On the morning of April 29, Prime Minister Pham Minh Chinh led a Government delegation to inspect the construction of the Van Phong - Nha Trang Expressway. Deputy Minister of Transport Nguyen Duy Lam joined the delegation.
Determined to do it faster
After directly inspecting along the route, at the intersection of National Highway 26 (Ninh Xuan Commune, Ninh Hoa Town, Khanh Hoa), the Prime Minister listened to the leaders of Project Management Board 7 (investor), local leaders and related units report on the overall progress.
Prime Minister Pham Minh Chinh praised the determination and efforts of localities, investors and contractors in site clearance, bringing the project's progress ahead of schedule.

"Construction with the spirit of "overcoming the sun and overcoming the rain", "working in 3 shifts, 4 shifts"..., even during the April 30 - May 1 holidays, the units still focused on working throughout the holidays, demonstrating the high responsibility of the transport sector on key projects.
Progress is ahead of schedule, good site conditions, favorable materials, capable contractors... If it's good, then we're determined to do it even faster. We strive to reach the finish line by April 30, 2025," Prime Minister Pham Minh Chinh stated.
Believing that the remaining land-related problems were not major, the Prime Minister requested that Khanh Hoa province leaders directly visit people's homes to mobilize and promptly resolve them.

The Prime Minister especially noted that with the North-South Expressway project phase 2, it is necessary to thoroughly overcome the shortcomings of phase 1, especially progress control, synchronously completing both rest stops and traffic monitoring systems on the route when putting the project into operation.

Listening directly to the report of contractor Lizen (head of the consortium), the Prime Minister emphasized that for contractors who perform well, the bidding mechanism will be considered in the future, as long as it is transparent, of high quality and effective.
"I believe that contractors will make every effort to finish the project by this date next year. Finishing early will save time, costs and promote project efficiency," the Prime Minister emphasized.

Determined to speed up progress and quickly remove technical infrastructure obstacles
Reporting to the Prime Minister, Deputy Minister of Transport Nguyen Duy Lam said that the Ministry and the units implementing the Van Phong - Nha Trang expressway will review the progress, focus on handling critical roads and make efforts to increase the construction volume, striving to complete it by April 30, 2025 as directed by the Prime Minister.
According to Mr. Nguyen Hai Ninh, Secretary of Khanh Hoa Provincial Party Committee, the entire Van Phong – Nha Trang expressway has been handed over 99.7%. The province has completed construction of 6/6 resettlement areas and handed over to 100% of households. Regarding high-voltage power infrastructure, the province strives to complete it by next May.
Mr. Le Quoc Dung reported to the Prime Minister on the project progress.
Mr. Le Quoc Dung, Acting Director of Project Management Board 7, reported that along the entire route, contractors deployed 24 road construction sites, 18 bridge sites with more than 1,000 pieces of equipment and nearly 1,900 workers, meeting the requirements of the proposed plan.
Notably, on the entire 80km route, the embankment work has reached 85%, the asphalt concrete paving has reached 40% for both layers... Up to now, the progress has reached over 50%, exceeding the plan by 5%.
According to Mr. Dung, this result was achieved thanks to the strong direction of the Government, the Prime Minister, the leaders of the Ministry of Transport, and the participation of localities. The contractors of the project are all strong and professional contractors. From the beginning, the Board and contractors and consultants proactively handled problems with construction materials, avoiding shortages.
Implementing the Prime Minister's direction, the Committee has been closely coordinating with localities to promptly remove obstacles regarding land and technical infrastructure.

The Van Phong - Nha Trang Expressway component project through Khanh Hoa is over 83km long (passing through 4 districts and towns: Van Ninh, Ninh Hoa, Dien Khanh and Khanh Vinh), with a total investment of over 11,000 billion VND. The project started in January 2023 and was completed according to the contract in December 2025.
This project has two construction packages. Package XL.01 is constructed by a consortium of four contractors: Lizen (lead), Phuong Thanh, Hai Dang and VNCN E&C. Package XL.02 is constructed by a consortium of contractors Son Hai (lead) and Vinaconex.
