Concluding the regular Government meeting in February 2025, Prime Minister Pham Minh Chinh pointed out 6 groups of key and urgent tasks in the coming time, including the rearrangement of administrative boundaries at provincial and communal levels, monetary and fiscal policies to promote growth, avoid shortages of electricity and energy, trade relations with the United States...
On the morning of March 5, Prime Minister Pham Minh Chinh chaired the regular Government meeting for February 2025.
Attending the meeting were Permanent Deputy Prime Minister Nguyen Hoa Binh; Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son, Nguyen Chi Dung, Mai Van Chinh; Vice President Vo Thi Anh Xuan; Ministers, Heads of ministerial-level agencies, Government agencies; Assistant to the General Secretary, representatives of leaders of a number of Central Party Committees, Commissions, agencies and the National Assembly; leaders of a number of economic groups.
The meeting was held directly at the Government headquarters, online with 13 provinces and cities in the Mekong Delta region.
The meeting focused on assessing the socio-economic situation in February and the first two months; national target programs; the disbursement of public investment capital; the implementation of Resolution 25 of the Government on growth targets for sectors, fields and localities to ensure the national growth target of 8% or more in 2025; and key directions for the coming time.
Resolutely promote growth of 8% or more
Reports and opinions at the meeting unanimously assessed that in February 2025, the Government continued to direct the drastic implementation of resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, key leaders, the National Assembly, the Government, and the Prime Minister's direction, requiring ministries, agencies, and localities to immediately focus on handling work after the Lunar New Year holiday.
Urgently implement and complete the streamlining and reorganization of the apparatus, ensuring smooth operation of the Government. Organize the first Conference of the Government Party Committee for the 2020-2025 term; submit to the National Assembly for approval relevant laws and resolutions on the Government's organizational structure at the 9th extraordinary session; issue 20 decrees stipulating the functions, tasks, powers and organizational structure of ministries and agencies.
Resolutely and synchronously implement solutions to promote growth with a target of 8% or more associated with macroeconomic stability, inflation control, and ensuring major balances of the economy.
Issue and organize the Conference to implement Resolution No. 25 on growth targets for sectors, fields and localities. Submit to the National Assembly for approval the Resolution on adjusting growth targets. Organize 10 important conferences and seminars with domestic and foreign enterprises; on the construction of nuclear power plants, implementation of Project 06, construction of an international financial center... Actively and flexibly operate fiscal and monetary policies, contributing to supporting people and businesses. Issue Directive No. 05 on tasks and breakthrough solutions to promote growth, accelerate disbursement of public investment capital...
Continue to focus on building and perfecting institutions, reforming administrative procedures, and improving the investment and business environment. At the 9th extraordinary session, the National Assembly issued Resolutions on: Piloting a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation, and national digital transformation; urban railways in Hanoi and Ho Chi Minh City; Lao Cai - Hanoi - Hai Phong railway; and amending and supplementing the Law on promulgation of legal documents.
In February, 38 decrees, 18 resolutions, 23 telegrams, 2 directives were issued; 1 specialized meeting on law-making was held. In 2 months, 42 decrees, 49 resolutions, 456 decisions and 5 directives were issued.
Issued a Decision assigning tasks to 24 working delegations of Government members to work with localities; established 7 inspection delegations to review and remove difficulties and obstacles related to key traffic projects.
Organize major holidays well (including the 95th anniversary of the founding of the Communist Party of Vietnam and the 70th anniversary of Vietnamese Doctors' Day).
Government leaders inspected, urged, and resolved difficulties in key infrastructure projects (Long Thanh airport, Ho Chi Minh City Ring Road 3, Tan Son Nhat Terminal T3, Dong Dang - Tra Linh expressway, Dung Quat - Sa Huynh coastal road, Quang Ngai - Hoai Nhon expressway; worked with and resolved recommendations from Quang Nam, Quang Ngai, Da Nang, etc.); promoted the implementation of two international and regional financial centers in Ho Chi Minh City and Da Nang.
Nearly 115,500 temporary and dilapidated houses have been eliminated.
