founding enterprises of the Center expressed their support for Ho Chi Minh City in the process of applying the achievements of the 4.0 Industrial Revolution.

Speaking, Prime Minister Pham Minh Chinh re-emphasized the context of establishing the Ho Chi Minh City C4IR Center starting from the cooperative relationship between Vietnam and WEF; welcomed Ho Chi Minh City for quickly implementing the establishment of this Center, especially applying the public-private partnership mechanism.
The Prime Minister especially emphasized 6 great meanings of the Ho Chi Minh City C4IR Center: concretizing the Party's guidelines and policies on the 4.0 Industrial Revolution in the Resolution of the 13th National Party Congress and the Resolutions of the Central Committee; meeting the practical development requirements of Vietnam, because science and technology, innovation are inevitable trends in the world today; implementing deep integration in science and technology, innovation, the process of the 4.0 Industrial Revolution with the world; demonstrating the pioneering role of Ho Chi Minh City in investing in economics, politics, science and technology, innovation; demonstrating the aspiration, pride, mission and affirming the intellectual mettle, dynamism and creativity of Vietnam; affirming the close relationship between Vietnam and WEF, demonstrating that what is said is done, what is done is done seriously, with results and specific products.

The Prime Minister stated the responsibility of the Government, ministries and branches to orient policies, build institutions, and have priority policies for development. Ho Chi Minh City creates favorable conditions for facilities and mechanisms for smooth operations, with inspection and supervision; businesses and founders, what the State cannot do, hope businesses will do and support so that the center has better operating conditions to have human, financial, infrastructure conditions... The C4IR Center, based on its functions, tasks and powers, promotes the spirit of self-reliance, self-improvement, and creative activities.
The Prime Minister entrusted Ho Chi Minh City C4IR Center with 20 words: Pioneer - Cooperation - Connection - Digitalization - Greening - Practicality - Efficiency - Spread - For the country - For the people.
