Prime Minister: Concentrate on building 500 kV line 3 to increase electricity for the North

Investors and localities are required to mobilize all resources from people and businesses to speed up the progress of the 500 kV line 3 extension project.

This request was made by Prime Minister Pham Minh Chinh on the afternoon of January 27, when inspecting the actual construction work of the 500 kV line project, circuit 3, Quang Trach - Pho Noi section, in 5 localities where the project passes through.

The 500kV line 3 extension project consists of 4 component projects, with a length of 514 km connecting Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with a total investment of about 23,000 billion VND. These projects all started construction in October 2023 and January 2024. The Prime Minister requested that this project be completed by June 2024 to increase supply and reduce power shortages in the North.

Inspecting the construction at location 201 (Chau Son commune, Quynh Phu district, Thai Binh) of the 500 kV Nam Dinh 1 - Pho Noi component project, Prime Minister Pham Minh Chinh requested the local authorities to provide maximum support in handling procedures and site clearance to quickly hand over clean site to the investor.

He also requested localities and the investor, the National Power Transmission Corporation (EVNNPT), to mobilize resources from businesses and people to speed up the project's progress and ensure the quality of this urgent power project.

According to the report of the National Power Transmission Corporation (EVNNPT) - the project investor - currently 4 component projects have completed the preparation stage and have been approved by the Prime Minister for investment policy. The conversion of forest use purposes of the projects and environmental impact assessment reports have also been appraised and approved by specialized ministries.

Chairman of the Board of Directors of Vietnam Electricity Group (EVN) Dang Hoang An said this is an important and urgent energy project, passing through many localities and must be implemented in a short time, about a year.

Currently, 226 construction packages, supplying steel poles, conductors, and equipment have been bid by investors and contracts have been signed with contractors. Some component projects are being carried out in parallel with site clearance and construction. For example, the 500kV Nam Dinh I – Thanh Hoa transmission line project has completed 22% of the foundation casting and is simultaneously constructing at 15 other pier foundation locations.

"The investor will closely follow the instructions, focus all resources, work with other parties to implement work items in parallel and strive to put the project into operation in June," said Mr. An.

Mr. Bui Quang Canh, Director of Power Construction Company 4 - the project's construction unit - also requested that localities support and facilitate site clearance for foundation locations and route corridors. Because, when implementing pole erection and wire pulling, site clearance speed is the most important, according to Mr. Canh.

With this project, Mr. Canh said, the construction units carried out the project in accordance with the spirit of "working through the night, holidays and Tet", ensuring the project's progress and quality.

However, there is still a lot of work left, so EVNNPT proposed that the Prime Minister allow the Provincial People's Committees to approve the policy of changing the purpose of using the forest area within the scope of the column foundation. At the same time, the investor also proposed that the Government assign the Provincial People's Committees to decide on the policy of impacting the forest to build roads and temporary works serving the construction without waiting for amendments and supplements to Decree 156.

For localities, EVNNPT recommends that Nghe An and Ha Tinh provinces approve the policy of converting forest use purposes under the province's authority in January 2024, and hand over the foundation sites and route corridors in February and March.
