Under the leadership of the Party, initially, the war zones were mostly established by a group of patriots. Gradually, the participating forces grew in number, gathering patriotic people in the surrounding areas, creating a combined strength and having a positive influence on other areas, calling for and strongly encouraging the spirit of the August Revolution.

The beginning of the strength of the forces in those war zones was the strong and creative activities of the guerrilla teams established within the war zones. In the mountainous areas of Yen Lap, Cam Khe, and Ha Hoa districts, the guerrilla teams grew in number, linking the strength of the war zones and some neighboring provinces such as Yen Bai, Tuyen Quang, Son La, and Vinh Phuc to create belts of forces, creating a position of intimidation against the enemy in the days before the uprising.
