Ninh Binh City Party Committee summarizes the implementation of Resolution No. 10 of the 12th Central Executive Committee

On September 15, the Ninh Binh City Party Committee held a conference to review and evaluate the implementation of Resolution No. 10-NQ/TW, dated June 3, 2017 of the Central Executive Committee on developing the private economy into an important driving force of the socialist-oriented market economy.

In recent years, implementing Resolution No. 10-NQ/TW and documents and instructions of the Central and the province on private economic development, the Standing Committee of the City Party Committee has directed the City People's Committee to deploy tasks to promote private economic development.

Currently, the city has 1,800 enterprises (including 7 state-owned enterprises, 1,777 non-state enterprises, 16 foreign-invested enterprises) and 29 cooperatives; more than 12,000 individual business households, actively contributing to the local economic and social development.

There are more than 200 enterprises operating in the field of industrial production and handicrafts in the city. Trade and service activities have developed in the right direction, meeting the needs of production and consumption of the people. The total retail sales of goods and social consumption services reached 15,000 billion VND. Transport, trade and tourism services have developed rapidly. The city currently has 18 passenger transport enterprises and cooperatives, 8 travel agencies, 191 hotels, motels, nearly 1,900 restaurants and catering establishments.

The city has formed many commercial streets on routes such as Dinh Tien Hoang, Le Hong Phong, Pham Hong Thai, Van Giang... The system of commercial banks and people's credit funds has developed, meeting the capital needs for production and business development of organizations and individuals...

At the conference, delegates discussed and proposed solutions to continue developing the private economy until 2030: Strengthening leadership, direction, and propaganda in implementing policies and guidelines on private economic development. Paying attention to infrastructure investment; planning and development orientation; promptly proposing policies and measures to overcome difficulties in economic development in general and the private economy in particular.

Strengthen the effectiveness and efficiency of supervision, inspection, examination, and responsibility of State management agencies in implementing the Party's guidelines and the State's policies and laws on private economic development. Be open, transparent, and fair in attracting investment, creating conditions and opportunities for the private economic development.

Create favorable conditions for the private sector to access the land market; create equal and favorable conditions for the private sector to access bank loans for investment and development. Support the private sector to innovate, modernize technology, develop human resources, and improve labor productivity.

Attract projects using high technology, clean technology, environmentally friendly, projects that generate large revenues for the State budget and use land economically and effectively in planned industrial clusters. Focus on training, fostering and developing a team of entrepreneurs with high professional qualifications, modern management and administration skills, business ethics and a sense of responsibility to the community. Encourage and motivate the entrepreneurial spirit, the will to start a business and innovate, especially in the business community...
