Concluding the Government Conference with localities to implement the Central Committee's Conclusions, the National Assembly's Resolutions, and the Government's Resolutions on economic growth on the morning of February 21, Prime Minister Pham Minh Chinh emphasized that the task of at least 8% growth in 2025 has been "directed by the Party, agreed upon by the Government, supported by the National Assembly, agreed by the people, and expected by the Fatherland, therefore, we only discuss doing, not backtracking."
Ready for at least 8% growth target in 2025
According to the Ministry of Planning and Investment, based on the reality and development requirements, the Government has proactively proposed and the Party Central Committee and the National Assembly have issued conclusions and resolutions to adjust the growth target for 2025 to 8% or more, towards fast and sustainable growth, ensuring macroeconomic stability, major balances, controlling inflation, improving people's lives and protecting the environment.
The Government has issued Resolution No. 01/NQ-CP and Resolution No. 25/NQ-CP, identifying 12 key targets for the sectors in 2025; requiring localities to have breakthrough growth, from 8% or more, in which the two growth poles are Hanoi and Ho Chi Minh City, and leading localities need to have growth higher than the national average.
Specifically: Hanoi reached 8%, Ho Chi Minh City reached 10%, Bac Giang reached 13.6%, Hai Phong reached 12.5%, Quang Ninh reached 12%, Bac Ninh reached 8%, Thanh Hoa reached 11%, Nghe An reached 10.5%, Da Nang reached 10%, Dong Nai reached 10%, Binh Duong reached 10%, Ba Ria-Vung Tau reached 10%.
To effectively carry out the above tasks, the Ministry of Planning and Investment believes that it is necessary to focus on administrative reform, quickly resolve investment procedures, and remove difficulties and obstacles for businesses and projects. At the same time, eliminate prejudices about private enterprises; always accompany businesses to remove difficulties and obstacles, support businesses in implementing pilot and specific mechanisms and policies, new and breakthrough regulations, and "green channel" regulations for projects in the high-tech sector.
In particular, it is necessary to continue to identify public investment disbursement as the top political task of all levels and sectors; effectively exploit opportunities from 17 signed FTAs; expand and diversify export markets. Along with that, it is necessary to create all favorable conditions for experts, especially talented foreign experts and overseas Vietnamese to work, develop science, and innovate for Vietnam...
At the conference, leaders of ministries, branches and localities expressed their clear awareness and efforts and determination to effectively implement Conclusion No. 123 of the Central Committee, Resolution of the National Assembly and Resolution No. 25/NQ-CP of the Government, ensuring growth according to assigned targets, contributing to bringing the country's growth in 2025 to 8% or more, creating a solid foundation for double-digit growth in the 2026-2030 period.
Quang Ninh province strives to achieve a growth rate of 14%, higher than the Government's target of 12%. Hai Phong city pledges to strive to achieve a growth rate of 12.5% or even higher, and at the same time contribute 11,000 billion VND to implement the Lao Cai-Hai Phong railway project. Bac Giang province's leaders said they have proactively set a growth target according to the assigned scenario of 14-15%/year, higher than the Government's target of 13.6%...
Delegates clearly identified key tasks and solutions, breakthroughs, strong impacts, and effectiveness in the short, medium, and long term; proposed support mechanisms and policies, and removed difficulties to promote disbursement of public investment capital and growth in sectors, fields, and localities.
Among them, it is necessary to continue to remove institutional and administrative obstacles; especially to completely handle backlogged projects to facilitate development; to promptly approve large-scale, dynamic programs and projects in localities; and to ensure a stable energy supply for development.
After the central ministries and branches proposed solutions and answered the recommendations of localities to promote growth as required, concluding the conference, Prime Minister Pham Minh Chinh reiterated that the task of at least 8% growth in 2025 has been "directed by the Party, agreed by the Government, supported by the National Assembly, agreed by the people, and expected by the Fatherland, so we only discuss and do, not discuss backtracking."
The Prime Minister welcomed the ministries, branches and localities' determination, high fighting spirit, efforts, readiness and active implementation of tasks; requested the ministries, branches and localities to assign targets and tasks to their subordinates so that the whole country can complete the set goals.
The Prime Minister emphasized that 2025 is of special importance, in the context of difficulties, challenges and opportunities, advantages intertwined, but difficulties and challenges continue to outweigh opportunities and advantages. Therefore, it requires all levels, sectors and localities to have innovative and breakthrough thinking with high determination, great efforts, drastic actions, timely, flexible and effective implementation, with focus and key points, especially there must be synchronous and effective coordination between levels, sectors and localities, with the joint efforts of the business community and the people.
The Prime Minister welcomed the ministries and branches for analyzing and assessing the growth target of 8% or more in 2025 as a feasible task, completely achievable, contributing to creating momentum, strength, and new spirit for the whole country to enter the 2026-2030 period.
At the same time, analyzing the conditions and capacity to be determined and confident in achieving the goals, the Prime Minister pointed out that despite many difficulties and challenges, after nearly 40 years of renovation, our country has never had the foundation, potential, position and international prestige as it does today.
In particular, from 2021 to now, although the world situation has changed rapidly, complicatedly and unpredictably, while Vietnam is a developing country, the economy is in the process of transformation, highly open, modest in scale, limited in resilience and adaptability, having to withstand the COVID-19 pandemic, natural disasters, storms and floods, especially the big storm Yagi.., the economy has recovered well, recognized and highly appreciated by the people, the business community and the international community.
