According to the traffic flow and organization plan of the Hanoi Department of Transport, on Vinh Tuy 2 bridge, people and vehicles will travel one way from Hai Ba Trung to Long Bien.

Vinh Tuy 2 Bridge is divided into 4 lanes, of which 3 lanes are for motor vehicles with a maximum speed of 60 km/h and 1 lane for mixed motorbikes and non-motorized vehicles with a maximum operating speed of 40 km/h. Motor vehicles and mixed vehicles are separated by a hard median strip and a directional sign system.

With Vinh Tuy 1 Bridge (old Vinh Tuy Bridge), people and vehicles travel in one direction from Long Bien to Hai Ba Trung and are divided into 5 lanes. There are 4 lanes for motor vehicles with a maximum operating speed of 40 km/h, and one mixed lane with a maximum operating speed of 30 km/h. The motor vehicle lane is divided from the mixed vehicle lane by painted lines and a system of lane-separation signs and warning signs.

The above traffic organization plan will be implemented from August 30, right after the opening ceremony of Vinh Tuy 2 bridge.

Vinh Tuy 2 Bridge started construction in January 2021 with the goal of completion after 3 years (parallel to Vinh Tuy 1 Bridge completed in 2010). The starting point of the bridge intersects Tran Quang Khai - Nguyen Khoi - Minh Khai streets (Hai Ba Trung district), the ending point intersects Long Bien - Thach Ban streets (Long Bien district). The bridge is more than 19 m wide, with a scale of 4 lanes.

After completing phase two, Vinh Tuy bridge has the largest cross-sectional width among bridges in Hanoi with 8 car lanes.

The completion and operation of Vinh Tuy 2 Bridge will reduce the load on Vinh Tuy 1 Bridge, which is often congested, increase traffic between the two banks of the Red River, and meet the increasing transportation demand between the center of the capital and the northern and northeastern areas of the city.

According to the transportation planning to 2030, with a vision to 2050, the capital will have 10 more bridges across the Red River, including: Hong Ha, Me So (Ring Road 4), New Thang Long (Ring Road 3), Tu Lien, Vinh Tuy (phase 2), Thuong Cat, Ngoc Hoi (Ring Road 3.5), Tran Hung Dao bridge/tunnel, Phu Xuyen bridge, Van Phuc (North-South axis road connecting to Vinh Phuc province).
