Piloting thematic activities of "Party cell 35" in the entire Provincial Party Committee

Applying and concretizing the guiding viewpoints on strengthening and consolidating, building grassroots party organizations and improving the quality of party members in the new period, in order to further strengthen the management of cadres and party members in establishing and using personal websites on the Internet and social networks, on August 1, 2024, the Provincial Party Committee's Propaganda Department - Standing Agency of the Provincial Steering Committee 35 issued Guidelines on piloting thematic activities to protect the Party's ideological foundation, combat and refute bad, toxic information, wrong and hostile viewpoints (referred to as thematic activities of "Party cell 35").

Political and ideological activities of the Party cell are an important and regular task, helping Party members have correct awareness, understanding and feelings towards specific issues, especially issues with different opinions. In recent times, the Provincial Party Committee has paid attention to leading and directing the issuance of many guiding documents and instructions to continue to innovate and improve the quality of Party cell activities, political and ideological activities in the entire Provincial Party Committee, strengthen the work of Party building and rectification, build the government and political system to be increasingly clean and strong; thereby, actively contributing to the prevention and combat of signs of ideological, political, moral and lifestyle degradation, "self-evolution" and "self-transformation" within the Party.

Instruction No. 101-HD/BTGTU on piloting thematic activities of "Party Cell 35" of the Provincial Party Committee's Propaganda Department was issued on the occasion of the 94th anniversary of the Party's Propaganda sector's tradition day (August 1, 1930 - August 1, 2024). This is the concretization of Resolution 35-NQ/TW, dated October 22, 2018 of the Politburo, Resolution No. 21-NQ/TW, dated June 16, 2022 of the 13th Party Central Committee, Regulation No. 85-QD/TW, dated October 7, 2022 of the Secretariat and Instruction No. 99-HD/BTGTW, dated March 20, 2023 of the Central Propaganda Department on cadres and party members establishing and using personal websites on the Internet and social networks, Instruction No. 12-HD/BTCTW, dated July 6, 2018 of the Central Organizing Committee on party cell activities, ... and the guiding views of the Provincial Party Committee on the work of building grassroots party organizations, improving the quality of party members and strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation.

The pilot model of the "Party cell 35" thematic activity aims to enhance the responsibility of Party committees and organizations, the pioneering and exemplary role of cadres and Party members in protecting the Party's ideological foundation, fighting against bad and toxic information, wrong and hostile viewpoints. Through the pilot of the "Party cell 35" thematic activity, it contributes to innovating and improving the quality of Party cell activities, political and ideological activities, creating unity in the awareness and actions of Party committees and organizations at all levels, cadres and Party members in strictly implementing revolutionary ethical standards in the new period according to Regulation 144-QD/TW dated May 9, 2024 of the Politburo, in sync with the implementation of regulations on what Party members are not allowed to do, on the exemplary responsibility of leaders; along with that, continuing to firmly consolidate the trust, solidarity and unity within the Party, consensus in society, the trust of cadres, Party members and people in the Party. Thematic activities of “Party cell 35” contribute to regularly fostering knowledge, equipping skills in identification, response, training courage, and political sensitivity; enhancing the “resistance” and “immunity” of cadres and party members against plots, tricks and sabotage activities of hostile and reactionary forces in the new situation; contributing to preventing and repelling the degradation of political ideology, lifestyle ethics, and manifestations of “self-evolution” and “self-transformation” within the Party.

In this Guide, the Provincial Party Committee's Propaganda Department requires the Party Committees and Steering Committees 35 of the provincial Party Committees selected for the pilot implementation to take the results of the "Party Cell 35" thematic activities as an important criterion to evaluate and classify the quality of Party organizations and Party members annually, in conjunction with the model of "Four-Good Party Cells" and "Four-Good Grassroots Party Committees". The Standing Committee of the superior Party Committee is responsible for directly attending or assigning Party Committee members to attend and monitor the "Party Cell 35" thematic activities at the Party Committees. The Propaganda Department and the Propaganda Training Department of the provincial Party Committees shall strengthen propaganda work, manage cadres and Party members participating in the Internet and social networks; seriously participate in the "Party Cell 35" thematic activities and regularly advise the Party Committees to direct the implementation of political and ideological activities well.

The content of the thematic meeting of "Party cell 35" closely follows the requirements of the thematic meeting steps according to Instruction No. 12-HD/BTCTW, dated July 6, 2018 of the Central Organizing Committee on a number of issues on improving the quality of Party cell meetings , focusing on two groups of contents: protecting the Party's ideological foundation and fighting against bad, toxic information, wrong and hostile viewpoints, with special attention paid to combining "building and fighting", in which "building" is the main thing, "fighting" is important and urgent.

To concretize the contents of the "Party Cell 35" thematic activities, after each "Party Cell 35" thematic activity , the Party Cell edits and builds 1-3 products in the following forms: digital presentations, articles, posts on social networks, digital short films (video clips or animated videos), digital audio-visual files (podcasts), photo series with captions... to post, share on mass media, social networks, propaganda publications or submit articles to participate in the annual Political Contest to protect the Party's ideological foundation...

The pilot model of the "Party cell 35" thematic activity will begin to be implemented from the third quarter of 2024 in specialized agencies advising and assisting the Provincial Party Committee; grassroots Party cells, Party cells directly under grassroots Party Committees, Party cells directly under Party Committees of districts and provincial Party Committees (not piloting the "Party cell 35" thematic activity at the commune level) with 35 Party cells; strive to pilot the model in the entire Party Committee by the end of 2026, with 105 Party cells, conduct a preliminary assessment of 3 years of pilot implementation and expand the pilot model of the "Party cell 35" thematic activity (in places with suitable conditions); in 2027, organize the "Creative Party cell 35" contest; in 2028, summarize 5 years of piloting the "Party cell 35" thematic activity model and continue to expand the pilot model in the new situation.
