The city's land use plan for 2023 basically meets the requirements of socio-economic development goals. Land use targets have been achieved and nearly achieved compared to the approved plan, but there are still some low-performance targets such as: Land for perennial crops (45.41%); land for production of construction materials and pottery (33%). The results of the implementation of the land use conversion plan for households and individuals in the city are low: Out of a total of 139 cases registered in 2023, only 35 households and individuals have prepared and submitted land use conversion dossiers (25%); decisions have been made to allow conversion of land use purpose in 9/35 cases, the remaining dossiers do not meet the conditions prescribed by the land law.

In 2024, Dien Bien Phu City will allocate land areas as follows: Agricultural land area is 27,070.16 hectares, a decrease of 269.07 hectares compared to 2023 due to conversion to non-agricultural land; non-agricultural land is 3,552.00 hectares; unused land is 35.64 hectares, a decrease of 3.15 hectares compared to 2023 due to conversion to non-agricultural land. The total land area to be recovered to implement projects in 2024 is 305.88 hectares. The plan to convert land use purposes from agricultural land to non-agricultural land is 269.07 hectares; non-residential non-agricultural land converted to residential land is 12.16 hectares. In 2024, a total of 217 households and individuals in the city registered to change the purpose from agricultural land to residential land with an area of ​​40,158.17m2 .

Leaders of the Department of Natural Resources and Environment of Dien Bien Phu City answered some opinions of the people.

At the conference, households and individuals registering to change land use purposes gave their opinions on: Policies on exemption and reduction of land use transfer costs for ethnic minorities and policy families; the limited capacity of cadastral staff in some communes and wards; the slow processing of land use change dossiers; many shortcomings in land plot separation and red book separation...

Representatives of specialized departments and leaders of the City People's Committee answered some opinions of people under their authority. At the same time, they received and synthesized the recommendations to resolve them according to regulations.

The leaders of the City People's Committee also requested the People's Committees of wards and communes to propagate and mobilize households and individuals who have registered to change land use purposes approved by the Provincial People's Committee, to follow the procedures and submit documents to change land use purposes according to regulations.
