This morning, September 27, in Tam Ky City, the high-level delegations of Quang Nam Province (Vietnam) and Sekong Province (Laos) held a 2024 summit to evaluate the implementation results of the content of the Cooperation Memorandum after the 2022 Conference.
Leaders of Quang Nam province attending the conference included comrades Luong Nguyen Minh Triet - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Duc Dung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Van Dung - Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation; Le Tri Thanh - Chairman of the Provincial Vietnam Fatherland Front Committee; and comrades in the Provincial Party Committee Standing Committee, Standing Committee of the Provincial People's Council, People's Committee, and Provincial Vietnam Fatherland Front Committee; representatives of the provincial departments and branches.
The Sekong provincial delegation included comrades Lech-lay Si-vi-lay - Member of the Central Committee of the Lao People's Revolutionary Party, Secretary, Governor of Sekong province; Bun-hien Bun-chit - Chairman of the Lao Front Committee for National Construction of the province; Kham-son Kon-nho - Deputy Governor, Head of the Provincial Border Work Steering Committee; Su-phanh Ha-dao-huong - Consul General of Laos in Da Nang.
Speaking at the conference, Chairman of the Quang Nam Provincial People's Committee - Le Van Dung emphasized: The Quang Nam - Sekong Summit is an important activity to promote and deepen the cooperative relationship between the two provinces in the coming time; especially preparing for Party congresses at all levels towards the National Congress of the Lao People's Revolutionary Party and the Communist Party of Vietnam to be held in 2025.
The visit and work of the Secretary - Governor and the high-ranking delegation of Sekong province demonstrated that the traditional relationship of special friendship and close ties between the two twinned provinces of Quang Nam - Sekong continues to develop continuously and become increasingly close and deep.
Providing preliminary information on the socio-economic situation of Quang Nam province from the beginning of 2024 to present, comrade Le Van Dung said that through assessment, there are many positive signs of recovery compared to the same period in 2023. Service industries have increased quite well, international visitors have increased, import and export activities have made efforts to recover, and agricultural production has ensured progress.
According to comrade Le Van Dung, since the 2022 Summit, cooperation and exchange activities between Quang Nam and Sekong provinces have continued to develop strongly in all fields, achieving many important results, contributing to socio-economic development, ensuring national defense and security of the two provinces, opening up many new opportunities in cooperative relations.
"The two sides have actively cooperated and closely coordinated in implementing the proposed contents, such as the high-ranking leaders of the two provinces maintaining visits and working to promote and further strengthen the cooperative relationship. Strictly coordinate to implement regulations on border management and protection between the two provinces, promptly resolve issues arising in the border area" - Chairman of the Provincial People's Committee Le Van Dung emphasized.
In addition, the two sides seriously implemented and promoted cooperation in the fields of defense - security, economy, trade, education - training, health... creating favorable conditions for the development process of the two localities.
Exchange and cooperation activities between sectors and localities of the two provinces continue to develop strongly, contributing to fostering the friendship, special solidarity and comprehensive cooperation between the two Parties, two States and peoples of Vietnam and Laos in general, and between the two twin provinces of Quang Nam and Sekong in particular.
In addition to the achieved results, there are still some cooperation contents between the two provinces that have not been implemented as planned or have not been implemented. Specifically, economic, trade and investment cooperation has many positive changes, achieving some important results but still not commensurate with the potential, strengths and special relationship of the two provinces; Quang Nam enterprises investing in Sekong province are still few and not really effective.
The construction of the National Gate at Dak Ta Ooc Border Gate (Se Kong) has not yet started due to the lack of ODA capital allocation for the project; while the design of the National Gate must be adjusted to suit the changing situation at Dak Ta Ooc Border Gate.
The groundbreaking ceremony for the Sekong Provincial Disease Control Center project supported by Quang Nam province was held by the two provinces on August 30, 2022. Quang Nam province is ready to allocate capital to implement the project, but due to the provisions of the Budget Law, Investment Law and some provisions of Vietnamese law, it has not been possible to implement it yet.