Regarding the results achieved, the reports and opinions at the meeting unanimously assessed that, in general, the socio-economic situation in February and the first two months was better than the same period last year, with 8 outstanding results.
Firstly, the macro economy continues to be stable, growth is promoted, inflation is controlled, and major balances are ensured.
Average CPI in 2 months increased by 3.27%; core inflation increased by 2.97%. The monetary market and exchange rate were basically stable; average lending interest rates decreased by 0.72%/year compared to the end of 2024, contributing to promoting growth. State budget revenue in 2 months reached nearly 500 trillion VND, equal to 25.4% of the estimate, up 25.7% over the same period. Export turnover in 2 months increased by 7.8% over the same period, imports increased by 15.2%; continued trade surplus. Energy and food security, labor supply and demand balance are ensured.
Second, the main industries and sectors continued to develop well with a positive trend. The industrial production index (IIP) in February increased by 16.7% over the same period, and the two-month average increased by 7% (same period increased by 6.5%); of which the processing and manufacturing industry increased by 9.3%. Agricultural, forestry and fishery production developed steadily. Trade and services were quite vibrant; total retail sales of goods and consumer service revenue in February increased by 9.4% (same period increased by 8.4%); international tourists increased sharply, reaching nearly 4 million arrivals, up 30.2% over the same period.
Third , development investment achieved positive results. Registered FDI capital reached 6.9 billion USD, up 35.5%; realized FDI capital was nearly 3 billion USD, up 5.4%. Disbursement of public investment capital reached 60.4 trillion VND, equivalent to the same period in 2024 and reaching 7.32% of the assigned plan.
Fourth, business development continues to be positive. Total registered capital added to the economy in the first two months of the year reached over VND709 trillion, up 66.1%; of which the registered capital of operating businesses increased by 131%. This shows businesses' expectations about the development prospects of the economy.
Fifth , the cultural and social sectors are focused on. People's lives continue to improve. The rate of households assessing income in the month remains unchanged and increases to 97.0% (up 1% compared to January and up 2.8% compared to the same period). Rice support during Tet and the lean season is provided, so that no one goes hungry. Many localities actively implement the elimination of temporary and dilapidated houses (by the end of February, nearly 115,500 houses have been eliminated).
Sixth , socio-political stability; national defense and security are maintained; social order and safety are ensured; corruption and negativity prevention and control are strengthened. Traffic accidents decreased in all three criteria; in the first two months of the year, the number of traffic accidents decreased by 31.2%; the number of deaths decreased by 10.5%; the number of injured people decreased by 41.0% compared to the same period.
Seventh , foreign affairs and international integration activities were promoted, the ASEAN Forum 2025 and many high-level foreign affairs activities were successfully organized, contributing to enhancing the position and prestige of Vietnam. The meeting between the three heads of the three parties and the three Prime Ministers of Vietnam, Cambodia and Laos in Ho Chi Minh City was well organized.
Eighth , many international organizations continue to positively assess and optimistically forecast Vietnam's economic situation in 2025, in particular, S&P Global Rating predicts that Vietnam will continue to be one of the fastest growing economies in Asia.
Strive for industrial and construction growth of about 9.5% or more
Concluding the meeting, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions on the direction and administration work and outstanding socio-economic results in February and the first two months of the year.
In addition to the very basic achievements, Prime Minister Pham Minh Chinh pointed out the shortcomings, limitations, difficulties and challenges. The world situation is complicated and unpredictable. There are still shortcomings and problems in institutions and laws. Resource mobilization is still difficult; although there have been positive signs, the real estate and corporate bond markets still have problems.
The business sector, especially small and medium enterprises, still has difficulty accessing credit capital. Domestic demand and purchasing power in some sectors and localities have recovered slowly; measures to stimulate consumption have not really been effective. Disbursement of public investment capital is generally slow, not meeting requirements; 77.6 trillion VND of planned capital has not been allocated in detail.
Human resources, especially high-quality human resources, human resources serving emerging industries and new growth drivers are still limited. The development of science and technology, innovation and digital transformation has only achieved initial results and has not yet created clear changes.
The lives of a segment of the population are still difficult. The risk of drought and saltwater intrusion in the dry season of 2025 may occur at a higher level than the average of many years.
