Prime Minister: "Limit the allocation of favorable land locations for real estate development"

(Dan Tri) - To maximize the effectiveness of expressways, Prime Minister Pham Minh Chinh reminded localities to prioritize connecting roads and limit land allocation to develop real estate in favorable locations.
This request was stated by Prime Minister Pham Minh Chinh in a telegram sent to the four Ministers of Transport, Planning and Investment, Construction, Natural Resources and Environment, and Chairmen of People's Committees of provinces and cities, to review the connection with expressways to promote investment efficiency and promote socio-economic development in localities. According to the head of the Government, the expressway system has been formed and is creating an important driving force to help localities open up new development space. However, the connection between expressways and road systems in localities is still limited, so the potential, advantages, and development space have not been effectively exploited.

To maximize the effectiveness of investment in expressways, create momentum and promote local socio-economic development, the Prime Minister requested localities with expressways to review this. According to the direction of the Government leaders, localities need to research, prioritize capital allocation and proactively mobilize resources to invest in local routes connecting to expressways. This is to create new development space for localities, especially urban areas and service industrial zones. "Note that when planning and investing in local routes connecting to expressways, it is necessary to ensure the highest possible savings and efficiency," according to the Prime Minister's request. Localities are also assigned to review and adjust construction and urban planning to ensure connectivity, connectivity and synchronization between expressways and local routes to develop economic spaces, making the most of the advantages brought by expressways. In particular, the Prime Minister urged localities to strictly and effectively manage the use and exploitation of land funds at intersections and new development spaces associated with expressways. "Minimize the allocation of favorable locations for residential real estate development; thoroughly overcome the situation of fragmented and unsynchronized development; do not allow corruption, waste, negativity, or group interests in the implementation process," the Prime Minister emphasized. Regarding ministries and branches, the Prime Minister requested the Ministry of Transport to review the arrangement of intersections connecting expressways with the local transport network. On that basis, the Ministry of Transport will report to competent authorities or coordinate with localities to consider, prioritize capital allocation and mobilize all resources to invest in additional necessary intersections, in order to maximize the investment efficiency of expressways, create new development space as well as a driving force for local socio-economic development. During the process of appraising and submitting provincial plans, the Ministry of Planning and Investment is required to focus on organizing development space and synchronous and effective connection plans between the local transport network and expressways. The Resolution of the 13th National Party Congress clearly states the goal that by the end of 2025, the whole country will strive to have 3,000km of expressways and by 2030, 5,000km of expressways.
