According to the Government Office, on May 31, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 492/CD-TTg directing localities to proactively implement urgent measures to reduce congestion of agricultural products exported to the Chinese market through the northern border provinces.
The Prime Minister requested localities, ministries and branches to focus on solutions to reduce congestion of agricultural exports at the northern border.
The dispatch stated that, through monitoring and grasping the situation and feedback from competent authorities, in recent days, the number of vehicles carrying agricultural products for export has increased dramatically at border gates in Lang Son province, while the time for customs clearance procedures is prolonged and the limited customs clearance capacity can easily cause congestion at the border gates.
Currently, some fruits such as durian, jackfruit, lychee, dragon fruit, etc. are in harvest season. It is forecasted that road vehicles carrying fruits and agricultural products for export from localities will continue to accumulate at border gates in Lang Son and the northern border provinces, increasing the risk of congestion of agricultural products for export, increasing costs, causing damage to people and businesses.
Accordingly, the Prime Minister requested ministries, branches and local authorities of northern border provinces to direct the implementation of urgent solutions to reduce congestion and promote the export of agricultural products in season.
Specifically, the head of the Government requested the Chairmen of the People's Committees of the provinces: Lang Son, Quang Ninh, Lao Cai, Cao Bang, Ha Giang, Lai Chau, Dien Bien; the Ministers of the Ministries: Industry and Trade, Finance, National Defense, Foreign Affairs, Agriculture and Rural Development, according to their assigned functions and tasks, to direct competent agencies to urgently review regulations on the export and import of agricultural products between Vietnam and China.
Ministries, sectors and border provinces proactively organize corresponding diplomatic activities, closely coordinate with competent authorities of neighboring countries to facilitate and simplify procedures, further increase customs clearance time and efficiency, and prevent the recurrence of agricultural products being congested at border gates in hot and easily damaged conditions.
In particular, the Prime Minister requested the northern border provinces to proactively monitor, evaluate and forecast the circulation and concentration of agricultural products in the area to have measures to regulate and manage vehicles bringing goods to border gates; handle points of congestion of exported agricultural products, support and promptly resolve procedures to speed up customs clearance of goods...
Regarding long-term solutions, the Prime Minister directed ministries and relevant agencies to implement measures to promote official agricultural exports, diversify methods of transporting agricultural exports via road, sea, rail, air, etc.
