On November 6, the Prime Minister issued Directive No. 14/CT-TTg requesting to focus on drastic and synchronous implementation of solutions to prevent and control African Swine Fever.

According to a report by the Ministry of Agriculture and Rural Development, since the beginning of the year, 1,452 outbreaks of African Swine Fever have occurred nationwide in 1,103 communes of 48 provinces and centrally-run cities, with a total of 81,030 pigs forced to be destroyed, 2.6 times higher than the same period in 2023.
In addition, storms No. 3, 4 and 6 have caused severe damage to agricultural production in general and livestock production in particular. The African swine fever epidemic and storms have negatively affected the livestock industry, food supply, and consumer price index, especially at the end of the year and the Lunar New Year 2025.
In order to promptly and effectively prevent African Swine Fever, restore products, and ensure food supply, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, and Chairmen of People's Committees of provinces and centrally-run cities to focus on implementing drastic and synchronous solutions to prevent and control African Swine Fever.
The Chairmen of the People's Committees of provinces and centrally-run cities directly direct the drastic and synchronous implementation of measures to prevent and control African Swine Fever in accordance with the direction of the Secretariat in Directive No. 34-CT/TW dated May 20, 2019 on strengthening leadership and direction to effectively implement the work of preventing, combating and controlling African Swine Fever, the direction of the Government in Resolution No. 42/NQ-CP dated June 18, 2019 of the Government on implementing a number of urgent solutions in preventing and controlling African Swine Fever in accordance with the direction of the Central Party Secretariat in Directive No. 34-CT/TW dated May 20, 2019 and of the Prime Minister in Directive No. 29/CT-TTg dated December 6, 2023, No. 21/CT-TTg dated July 14, 2024 and Official Dispatches No. 1097/CD-TTg dated July 14, 2024. November 16, 2023, No. 58/CD-TTg dated June 16, 2024 and instructions of the Ministry of Agriculture and Rural Development.
Completely handle outbreaks, do not let new outbreaks arise
The Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities to directly direct and mobilize local resources to completely handle outbreaks, not allowing new outbreaks to arise; handle and destroy sick pigs, suspected sick pigs, dead pigs, proactively implement policies to support livestock farmers suffering losses due to epidemics in accordance with the law; promptly detect, prevent and strictly handle cases of buying, selling, transporting sick pigs, dumping dead pigs that spread epidemics and pollute the environment; guide livestock farmers to increase the application of hygiene and disinfection measures in barns and surrounding areas at high risk; promote biosafety livestock farming, build disease-free livestock facilities and areas.
At the same time, localities shall review and make specific and accurate statistics on the total pig herd and the number of pigs vaccinated against African Swine Fever; on that basis, adjust plans, prioritize funding for centralized vaccine purchases and organize synchronous vaccination at the same time according to the direction of the Prime Minister and the guidance of the Ministry of Agriculture and Rural Development.
Chairmen of People's Committees of provinces and cities direct the Department of Agriculture and Rural Development and People's Committees at all levels to strictly implement disease prevention and control, especially in areas where there is an epidemic or risk of an epidemic; build disease-free livestock farming chains and areas; strengthen information and widely disseminate information in various forms about the dangerous nature of African Swine Fever, the risk of disease recurrence and spread, disease prevention measures and the use of African Swine Fever vaccines for pork herds according to the instructions of the Ministry of Agriculture and Rural Development.
The Chairman of the People's Committee of provinces and centrally-run cities shall be responsible to the Prime Minister if an outbreak of African Swine Fever occurs in the area under their management.
Successfully building disease-free zones and facilities to serve exports
The Ministry of Agriculture and Rural Development shall preside over and coordinate with ministries, branches and localities to closely monitor the situation, proactively direct and deploy measures to ensure food supply before, during and after the Lunar New Year 2025; focus on directing, organizing, guiding, urging and inspecting the prevention and control of animal diseases, especially African Swine Fever; proactively and closely monitor the disease situation; early detect, warn and direct the thorough handling of outbreaks, preventing the disease from spreading widely; direct and guide localities and enterprises to focus on successfully building disease-safe areas and facilities to serve exports.
In addition, allocate funding and resources to effectively implement the National Plan for African Swine Fever Prevention and Control for the 2020-2025 period according to assigned tasks and authorities, and urge localities to promptly approve, allocate funding and organize the implementation of the contents of the National Plan for African Swine Fever Prevention and Control for the 2020-2025 period; proactively coordinate with international organizations and countries in sharing and supporting Vietnam in the work of preventing and controlling African Swine Fever.
The National Steering Committee against smuggling, trade fraud and counterfeit goods (National Steering Committee 389) and the Steering Committees 389 of provinces and centrally run cities, directed functional forces to increase patrols and controls to prevent, promptly detect and strictly handle subjects illegally transporting pigs and pig products from foreign countries into Vietnam.
The Ministry of Public Security directs functional units to investigate, monitor the situation, update the list of subjects showing signs of trading, transporting, and consuming smuggled pigs and pig products, suspected of smuggling, and illegal transportation; take measures to educate, mobilize, and deter to proactively prevent, while focusing on professional measures, coordinating with forces to organize the fight to arrest, and strictly handle according to the provisions of law.
The Ministry of Industry and Trade directs market management forces and relevant units to coordinate with veterinary forces, police, and traffic inspectors to strengthen control, detect, promptly prevent, and strictly handle cases of trading and transporting sick pigs and pig products of unknown origin and not yet quarantined in the market to prevent African swine fever and other animal diseases.
The Ministry of Information and Communications directs central and local press agencies to promptly provide information on the epidemic situation and step up propaganda on measures to prevent and control African Swine Fever so that people can proactively apply disease prevention measures according to the instructions of specialized agencies.
Relevant ministries and branches, according to their assigned functions and tasks, proactively direct specialized functional agencies to coordinate in implementing drastic measures to prevent and control African Swine Fever, while at the same time controlling animal diseases well, reducing livestock costs, and promoting the consumption of domestically produced animal products.
