Nearly a year ago, in April 2023, the Prime Minister issued Decision 388/QD-TTg approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030". The State Bank has proposed and implemented a preferential credit package of 120,000 billion VND for loans to support the development of social housing. In the near future, the Prime Minister will continue to launch a movement to eliminate temporary and dilapidated houses nationwide. Recalling the preferential mechanisms, according to the Prime Minister, in recent times, the development of social housing has had positive changes, ministries, branches, localities, banks, and enterprises have sought ways and worked together, and people have also tried and have done some things. But so far, the requirements have not been met. "Are the mechanisms and policies correct and effective? If the mechanisms and policies are correct and effective but have not been implemented, what are the subjective and objective causes, how to resolve them, and what must each subject do? Only 8 projects disbursed 640 billion VND

Reporting at the conference, Deputy Minister of Construction Nguyen Van Sinh said that the country has planned 1,316 land plots with an area of ​​8,611 hectares for social housing. Compared to the 2020 report (3,359 hectares), the land area for social housing development has increased by 5,252 hectares to date.

The Government has listened many times to remove difficulties and promote the development of social housing.

Some localities are interested in planning land funds for social housing development such as: Dong Nai 1,063 hectares, Ho Chi Minh City 608 hectares, Long An 577 hectares, Hai Phong 471 hectares, Hanoi 412 hectares. Regarding the VND120,000 billion package, 28 localities have announced 68 projects eligible for loans, with a demand of more than VND30,000 billion. Banks have committed to providing credit to 15 projects with an amount of about VND7,000 billion. Of which, 8 social housing projects in 7 localities have been disbursed with a capital of about VND640 billion. According to the Ministry of Construction, the implementation of the social housing program is still slow, the reason is that some localities are not determined and proactive in implementing it. Some large cities, with a high concentration of low-income workers, have a high demand for social housing, but the number of social housing registrations formed in 2024 is low, such as: Hanoi 1,181 units, Ho Chi Minh City 3,765 units, Da Nang 1,880 units, Can Tho 1,535 units... Some social housing projects have started construction but businesses have not implemented construction or are behind schedule. Some projects have met the conditions for preferential loans but have not been reviewed by the Provincial People's Committee to announce the list of projects eligible for preferential loans...