The Prime Minister noted that striving to achieve a GDP growth rate of 8% or more is still a big challenge; according to the scenario, we must strive to grow the industrial and construction sector by about 9.5% or more; the service sector by 8.1% or more; the agricultural sector by 3.9% or more; total retail sales of goods and consumer service revenue by 12% or more; total import-export turnover by 12% or more; trade surplus by about 30 billion USD...
Regarding the causes of existence and limitations, in addition to objective causes such as the continuing difficulties in the world situation, subjective causes are institutional problems, policy responses are sometimes and in some places not timely; the self-reliance of some agencies and units is not uniform, in some places not active; the capacity and responsibility of a number of cadres and civil servants do not meet requirements, discipline and administrative discipline are not strictly implemented in implementing the instructions of superiors, there is still a mentality of avoidance, fear of responsibility, fear of mistakes, decentralization and delegation of power in some areas are still entangled and overlapping, such as licensing of mineral exploitation.
The Prime Minister emphasized a number of lessons learned : Grasp the practical situation, respond proactively, promptly, flexibly and effectively to policies; strengthen solidarity and unity, do what you say, tighten discipline and administrative discipline, "The Party directs, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss action, not retreat"; ideology must be clear, determination must be high, efforts must be great, actions must be drastic, work, allocate resources with focus, do each job properly, do each job properly, do not push or avoid responsibility, assignment of tasks must ensure "5 clarity: clear people, clear work, clear responsibility, clear time, clear results".
Regarding the viewpoint of direction and management in the coming time , the Prime Minister requested to promote proactiveness, positivity, flexibility, based on functions, tasks, and powers, closely follow and strictly comply with the direction of leaders at all levels, closely follow the situation to propose tasks, solutions, respond flexibly, effectively, and appropriately to the new situation, review and tighten administrative discipline, enhance self-awareness and efficiency in management, meet the requirements of rapid growth but must be sustainable, not sacrifice progress, fairness, social security and the environment to pursue pure economic growth.
Reduce provincial and commune level focal points
Specifying 6 major groups of key and urgent tasks , the Prime Minister requested to first focus on completing the project to rearrange the boundaries of administrative units according to the direction of the Politburo to submit to competent authorities, in the direction of merging a number of provinces to expand the provincial boundaries in accordance with criteria, conditions, circumstances, historical and cultural traditions; not organizing at the district level; reducing focal points to expand the scale of the commune level; at the same time proposing to amend, supplement and perfect related legal documents. At the same time, ministries, branches and agencies under the Government must complete the internal organization this week.
Second, all levels, sectors and localities implement Plan 03 of the Government to deploy Resolution 57 of the Politburo, especially promoting the initiative of leaders.
Third is to implement monetary and fiscal policies to serve growth of 8% or more; to operate monetary policies proactively, flexibly, promptly, effectively, and in a smooth, harmonious, and synchronous manner with a reasonable, focused, and key expansionary fiscal policy.
The State Bank of Vietnam will study and adjust the operating interest rate by using tools such as rediscount rate, refinancing rate, open market; overnight lending rate, lending rate for priority sectors as directed by the Government, and bank bill interest rate.
Regarding fiscal policy, the Ministry of Finance promotes public investment more strongly, faster, and more drastically; reviews and completes the plan to issue government bonds to supplement resources for large and key projects; increases revenue and saves expenditure; exempts, reduces, and extends taxes, fees, charges, and land rents.
Fourth, absolutely do not let there be a shortage of electricity and energy for production, business and consumption; do not let there be congestion related to oil, gas and coal exploitation; if there is a lack of policy mechanisms, it must be reported.
Fifth, relevant ministries and sectors urgently prepare for the Government meeting on policies to deal with emerging issues in the world related to Vietnam, including resolving difficulties of US projects and businesses and promoting trade balance between the two countries, reviewing tax policies, etc.
Sixth, in March, ministries and branches must issue outstanding documents (decrees, detailed regulations, instructions for implementing laws and resolutions passed by the National Assembly).
Regarding the 8 groups of tasks, main solutions and some specific tasks , the Prime Minister requested synchronous, drastic and effective implementation of the conclusions and resolutions of the Central Committee, Politburo, National Assembly and Government.
