According to information from the Department of Agriculture and Rural Development of Quang Tri province, up to now, the implementation of the emergency evacuation project in the landslide area of Huc Nghi commune, Dakrong district and the emergency evacuation project out of the flooded and landslide area of Cu Bac village, Vinh O commune, Vinh Linh district have had a low disbursement rate, slow progress, and undisbursed capital being recovered due to many reasons.

The emergency resettlement project in the landslide area of Huc Nghi commune, Dakrong district has a total investment of 16.5 billion VND with the goal of investing in a resettlement area with a synchronous social infrastructure network and technical infrastructure system in the direction of building a new rural area, suitable for natural conditions to relocate 48 households in flash floods and dangerous areas in Hamlet 37, Huc Nghi village, Huc Nghi commune to live stably. Up to now, the central budget has allocated 15 billion VND, by December 31, 2023, nearly 1.9 billion VND was disbursed, reaching 12.64% of the allocated capital plan.
For the emergency evacuation project out of the flooded and landslide areas of Cu Bac village, Vinh O commune, Vinh Linh district, it is expected that 50 households will be relocated and resettled. The central budget has allocated 20 billion VND out of the total capital of 22.5 billion VND to implement the project. By December 31, 2023, more than 5.5 billion VND had been disbursed, reaching a rate of 27.68%.
According to the representative of the Department of Agriculture and Rural Development, the common difficulty of the projects is that there are many items implemented on the same construction site but the disbursement progress is only allowed until December 31, 2023, so the pressure on progress is very large. The procedures for establishment, appraisal, and approval must go through many steps, take a lot of time, and there is no special priority for urgent projects.
The Department cited that the time for preparing, appraising and approving the investment policy is 37 days; preparing, appraising and approving the detailed planning at a scale of 1/500 of the project is 62 days; preparing, appraising and approving the feasibility study report is 47 days; preparing, appraising and approving the design of construction drawings and estimates is 28 days; preparing, appraising and approving the dossier for converting land use purposes is carried out in parallel with the process of selecting contractors, however, the implementation time is also prolonged because it has to be submitted to many levels and many sectors.
Thus, up to now, the progress of implementation of both projects has been slow, the rate of capital disbursement is low. Meanwhile, the central government has recovered the undisbursed capital. The Provincial People's Committee is directing relevant departments to consult on plans to continue implementing the above two unfinished projects, completing them soon to stabilize people's lives and ensure the lives and property of the people.
