Concerns about support policies when arranging the apparatus

At the meeting with the provincial National Assembly delegates on April 14, voters of Nam Tra My district assessed that the Secretariat and the Politburo have made specific, drastic and strong decisions and actions in building a streamlined political system that operates effectively and efficiently. Local voters believe that this revolution will be a great success, bringing practical benefits to the people.

However, in the process of implementing the Central Government's policy on restructuring and streamlining the apparatus in Nam Tra My, there were also difficulties, problems and inadequacies that voters proposed and recommended to the National Assembly delegates of Quang Nam province.

Reflection from the grassroots

According to many voters who are key district officials, looking at Decree No. 178/2024 and Decree No. 67/2025 (amending Decree 178), in the case of officials, civil servants, and workers working in particularly difficult socio-economic areas, receiving regional allowance of 0.7 and having paid insurance for 15 years or more, they are not entitled to early retirement support policies.

Mr. Nguyen Cong Ta - Head of the Justice Department of Nam Tra My district is one of those who wish to retire early but are not entitled to the optimal policy of Decree No. 178. The reason is that Decree No. 135/2020 previously stipulated that people working in particularly difficult socio-economic areas, with a regional allowance of 0.7 and having paid insurance for 15 years or more, are allowed to retire 5 years early.

Analyzing the policy's shortcomings, Mr. Ta shared that with the support policy under Decree No. 135, the pensions of retirees at that time were too low, not ensuring their lives. Therefore, Mr. Ta and other cases did not retire at the prescribed age of 57 for men and 52 for women, but continued to work.

“Up to now, we have passed the age of 58, we have submitted a request to express our wish to retire early but have not received support policies according to Decree No. 178/2024. Current regulations are disadvantageous for cadres, civil servants, and workers working in areas with special socio-economic difficulties, who have paid social insurance for 15 years or more and now wish to retire early,” said Mr. Ta.

Similar is the case of Mr. Nguyen Cong Dung - Head of the Economic, Infrastructure and Urban Department of Nam Tra My District. This year, 59 years old, Mr. Dung wishes to retire to create conditions for the arrangement of the administrative apparatus when dissolving the district level and merging communes.

At the same time, it also creates conditions for young officials of the district to replace, promote their capacity and grow. However, according to Decrees No. 178 and 67, Mr. Dung's case is to retire at the right age according to Decree No. 135/2020 (due to having worked in a place with a regional coefficient of 0.7), so he is not entitled to the support policy according to Decree No. 178/2024.

“When there were no support policies according to Decrees No. 178 and 67, cadres working in particularly difficult areas, with more than 15 years of insurance payment, enjoying a regional coefficient of 0.7, had the right to retire 5 years early. Retirement is not mandatory here, but it is optional. If guaranteed, cadres will continue to work until the age according to Appendix I, Decree No. 135. As in my case, I retired at the age of 62,” Mr. Dung expressed.

Proposed adjustment

Another shortcoming of the support policy was pointed out by voters of Nam Tra My district: If two people work in a particularly difficult area, with a regional allowance of 0.7; after paying social insurance for 14 years, one person transfers his/her job out of the particularly difficult socio-economic area, and now he/she is entitled to early retirement support according to Decree No. 178/2024. Meanwhile, the other person continues to work and is attached to the particularly difficult socio-economic area and is not entitled to this regime.

Nam Tra My District People's Committee said that according to the provisions of Decree 178/2024 dated December 31, 2024 of the Government, for cadres and civil servants who have worked for 15 years or more in places with regional allowance coefficient of 0.7 or more, if their age is higher than the lowest retirement age associated with the corresponding month and year of birth specified in Appendix II, issued with Decree No. 135/2020 dated December 31, 2020 of the Government, they will not be entitled to the policies prescribed in Decree No. 178.

Implementing this regulation will create unfairness among localities, especially cadres and civil servants working in particularly difficult areas for 15 years or more; creating inadequacies in implementing cadre policies of localities in a province at a time.

Mr. Tran Duy Dung - Chairman of Nam Tra My District People's Committee said that there are 15 cases wishing to retire early to create favorable conditions for the district to arrange and consolidate the organizational apparatus, creating conditions for the younger generation to replace them.

However, because they are not entitled to support policies under Decree No. 178, they do not quit. The district has proposed that the province recommend to the Central Government to continue adjusting Decree No. 178 in the direction that cadres, civil servants, and workers subject to the reorganization of the political system are all entitled to the policies stipulated in Decree No. 178.

Thereby, it aims to encourage and create conditions for the elderly to register for early retirement according to the age specified in Appendix I issued with Decree No. 135/2020.