Second, continuing to perfect institutions is the "breakthrough of breakthroughs", promoting administrative reform and digital transformation; resolutely, seriously and effectively implementing the arrangement and streamlining of the apparatus. Ministries, agencies and localities review and propose competent authorities to consider expanding the application of a number of pilot and specific mechanisms and policies that have been approved by the National Assembly in localities and have proven effective.
Relevant ministries and agencies accelerate the completion of institutions for new growth drivers related to innovation, science and technology, and emerging industries. The Ministry of Finance urgently completes and submits for promulgation regulations on the management of digital assets and digital currencies, learns from experience while doing, and gradually expands, without being perfectionist or hasty. The Ministry of Public Security takes the lead in strengthening the implementation of Project 06 in accordance with the new organization; accelerates the sharing of data, especially land and minerals.
Third, prioritize promoting growth; renewing traditional growth drivers (investment, export, consumption), promoting new growth drivers, science and technology, innovation, digital transformation; any problems must be handled immediately, if beyond authority, report and propose to competent authorities.
Ministries, agencies and localities urgently complete the allocation of the entire state budget investment plan for 2025, to be completed before March 15, 2025. In case of failure to allocate on time, the Government will recover the unallocated central budget capital to allocate to other projects in need of capital to accelerate progress and review responsibilities. Commend the Ministry of Transport for immediately handling relevant officials who are slow to implement component project 4 at Long Thanh airport; request other agencies to continue working.
The Minister of Industry and Trade, the Minister of Finance, and other agencies continue to contact and discuss policies with US partners. The Ministry of Industry and Trade promotes the campaign "Vietnamese people prioritize using Vietnamese goods" with a new approach. The Ministry of Foreign Affairs, the Ministry of Public Security, and the Ministry of Culture, Sports and Tourism study appropriate visa policies, especially with traditional friendly countries, diversifying visa exemptions with some countries and subjects such as billionaires in the world.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to immediately go to the Mekong Delta to chair a meeting with the Mekong Delta provinces on the situation of rice production, consumption, and export, ensuring raw materials, promoting highway projects, and responding to drought and salinity in this region.
Regarding promoting new growth drivers, the Ministry of Science and Technology will focus on directing and urging the effective implementation of Resolution 03 of the Government to implement Resolution 57 of the Politburo; submit for promulgation a Decree guiding Resolution 193 of the National Assembly on creating breakthroughs in science, technology development, innovation, and national digital transformation. The Ministries of Justice, Finance, Industry and Trade, Construction, Agriculture and Environment, Science and Technology, Education and Training, ministries, branches, and localities, according to their functions, tasks, and authority, will focus on reviewing and perfecting mechanisms, policies, and solutions.
Along with that, the Prime Minister requested to maintain macroeconomic stability, control inflation, and ensure major balances of the economy. Continue to effectively handle outstanding and long-standing issues. Focus on the fields of culture, society, environmental protection, natural disaster prevention and control, and climate change response.
In particular, the Ministry of Construction is in charge of promoting the program of building 1 million social housing apartments, focusing on some subjects such as young people under 35 years old, implementing the program of eliminating temporary houses and dilapidated houses. The Ministry of Education and Training and the Ministry of Health are developing projects related to comprehensive innovation of education and training, human resource development, improving the physical fitness of Vietnamese people, building boarding schools for high school students in remote, border, island and ethnic minority areas, taking care of people's health, preventive medicine and primary health care.
At the same time, strengthen national defense and security; maintain social order and safety; further promote the work of preventing and combating corruption, negativity and waste; enhance foreign affairs and international integration.
The Prime Minister directed to strengthen information and communication work, create social consensus, media agencies closely follow the Party's guidelines and policies, the State's policies and laws, the directions and operations of the Government and the Prime Minister, develop communication plans and programs, continue to innovate activities and attractive communication methods in the spirit of Party building as the key, socio-economic development as the central task, national defense and security as essential and regular, cultural development as the spiritual foundation of society, not sacrificing progress, fairness, social security and the environment to pursue economic growth alone.