The Prime Minister noted that despite many commendable achievements, we must not be negligent, subjective, or “rest on our laurels,” but continue to “look far and wide, think deeply, and do big things,” determined to promote rapid and sustainable national development to build a rich, civilized, and prosperous country, with people increasingly well-off and happy.
Emphasizing that “resources come from thinking, motivation comes from innovation, strength comes from the people,” the Prime Minister requested promoting the spirit of solidarity, indomitable will, resilience, overcoming oneself, the spirit of overcoming difficulties, intelligence, creativity, hospitality, love of peace; innovating, developing economic thinking, innovating ways of thinking, ways of doing, and approaches to create a driving force for socio-economic development.
Specify goals for each level, each industry, each locality
Pointing out lessons learned, the Prime Minister requested that in the coming time, it is necessary to promote rapid and sustainable economic growth in conjunction with maintaining macroeconomic stability, ensuring social security, progress, social justice, and environmental protection.
Economic growth must be based on science and technology, innovation, digital transformation and high-quality human resources, considered important driving forces of economic growth.
At the same time, effectively exploiting unique potentials, outstanding opportunities, and competitive advantages; economic growth must aim for green, sustainable, and inclusive growth, bringing benefits to all people.
The Prime Minister requested to closely follow the Party's policies and guidelines, the leadership and direction of the Central Committee, the Politburo, the Secretariat, key leaders, the Resolutions of the National Assembly, the Government, and the Prime Minister's direction to concretize them into plans and implementation roadmaps for each level, sector, and locality; promote the proactiveness, positivity, and self-responsibility of local authorities at all levels, ensuring timely resolution of difficulties and problems and best serving the people and businesses.
Along with that, the relevant parties must grasp the situation, improve their analytical and forecasting capacity; be courageous, proactive, flexible and creative in leadership and direction; handle work with focus and key points, ensuring effectiveness and substance, avoiding ostentation and formality, not spreading investment; focus on dynamic areas and growth poles; promote a high sense of responsibility, dare to think, dare to do; improve the effectiveness of coordination between levels, sectors and localities.
In that spirit, the Prime Minister requested that in the coming time, ministries, branches and localities continue to resolutely, synchronously and effectively implement the Resolutions and Conclusions of the Central Committee, the Politburo, the National Assembly and the Government, striving to achieve a GDP growth rate of 8% or more by 2025.
At the same time, continuing to perfect institutions is the "breakthrough of breakthroughs" and improving the effectiveness of law enforcement; ensuring a streamlined, effective and efficient apparatus; promoting administrative reform and digital transformation; continuing to prioritize growth promotion, focusing on renewing traditional growth drivers and promoting new growth drivers.
Requiring maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy, the Prime Minister pointed out that it is necessary to operate monetary policy proactively, flexibly, promptly, and effectively. Along with that, it is necessary to coordinate synchronously with a reasonable, focused, and key expansionary fiscal policy; promote credit growth, focusing on priority areas and growth drivers; and take advantage of public debt space to propose mobilizing resources for development investment.
The Prime Minister directed the timely implementation of the Decree on the establishment, management and use of the Investment Support Fund; focusing on immediately removing bottlenecks in the real estate market and corporate bonds; promptly upgrading the stock market in 2025. Along with that, there is a mechanism to effectively exploit indirect investment capital flows and international investment funds; ensure sufficient electricity and gasoline in all situations; strongly promote production and business activities and large industrial and commercial projects of economic sectors; promote renewable energy, nuclear power, offshore wind power projects; amend and effectively implement the Power Plan VIII...
Ministries, branches and localities must promote the disbursement of public investment capital, striving for a disbursement rate of at least 95% in 2025; further promote the operational efficiency of the 7 Working Groups of the Prime Minister and 26 working groups of Government members working with localities and special Working Groups of localities to promptly direct, urge and remove difficulties and obstacles; ensure social security, progress and social justice; improve people's lives, "leaving no one behind", especially building social housing, eliminating temporary and dilapidated houses; maintaining a bright, green, clean and beautiful environment.
At the same time, it is necessary to strengthen natural disaster prevention and control, and climate change response, especially at the grassroots level; continue to maintain and consolidate national defense and security; maintain social order and safety; further promote the prevention and control of corruption, negativity, and waste; strengthen foreign affairs and international integration; information and communication, focusing on policy communication, especially macro information, replicating good models, good practices, typical and advanced examples, contributing to creating social consensus in implementing the set goals and tasks.
Prime Minister Pham Minh Chinh requested the Secretaries and Chairmen of the People's Committees of provinces and cities to further promote the spirit of solidarity, joint efforts and consensus of the entire political system, people and business community; focus on directing the development and strict implementation of specific programs and action plans to implement the Resolutions and conclusions of the Central Committee, the Politburo, the National Assembly, the Government, and the direction of the Prime Minister; regularly and directly inspect, urge, evaluate the implementation situation and handle arising issues. Note the determination to complete the goal of eliminating temporary and dilapidated houses in 2025.
Directing ministries and branches to coordinate and resolve recommendations and proposals to promote rapid and sustainable growth, the Prime Minister emphasized that the task is very heavy but also very glorious, and decisive to the country's development in the new period.
The Prime Minister requested ministries, branches and localities to make efforts to complete their assigned tasks and solutions, contributing to "creating momentum" for the country to enter a new era - an era of national development, prosperity and wealth./.
