On the afternoon of March 28, the Ministry of Education and Training held an online conference with 63 Departments of Education and Training on high school graduation exams, primary school enrollment, and implementation of Circular 29/2024/TT-BGDDT on DTHT after 1.5 months of implementation.
Regarding the 2025 high school graduation exam, Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training) said that the exam content closely follows the content of the current high school general education program, mainly the 12th grade program. The thinking level is 40% knowledge level, 30% understanding level and 30% application level. Strengthening the connection and application of knowledge and skills with reality and practice, especially with differentiated content to properly assess students' abilities. Accordingly, these new points require teachers to strengthen guidance for students to read and study on their own. Self-control and self-study are also among the three important general abilities mentioned in the 2018 General Education Program.
Regarding the implementation of Circular 29 after more than a month of coming into effect, Mr. Thai Van Tai, Director of the General Education Department (Ministry of Education and Training) said that the inspected educational institutions and the direct opinions of teachers, managers, and parents of students recorded at the working sessions with the Ministry of Education and Training all affirmed the correctness and strong impact that Circular No. 29 brings in order to create many positive changes in the education system as well as in society. For the benefit of students, the provisions of the Circular limit the widespread and illegal DTHT situation, schools focus on improving the quality of teaching and learning in the official curriculum, ending the practice of paying extra classes in schools, creating conditions for students to access knowledge without pressure on studying and finance.
According to Mr. Thai Van Tai, Circular No. 29 has received high consensus and special attention from society, so it was quickly grasped and promptly implemented, meeting society's expectations. Localities, schools, teachers, and parents of students are more aware of the consequences and harms of widespread DTHT on students, parents, schools, and the whole society.
At the Conference, the Departments of Education and Training expressed their consensus and pointed out some difficulties in implementing Circular 29. Concluding the Conference, Deputy Minister of Education and Training Pham Ngoc Thuong emphasized: Circular 29 brings clear humanistic values after more than a month of being put into practice. Accordingly, the Deputy Minister emphasized that the implementation of Circular 29 must absolutely not affect the three subjects in Circular 29 (that is, final year students of grades 1 and 2, and high school graduation exam students). The Deputy Minister suggested that the Departments organize mock high school exams but with real assessments, so that there will be a form for students to take the exam to properly assess their abilities...
Deputy Minister Pham Ngoc Thuong emphasized the spirit of encouraging non-discrimination and comprehensive human education. The Ministry of Education and Training will receive direct letters about the situation of non-discrimination and will issue instructions for the second class in May, the spirit of not "beating the drum and abandoning the stick", the command of responsibility according to the direction of the Party and State to return childhood to students...