The transport infrastructure connecting the two provinces through the Nam Giang - Dac Ta Ooc international border gate pair still has many limitations; National Highway 14D from Nam Giang border gate to Ho Chi Minh road, Ben Giang section, is seriously degraded, affecting trade and transportation of goods between the two sides, affecting investment and tourism attraction from businesses to Sekong province and the Southern Laos region.
In addition, the coordination of management of foreigners and foreign investment projects in the border areas of the two provinces needs to be closely coordinated to comply with the regulations and common policies of the two Parties and two States.
Postgraduate training for key officials of Sekong province has not been implemented yet because it has not met the requirements and standards of the Vietnamese Ministry of Education and Training for foreigners coming to study at postgraduate level...
"In the coming time, I propose that the two provinces continue to coordinate to seriously implement the contents that the leaders of the two provinces have committed to and set out at previous conferences and are determined to coordinate to complete all contents as committed; proactively report and propose to competent authorities to direct the removal of obstacles to have a basis for implementation to ensure compliance with regulations" - Chairman of the Provincial People's Committee Le Van Dung suggested.
Highly agreeing with the opinions of comrade Le Van Dung, Secretary - Governor of Sekong - Lech-lay Si-vi-lay suggested some more contents to discuss, focusing on cooperation in the coming time.
Accordingly, Sekong province proposed to increase support in education and healthcare for people in the border areas of the two provinces; Sekong province committed to supporting scholarships for Quang Nam officials and students to study Lao language in the coming time.
At the same time, promote and create conditions for businesses of both sides to learn and cooperate in the fields of agricultural processing, minerals...
Speaking at the conference, Secretary of the Quang Nam Provincial Party Committee - Luong Nguyen Minh Triet said that there are many potentials, advantages, and development opportunities between Quang Nam and Se Kong.
In the coming time, Comrade Luong Nguyen Minh Triet suggested that the two sides continue to closely coordinate and further deepen the special friendly and cooperative relationship between the two twinned provinces; in which, focusing on implementing breakthroughs, stronger and more effective key contents.
Specifically, focusing on promoting defense and security cooperation between the two provinces; making strong breakthrough investments in traffic connecting the two provinces through the Nam Giang - Dac Ta Ooc international border gate pair and the Tay Giang - Ka Lum border gate.
"In the immediate future, we will focus on recommending to the Central Governments of the two countries to soon invest in upgrading and expanding National Highway 14D in Quang Nam province and National Highway 16B in Sekong province. This is an important and decisive content in promoting economic cooperation, trade, investment, tourism, cross-border freight transport, strongly connecting the economy, trade and investment between Sekong in particular, Southern Laos in general with Quang Nam - Da Nang and the key economic region of the Central region" - Secretary of the Provincial Party Committee Luong Nguyen Minh Triet said.
In addition, Quang Nam commits and is responsible for fully implementing the projects and works committed to Sekong province. When there are specific regulations of Vietnamese law on the use of local budgets to support and aid investment in projects and works for Lao localities, Quang Nam will immediately implement the projects and works committed to support Sekong province, specifically the project of the Provincial Center for Disease Control, the housing project, and the office building of the 105th Reconnaissance Company under the Provincial Military Command.
Based on the proposal of Sekong province, Quang Nam will consider continuing to support new projects and works according to the actual situation and capacity, with the ultimate goal of sustainable and stable development of the sister province of Sekong, for the common development of the two provinces.
At the conference, leaders of Quang Nam and Sekong provinces signed a memorandum of understanding on 10 major contents to be implemented in the period of 2024 - 2026. The next summit will be held in Sekong province (Laos), scheduled for 2026.
In the period of 2024 - 2026, in addition to continuing to promote cooperation and comprehensive support between the two provinces, Quang Nam - Se Kong agreed to focus on implementing major contents in the cooperative relationship. Specifically, continue to closely coordinate in implementing the regulations of the two States on the management and protection of national borders in the two provinces; focus on investing in National Highway 14D from Nam Giang International Border Gate to Ho Chi Minh Road, Ben Giang section and National Highway 16B from Dac Ta Ooc International Border Gate to Se Kong provincial center; create favorable conditions for sectors and localities of the two provinces to implement cooperation programs previously agreed upon by the two provinces; cooperate in economic development, trade, cross-border freight transport, health, education, culture, tourism, agriculture - forestry, etc.
