First meeting of the Steering Committee for building the Private Economic Development Project

On the morning of March 15, at the Government headquarters, the Steering Committee for the development of the private economic project held its first meeting to outline the program, tasks, viewpoints, goals, and main directions for the project to be submitted to the Politburo.

Deputy Prime Minister Nguyen Chi Dung, Deputy Head of the Steering Committee, chaired the meeting. Attending the meeting were leaders of ministries, branches, central agencies; leaders of provinces and centrally run cities who are members of the Steering Committee.

Implementing the tasks assigned by the Central Government, on March 6, 2025, the Prime Minister issued Decision No. 526/QD-TTg on the establishment of the Steering Committee for the development of the private economic development project, with Prime Minister Pham Minh Chinh as Head of the Committee; Deputy Prime Minister Nguyen Chi Dung as Standing Deputy Head of the Committee; Minister of Finance Nguyen Van Thang as Deputy Head in charge.

At the first meeting, the Steering Committee discussed the political basis, legal basis, and practical basis for developing the Project; the structure of the Project; and the main contents of the Project. In which, the delegates focused on highlighting the position, role, and contribution of the private economy to the country's socio-economic development, especially in the current period and the coming time, when the country enters a period of striving to develop richly, powerfully, and prosperously.

The Steering Committee assessed mechanisms and policies for private economic development; assessed the situation of private economic development; international experience in private economic development and lessons learned; viewpoints, goals, tasks, and solutions for private economic development in the coming time.

According to the Steering Committee, the private economy was officially recognized in the Documents of the 6th National Party Congress (1986) and continued to be affirmed in subsequent Resolutions. In particular, Resolution No. 10-NQ/TW, Session XII determined that the development of the private economy has become an important driving force of the socialist-oriented market economy. Over the past time, the private economy has continuously developed, making an increasingly greater contribution to the cause of innovation and socio-economic development of the country.

Currently, the private economic sector has more than 6.1 million business establishments, of which there are about 940,000 active enterprises and more than 5.2 million business households. The private economic sector has continuously maintained a fairly high growth rate, continuing to be the sector with the largest contribution to the economy.

The team of entrepreneurs is growing stronger and stronger, with the desire to become rich legitimately, constantly improving business and corporate governance capacity. The social responsibility of enterprises, ethics, and business culture of entrepreneurs are gradually raised.

The Steering Committee believes that our country is preparing to enter a new era - an era of prosperity, wealth and development, with the aspiration to successfully build a socialist Vietnam, a rich people, a strong country, a democratic, fair, civilized society, on par with the world powers. In that context, it is necessary to have a correct and objective assessment and recognition of the position and role of the private economy and to develop the private economy to truly become the most important driving force of the economy.

In particular, the Private Economic Development Project must clear bottlenecks, remove institutional barriers; create a favorable, safe, and transparent environment to activate and mobilize maximum resources from the people, exploit potential, intelligence, and entrepreneurial spirit; promote innovation and enhance the competitiveness of the private economy in the new era.

In particular, it is necessary to propose breakthrough and outstanding tasks, solutions, mechanisms and policies to promote the strong and sustainable development of the private economy, which is the core force in the process of industrialization and modernization of the country, contributing significantly to realizing the goal of becoming a developed, high-income country by 2045.

In his concluding remarks, Deputy Prime Minister Nguyen Chi Dung requested to absorb as much as possible the valid opinions to continue perfecting the Project, in which the policies must meet the requirements: Accurate, correct, strong enough, breakthrough; higher action; specific, clear, higher feasibility; this is also the common spirit in building resolutions and legal documents in the future.

Emphasizing that this is an extremely important project, but also a difficult project, with the view of determining the final product as the Resolution of the Politburo, the Deputy Prime Minister assessed that the delegates basically agreed with the structure of the Project.

Regarding the role and position of the private economy, the Deputy Prime Minister said that at the meeting between General Secretary To Lam and the Central Policy and Strategy Committee, all delegates unanimously assessed and affirmed that the private economy is the most important driving force, with contributions shown through specific figures such as accounting for about 50% of GDP, more than 56% of total social investment capital, about 82% of the total number of workers in the economy, about 30% of total state budget revenue, and more than 30% of total import-export turnover.

Regarding viewpoints, the Deputy Prime Minister emphasized the need to closely follow the Party's policies and guidelines, the Resolutions and Conclusions of the Central Committee, the Politburo, and the instructions of the General Secretary and leaders of the Party and State with many new guiding ideas that need to be updated.

The Deputy Prime Minister stated the goal of striving to have 2 million enterprises by 2030, but it is necessary to ensure both the quantity and quality of enterprises; at the same time, he noted to clarify the content on developing leading and pioneering enterprises in various fields, including innovation, digital transformation, green transformation, etc.

The draft Project has proposed policy groups. The Deputy Prime Minister suggested classifying and clarifying policies for each group of enterprises (such as large enterprises, medium enterprises, small enterprises, micro enterprises, business households, start-ups) and for each issue such as land, currency - banking, finance - fiscal, technology, linkage, etc.

The Deputy Prime Minister noted that solutions must be bold, strong, and innovative, but it is necessary to clarify the arguments, legal basis, practical basis, political basis, and international experience to propose these solutions, clarify whether the solutions are proposed on the basis of careful research and whether they are highly feasible when issued, can be put into practice, and bring about effectiveness.

Taking the example of assigning tasks and placing orders with businesses in implementing large, key national projects, the Deputy Prime Minister emphasized how the Resolution of the Politburo, when issued, will help create peace of mind, trust, and excitement, helping the private economic sector operate and develop healthily and effectively. The Deputy Prime Minister compared that "untying and clearing bottlenecks so that the private economic sector can flourish is like the bricks and stones that have long been blocking the water flow will be removed so that the water can flow "rushingly".

Regarding the next tasks, the Deputy Prime Minister requested the members of the Steering Committee to promote the highest sense of responsibility, carry out the tasks and duties with a sense of urgency but must ensure the best quality; the spirit is to run and queue at the same time, organize seminars and conferences, collect opinions from relevant subjects, research and refer to foreign experiences, and complete the Project to collect opinions from the members of the Steering Committee; report to the Prime Minister and the Head of the Steering Committee to complete the project, submit to the competent authority to ensure the quality and progress set out.
