Thang Binh requests handover of railway overpass site before April 30

On April 17, the People's Committee of Thang Binh district requested the district's agencies, units and the Party Committees and People's Committees of Binh Quy, Binh Dinh, Binh Tri and Binh Lanh communes to focus on coordinating the implementation of compensation and site clearance for the project to upgrade and renovate National Highway 14E and complete the handover before May 30, with the railway overpass area to be completed before April 30, 2025.

For the approved compensation, support and resettlement plans, the District People's Committee requires the communes to coordinate with the District Land Fund Development Center to mobilize, explain and make final payments for people to receive money and hand over the site before April 20, 2025; if the households do not agree to receive money to hand over the site, prepare related legal documents to enforce land recovery.

During the mobilization process, sectors and localities need to instruct people that they have the right not to receive money but must hand over the site for construction and have the right to file a lawsuit in court for settlement according to regulations.

For cases where compensation plans are being appraised, it is necessary to urgently appraise and submit to the District People's Committee to issue a decision approving the compensation plan; relevant agencies shall organize the posting and public announcement of the decision and detailed plan to each household according to regulations; at the same time, mobilize and persuade households to agree.

For cases where there is no specific land price plan (Binh Quy commune 33 plots, Binh Dinh commune 11 plots, Binh Tri commune 5 plots, Binh Lanh commune 11 plots), the District Department of Agriculture and Environment is assigned to advise on the development of a specific land price plan to apply compensation before April 20, 2025.

For cases where compensation plans are being made public, sectors and localities focus on collecting opinions from households on the plan and synthesizing it for approval according to regulations, and mobilizing households to hand over the frontage to ensure construction progress before May 30, 2025.

The project to renovate and upgrade National Highway 14E through Thang Binh district has so far handed over 86.4% of the land; approved 49 compensation plans with a total amount of 81.4 billion VND. Particularly at the railway overpass location, 59 households (63 plots) were affected and 45 households (48 plots) have been approved for compensation with a total amount of more than 10.5 billion VND.
