According to a report from the Ministry of Construction, in recent times, to resolve difficulties for the real estate market, the Government has submitted to the 15th National Assembly many drafts such as: Draft Law on Land (amended); Draft Law on Housing (amended); Draft Law on Real Estate Business (amended), Law on Credit Institutions (amended), Law on Bidding. Along with that are a series of resolutions, typically Resolution 33... Since the Resolution was issued, ministries, branches, and the State Bank of Vietnam (SBV) have researched, issued, and amended many guiding circulars.

Localities are promoting the development of social housing projects to create supply for the real estate market.

Specifically, the Ministry of Natural Resources and Environment issued Circular No. 02/2023/TT-BTNMT dated May 15, 2023 amending and supplementing regulations on Certificates of land use rights, house ownership rights and other assets attached to land... The State Bank of Vietnam issued Circular No. 02/2023/TT-NHNN; Circular 03/2023/TT-NHNN on credit institutions and foreign bank branches restructuring debt repayment terms and maintaining debt groups to support customers in difficulty. The Ministry of Construction resolved many difficulties regarding Decrees 100/ND-CP/2015; Decree 49/ND-CP/2021... Accordingly, it proposed policies on housing and social housing to take effect soon to promptly remove difficulties and obstacles for social housing projects.

In the first 7 months of 2023, the number of social housing and housing for industrial park workers that have started construction is 10 projects with a total of about 19,853 units. Of which, social housing is 7 projects with a scale of 8,815 units, and housing for workers is 3 projects with a scale of 11,038 units. Eleven People's Committees of provinces/cities under the Central Government have announced a list of 24 projects eligible for loans under the 120,000 billion VND Credit Program.

Many localities such as Hanoi and Ho Chi Minh City have proactively implemented a series of solutions related to social housing, renovation of old apartments, creating conditions for businesses and home buyers to access loans. To date, 3 social housing projects and 1 apartment building renovation and reconstruction project are approaching the State Bank - Hanoi Branch and 4 state-owned commercial banks (Agribank, BIDV, Vietcombank, Vietinbank) to borrow preferential loans according to Resolution No. 33/NQ-CP of the Government.

Director of Hanoi Department of Construction Vo Nguyen Phong said that Hanoi city has developed and approved the Hanoi City Housing Development Program for the period 2021 - 2030, with the goal of developing diverse types of housing, focusing on developing social housing, apartment buildings, rental housing, housing for workers in industrial parks to solve housing needs for people with different income levels, especially housing for those who are entitled to social housing support policies.

Social housing is strongly promoted

According to the report of the Social Policy Bank, the whole country has disbursed a credit support package for individual customers to borrow to buy, hire-purchase social housing, workers' housing, and family housing of 4,381/15,000 billion VND for 12,200 customers who are eligible to borrow to buy, hire-purchase social housing, workers' housing, build new houses or renovate and repair houses.

Regarding the credit program of about 120,000 billion VND for preferential loans to develop social housing, workers' housing, and renovate and rebuild apartments, about 108 projects have been granted construction permits and are under construction (belonging to the loan target of the 120,000 billion VND package). The Department of Construction of localities is reviewing documents and making a list of eligible projects to submit to the Provincial People's Committee for consideration and announcement of the list.

Mr. Nguyen Van Sinh - Deputy Minister of Construction assessed the implementation of Resolution No. 33/NQ-CP, basically the difficulties and obstacles in terms of institutions and laws related to investment, construction and real estate business under the authority of the Government, Prime Minister and ministries and branches have been resolved through the issuance of relevant decrees and circulars.

The development of social housing projects, rental housing, and worker housing is an urgent and important task. Therefore, in the coming time, the Ministry will have to focus on resolving difficulties and problems that fall under the authority of each level; ending the situation of pushing and avoiding responsibility. The Ministry of Construction will also continue to work with a number of key localities to inspect and urge the creation of social housing supply, worker housing, apartment renovation and repair projects, and the implementation of the 120,000 billion VND support package. In addition, it will synthesize the problems reflected by localities, as well as synthesize and report on the assessment of the price developments of construction materials, selling prices, rental prices, and hire-purchase of social housing; evaluate and forecast the real estate market.
