Inspectorate of Ministry of Natural Resources and Environment summarizes work in 2023

Speaking at the Conference, Chief Inspector of the Ministry of Natural Resources and Environment Le Vu Tuan Anh said that in 2023, the Ministry Inspectorate will always closely follow the direction and direction of the Ministry's leaders in performing political tasks. From the beginning of the year, the Ministry Inspectorate has developed a detailed plan to implement the inspection work program and plan; assigned professional tasks and has made many innovations in performing tasks and achieved many positive results in tasks such as: citizen reception; inspection and examination work...

Accordingly, in 2023, the Ministry Inspectorate implemented 100% of the inspection and examination plan, including 19 inspections; 4 inspection team supervisions and 10 decisions on administrative sanctions with a total fine of VND 1,350 million. "Thanks to the innovation of inspection and examination methods through grasping the situation at the locality, unit, grasping information through the media and people's feedback... inspections and examinations have shortened 30 - 40% of the time spent directly working at the locality, unit or at the inspection and examination site while still ensuring effectiveness and efficiency", Chief Inspector of the Ministry Le Vu Tuan Anh shared.

Regarding the work of receiving citizens, handling complaints and denunciations, which has always been of concern, the Ministry Inspectorate has advised and prepared for the Ministry's leaders to periodically and suddenly receive citizens in accordance with the provisions of law. In 2023, the Ministry Inspectorate received 346 visits with 584 people, including 33 large groups; the Ministry's leaders received 32 visits with 65 people, and officials received 314 visits with 519 people.

In 2023, the Ministry Inspectorate also received 3,133 complaints, denunciations, and land disputes, of which 1,479 cases were eligible for handling, the remaining 1,654 were duplicates and ineligible for handling (accounting for 52.79%). Compared to 2022, the number of received complaints decreased by 349, however, the number of cases increased by 85 cases (accounting for 5.74%).

In addition, the cases assigned by the Prime Minister and cases under the authority and responsibility of the Ministry have been focused on by the Ministry Inspectorate to inspect and resolve to ensure objectivity and compliance with the law.

According to Mr. Le Vu Tuan Anh, in 2023, the work of preventing and combating corruption will be implemented synchronously and maintained regularly. In particular, the work of propagating and disseminating legal education on preventing and combating corruption will be focused on. Solutions to prevent corruption and practice thrift and combat waste will be implemented with attention; always pay attention to the work of reforming administrative procedures in the unit.

Regarding the direction of tasks in 2024, Mr. Le Vu Tuan Anh said that the Ministry Inspectorate will carry out inspection and examination tasks with contents such as: Administrative inspection; thematic inspection; inspection combining many fields; monitoring, urging, and checking the implementation of inspection conclusions, re-inspection...

In particular, thematic inspections will inspect compliance with land laws in the issuance of certificates of land use rights, house ownership rights and other assets attached to land; Inspect compliance with laws on environmental protection, land and water resources for facilities providing hazardous waste treatment services.

Regarding multi-field inspection, we will inspect compliance with laws on land, environmental protection, minerals, water resources, surveying and mapping, seas and islands; Inspect compliance with laws on land, environmental protection and water resources for a number of projects.

Regarding the work of receiving citizens, handling complaints and denunciations, the Chief Inspector said that in 2024, the Ministry Inspectorate will strictly implement the Law on Citizen Reception and Decree No. 64/2014/ND-CP of the Government detailing the implementation of a number of articles of the Law on Citizen Reception. Receive and handle citizens' complaints and denunciations promptly and effectively.

At the same time, focus on resolving cases assigned by the Prime Minister and cases under the authority and responsibility of the Minister. Continue to implement Plan 363/KH-TTCP dated March 20, 2019 of the Government Inspectorate on inspecting, reviewing, and resolving mass, complicated, and prolonged complaints and denunciations.

Regarding the work of preventing and combating corruption, we will continue to promote propaganda, dissemination, raising awareness and sense of compliance with the law on preventing and combating corruption, practicing thrift and combating waste. Fully and synchronously implement solutions to prevent corruption. Strengthen inspection, detection and handling of corrupt acts. Strictly implement the reporting regime on the work of preventing and combating corruption.

At the Conference, representatives of the departments of the Ministry Inspectorate focused on discussing the advantages, difficulties and obstacles in the process of performing inspection tasks, receiving citizens and resolving complaints, thereby proposing solutions to remove obstacles to effectively perform assigned tasks in 2024 and the following years.

Speaking at the Conference, Deputy Minister Nguyen Thi Phuong Hoa acknowledged and commended the results achieved by the Inspectorate of the Ministry of Natural Resources and Environment in 2023. The Deputy Minister said that in 2023, the Inspectorate of the Ministry had many innovations in performing tasks of inspection, examination, handling complaints and denunciations, receiving citizens... Thereby, many positive results were achieved such as: shortening the time of inspection and examination; many citizens withdrew their petitions, many localities revoked incorrectly issued Decisions...

Regarding the tasks for 2024, the Deputy Minister said that the Ministry Inspectorate needs to focus on completing the inspection and examination plan to soon submit it to the Minister for promulgation as a basis for implementation during the year.

Deputy Minister Nguyen Thi Phuong Hoa also noted that, in addition to the priority tasks in the inspection and examination plan for 2024, the Ministry Inspectorate needs to anticipate assigned contingency plans to avoid being passive, while continuing to improve the effectiveness of the Ministry's citizen reception work, receiving and handling citizens' complaints and denunciations promptly and effectively. In particular, it is necessary to review localities that are slow to resolve petitions, and if necessary, advise the Ministry's leaders to request inspections and audits of the localities' handling of petitions. In particular, it is necessary to pay attention to cases that have been received by the Minister and leaders of the Ministry but are slow to resolve by localities.
