
This is one of the contents in Decision No. 227/QD-TTg dated March 12, 2024 adjusting a number of land use indicators until 2025 allocated by the Prime Minister in Decision No. 326/QD-TTg signed and issued by Deputy Prime Minister Tran Hong Ha.
Specifically, according to Decision No. 227/QD-TTg, the Prime Minister agreed to adjust 6 land use targets compared to the previously allocated targets in Decision No. 326/QD-TTg of the Prime Minister on allocating targets for the National Land Use Planning for the period 2021 - 2030, with a vision to 2050, and the 5-year National Land Use Plan (2021-2025) issued on March 9, 2022.
Of which, there are 3 indicators of reduced allocated area. Specifically, the agricultural land allocation indicator in Nghe An decreased by 161 hectares, from 1,475,422 hectares to 1,475,261 hectares; the rice land indicator decreased by 12 hectares, from 100,484 hectares to 100,472 hectares, of which, land specialized for rice cultivation decreased by 10 hectares, from 90,190 hectares to 90,180 hectares. Non-agricultural land was also adjusted to decrease by 19 hectares from 155,375 hectares to 155,536 hectares.
Three land use targets by 2025 are allocated to increase. Security land increases by 233 hectares, from 1,419 hectares to 1,652 hectares; land for national infrastructure development increases by 60 hectares, from 73,297 hectares to 73,357 hectares, of which land for energy projects increases by 60 hectares, from 11,530 hectares to 11,590 hectares.
In particular, the land use index adjusted to increase the most is economic zone land, increasing by 58,955 hectares, from 20,776 hectares to 79,731 hectares.
National land use planning is a national-level planning of great importance. It is a tool to specify the national master plan on land allocation and zoning for sectors, fields and localities based on land potential.
Therefore, the Prime Minister's agreement to increase the land quota for economic zones will create conditions for Nghe An to create a land fund for investment and development in the future. In particular, in the current context, the expansion of the boundary and area of the Southeast Economic Zone is identified by the province as an urgent task when the existing planning area is only 20,776.47 hectares, becoming "too tight a shirt" compared to the actual situation and the orientation and development strategy of the province in the new period.
Therefore, recently, the Standing Committee of Nghe An Provincial Party Committee approved the Project, accordingly expanding the boundary and area of the Southeast Economic Zone from 20,776.47 hectares to 104,269.94 hectares; of which, there are 93,319.94 hectares of land and 10,950 hectares of sea surface, including 57 communes, towns, and wards in 10 districts, cities, and towns. According to the Project, the Southeast Economic Zone was also renamed Nghe An Economic Zone.
This expansion will ensure the creation of land for future investment and development for Nghe An, building Nghe An Economic Zone into one of the two main growth drivers of the province; a dynamic development area, a development focus of the North Central key economic region, creating a strong driving force to promote the rapid socio-economic development of Nghe An province and neighboring provinces, narrowing the development gap with key economic regions nationwide.
Previously, on October 13, 2023, the Government issued Official Dispatch 965/CD-TTg on removing difficulties in implementing land management, use, land allocation, and land valuation, in which, it required that before October 31, 2023, submit to the Prime Minister the study to adjust the National Land Use Planning indicators for the period 2021 - 2030, with a vision to 2050 and the 5-year national land use plan (2021 - 2025) allocated to localities in Decision No. 326/QD-TTg dated March 9, 2022 to meet the land use needs of localities to implement projects and works for socio-economic development, unlock resources, and restore the economy in the coming time.
