After 4 years of implementing Decision 1719 on approving the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period (referred to as Program 1719), with the participation of the entire political system, 10 component projects have been effective, contributing to changing the face of rural mountainous areas and improving the quality of life of people. However, in the implementation process, there are still some problems that need to be resolved right at the grassroots level.

Comrade Le Tien Quan - Deputy Head of the Provincial Ethnic Minorities Committee said that the organization and implementation of Program 1719 is ensured according to regulations. The agencies in charge of projects and sub-projects closely coordinate with relevant agencies and units to regularly discuss and promptly remove difficulties and obstacles in the process of implementing the Program in their localities.

According to the plan, the development investment capital under Program 1719 for the 2021-2025 period in the province is over 1,736 billion VND, of which, development investment capital is over 962 billion VND, public service capital is over 774 billion VND; local budget is over 215 billion VND. The total capital allocated to implement the Program from 2021 to August 1, 2024 has been disbursed over 923 billion VND, implementing 357 projects. Of which, 4 are provincial-level projects, 112 are district-level projects and 241 are commune-level projects. Currently, 292 projects are being implemented and have been completed.

The program has supported house construction for 274 households; supported distributed domestic water for 1,476 households; supported the purchase of machinery and agricultural tools for job conversion for 1,453 households. Planning, arranging, and stabilizing residents in necessary places in Kim Thuong commune, Tan Son district; My Luong and Luong Son communes, Yen Lap district; Kha Cuu commune, Thanh Son district...

Program 1719 implemented in Phu Tho with the support contents deployed has brought about positive effects, having a great impact in promoting the socio-economic development of ethnic minority and mountainous areas.

The support contents have gradually exploited the potential and advantages of localities in the region; promoted economic development, ensured social security; reduced poverty rapidly and sustainably, gradually narrowed the gap in living standards and average income of the region compared to the national average; gradually reduced the number of communes and villages with special difficulties; planned, arranged and stably allocated residents, built a synchronous and inter-regional socio-economic infrastructure system, connected with developed regions; comprehensively developed education, training, health care and culture; improved and raised the people's lives; increased the quantity and quality of cadres, civil servants, public employees and workers who are ethnic minorities; preserved and promoted the fine cultural identities of ethnic minorities along with eliminating backward customs and practices; implemented gender equality and solved urgent problems for women and children; Building a strong political system at the grassroots level, maintaining political security and social order and safety, thereby consolidating and strengthening the great solidarity of ethnic groups, enhancing the trust of ethnic people in the Party and the State. This is extremely important for the ethnic minority and mountainous areas in particular, and the sustainable development of the country's socio-economy in general.

Thanh Son district organized a contest to learn about the law on ethnic affairs for cadres working in ethnic affairs.

Along with the positive results achieved, although all levels, sectors and localities have taken drastic measures, the implementation is still stuck in many sub-projects such as: Sub-project 1, Sub-project 2, Sub-project 3 of Project 5 on Developing education and training to improve the quality of human resources; Project 6 on Applicable subjects for the content of "Support against the degradation of special national monuments with typical values ​​of ethnic minorities"; Sub-project 1, Project 9 do not have specific instructions on the mechanism of capital recovery for households or livestock communities, production development through borrowing policy credit with special preferential interest rates; Project 1, solving the shortage of residential land, housing, production land, and domestic water.

Along with that, the implementation process also encountered difficulties in adjusting the State budget estimates, adjusting the annual State budget investment capital plan and the pilot mechanism of decentralization to the district level in managing and implementing the National Target Programs, which still had problems with the mechanism, subjects and Sub-project 1, Sub-project 2, Sub-project 3, Project 10... leading to the disbursement progress not being achieved compared to the set plan, especially the career capital. The exploitation and collection of information, determination of indicators of ethnic minority and mountainous areas and information related to ethnic minorities also had many obstacles...

To remove obstacles in localities, the National Assembly issued Resolution 111/2024/QH15 on a number of specific mechanisms and policies to implement the National Target Programs. The Provincial People's Council also issued Resolution No. 04/2024/NQ-HDND dated July 12, 2024 and Decision 1638/QD-UBND dated August 7, 2024 adjusting the State budget estimate for 2024 (regular expenditure) and the State budget estimate not fully disbursed in 2023 (including regular expenditure and investment expenditure carried over to 2024) to implement the National Target Programs in the province.

However, in the process of implementing the regulation on the State budget estimate, investment capital, annual State budget capital and the pilot mechanism of decentralization to the district level in the management and implementation, there are still problems with the mechanism in Sub-project 3, Project 5; Sub-project 1, Project 9; Sub-project 2, Project 10; or the subjects in Project 1; Sub-project 1, Project 3; Sub-project 2, Project 3; Sub-projects 1, 2, 4 of Project 5; Project 7 and Project 8...

Faced with the above-mentioned problems, Phu Tho proposes and recommends that the Government, ministries and central branches direct, review, promptly amend, supplement and replace regulations and circulars to ensure that the system of legal documents has "clear subjects, clear contents, clear norms, clear payment and settlement procedures, suitable for actual conditions" so that localities have sufficient basis to implement projects and sub-projects of Program 1719.
