
Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the opinions of the delegates; requested the Editorial Board to selectively and focusedly absorb the opinions after completing the draft one more step, then send it back to the members of the Steering Committee for comments; hoped that the members would take the time to research, give additional quality opinions, and promptly submit them to the competent authorities.
The Prime Minister stated that the spirit of comments on the draft must be sharp, feasible, effective, document-like, and policy-like; in terms of time, we are building a Project on private economic development to 2030, with a vision to 2045; the space of this Project is the private economic sector including households and business households; all types of private enterprises are within the scope of this Project.

Regarding the guiding ideology in developing this Project, the Prime Minister emphasized the need for a stronger breakthrough in the private economy but must ensure feasibility, ensure a turning point in private economic development that makes an important contribution to the implementation of the two 100-year development goals; ensure that it is easy to remember, easy to do, easy to implement, with simple and effective words.
The idea is to liberate the entire productive capacity of the economy through private economic development; mobilize all private resources for national development; effectively exploit internal resources, which are fundamental, strategic, and long-term, such as people, nature, historical traditions, and culture; harmoniously combine external resources such as capital, technology, institutions, human resources, and smart governance for private economic development. Thoroughly grasp the ideas and viewpoints, inherit the Party's Resolutions on private economy and other relevant Resolutions; the spirit of General Secretary To Lam's recent article on private economic development.

Regarding the specific contents of the draft Project, the Prime Minister requested a unified understanding of the position, role and importance of the private economy in the overall economy; as the most important driving force for growth, from which to propose viewpoints and guiding ideas. That is: related to ensuring property ownership rights; freedom of business, accordingly, all people are free to do business in many different forms, different methods, the broadest and most extensive freedom of business possible; the right to equal access to natural resources and assets of the country; demonstrating the transformation from a state of passively handling administrative procedures, removing difficulties and obstacles for businesses and the private economic sector to a state of proactiveness, positivity, promoting the development of the private economy in the right direction, serving the interests of the nation and people.
The Prime Minister proposed setting the target of increasing the contribution ratio of the private economy to GDP higher than the target stated in the current draft with a stronger and higher spirit to match the position and role of the private economy.

Regarding tasks and solutions, the Prime Minister noted the need to raise awareness among people, Party committees and authorities about the position, role and importance of the private economy; institutions include building and organizing the implementation of institutions, institutions must be open; cut out cumbersome administrative procedures; do not cause inconvenience or congestion for people and businesses; reduce compliance costs to the highest possible level; reduce administrative procedures according to the roadmap set out by the Government; ensure that business registration is simple, with a specific time (for example, within how many hours, at most one day to issue a license), procedures are carried out entirely online, while ensuring effective control.

Regarding resource mobilization, the Prime Minister said that it is necessary to diversify resources, diversify types of products, markets, and supply chains for people and businesses to access business conveniently, appropriately, and easily choose. Promote public-private cooperation, build cooperation models such as "public leadership - private administration", "public investment - private management", "private investment - public use"; must create breakthroughs in this field; find solutions to the resources of money, gold, and dollars among the people. The problem is to ensure property for the people; protect the legitimate and legal rights and interests of the people; economic issues must be resolved by economic measures, not criminalizing civil and economic relations; at the same time, it is necessary to resolutely handle businesses and individuals who deliberately violate the law.
Regarding the issue of serving sustainable development, the Prime Minister noted that it is necessary to focus on developing a green economy, a digital economy, taking science, technology, and innovation as the foundation and driving force for development; attach importance to combating climate change; and have mechanisms and policies to encourage these priority areas. It is necessary to trust the private economic sector, place faith and hope, motivate and inspire them to develop, encourage all people to enrich themselves, their families, society, and the country; develop the entertainment and cultural industries; and exploit traditional cultural and historical values.
The Prime Minister requested to implement smart governance, thereby developing digital infrastructure and information technology, contributing to reducing input costs for people and businesses, increasing product competitiveness; increasing labor productivity for the private sector; mobilizing and assigning tasks to private enterprises to participate in key national projects, actively participating in 3 strategic breakthroughs, for example, mobilizing corporations and private enterprises to participate in developing the railway industry (building rails, carriages, operation management software, etc.); having mechanisms and policies to assign the private economic sector to participate in modernizing the defense industry and security industry.
Regarding the implementation, after the Politburo issued the Resolution on private economic development, the Prime Minister requested the Government to issue an Action Program and organize the implementation of the Politburo's Resolution; continue to assign the Ministry of Finance to draft the Law for private enterprises, all basic issues must be resolved in this law.
The Prime Minister suggested that in terms of thinking, methodology and approach, we must make a stronger and bolder breakthrough, surpassing conventional thinking; choosing the right lever and fulcrum; continuing to consult the opinions of scientists, experts, localities, enterprises and business households; moving towards not allocating taxes but shifting to digitalization, focusing on digital transformation to both reduce costs for businesses and fight negativity and petty corruption.
The Prime Minister requested that the Steering Committee's editorial team make every effort and continue to spend time developing and perfecting the draft of a quality private economic development project.
