New Year in new house

This Tet, Ms. Ca Thi La, 40 years old, in Tau Pung village, Dien Bien city, happily welcomed guests in the newly built Great Unity House. Her family is one of more than 5,000 poor households in Dien Bien that received support for a new house through Project 09 on the occasion of the 70th anniversary of Dien Bien Phu Victory. The house not only helps her family stabilize their lives but also brings complete joy during Tet.

This year, Ms. Ca Thi La, 40 years old, in Tau Pung village, Na Nhan commune, Dien Bien city, Dien Bien province, happily welcomed Tet in a new, spacious house from the Great Solidarity House building program. Unlike previous years when she only prepared 3-4 kg of dried meat, this year she bought 10 kg and was busy smoking it as a gift to treat guests, because she predicted that many people would come to celebrate.

Ms. La's family is one of more than 5,000 poor households in Dien Bien receiving support to build houses through Project 09 - a program to mobilize and support the construction of solidarity houses on the occasion of the 70th anniversary of Dien Bien Phu Victory.

After nearly 9 months of implementation, the project has brought hope and stability to thousands of disadvantaged families here, so that they can enjoy a warmer, more complete Tet in their dream home.

“I never thought in my dreams that my children and I would live in such a solid and clean house. I am so happy,” said Ms. La.

Ms. La is 40 years old this year, married in her twenties, the wife works in the fields, the husband works as a construction worker, or does whatever he is hired to do. In 2002, their first child was born, in 2006 they had a second child, her husband tried even harder to earn money. However, in late 2012, early 2013, the doctor diagnosed him with bone marrow cancer. After that, Ms. La and her husband went from hospital to hospital for treatment, selling everything in the house, selling everything and borrowing everywhere, the economy was exhausted.

In 2018, Ms. La’s husband passed away, leaving behind a debt of nearly 100 million VND and a dilapidated house made of mixed wood and bamboo walls. “In the past, every time there was a storm, my mother and I would just hug each other and huddle in a corner, but we still got wet,” she said.

I don’t know how many times she cried until she fainted, not wanting to live anymore. Thinking that, but still having her child, she tried to endure. Then her child grew up, started working, the debt gradually decreased but the house still leaked, the wind blew from one wall to the other. “I always wished to live in a solid house so that mother and child would suffer less,” Ms. La said.

Her dream came true when Project 09 was implemented. According to Ms. La, thanks to the support of 50 million VND, along with her savings, she borrowed more to build a new house. Thanks to her brothers, neighbors, and the government helping with labor and materials, building the house was not too stressful for Ms. La and her children. Three months after the groundbreaking day, she was handed over the new house. Now her eldest daughter is married, her son is grown up and working, Ms. La has a solid house. "What more could I ask for?", she said.

Like Ms. La, Ms. Nguyen Thi Hien in Hung Thinh village, Thanh Hung commune, Dien Bien district, this Tet also has the joy of a new house. When guests came to her house, she was cleaning the altar and trimming the peach blossoms.

Ms. Hien (born in 1976) lives alone in a new house with a sign outside that reads “House of Great Unity”. According to Ms. Hien, many people hesitate to hang this sign for fear of being judged, but to her, this is support from the Party and the State, which she finds very valuable.

Ms. Hien has had a difficult and difficult situation since childhood. She said: When she was 11 months old, she suffered from paralysis. Her father died early, so she lived with her mother. She passed away 6 years ago.

“Due to paralysis, I have difficulty moving one of my limbs. After my mother passed away, apart from the government subsidy, I can garden and live a stable life, but I cannot build a new house. The house building was resolved when I received 50 million VND from the government,” Hien confided.

According to Ms. Hien, this is the second year she has celebrated Tet in a new house. This is something she has long wished for. The house is not only a place to live, but also a place to worship her parents and a martyr uncle.

“Before, I lived in a wooden house with mud walls of just over 20 square meters. Around the altar of ancestors and martyrs, I had to stretch a tarp to prevent dirt and broken wood from falling on it.”

Thanks to the 50 million VND from Project 09, the support of the government, relatives, neighbors and philanthropists, Ms. Hien was able to build a new, spacious and clean house.

According to Mr. Quang Van Minh, Chairman of the Fatherland Front Committee of Thanh Hung Commune, Project 09 is like a "push" to help people in Dien Bien in general and poor households in Thanh Hung Commune in particular change their lives. Thanks to the support from the project, many solid houses have been built to help people stabilize their lives, which is a driving force for economic development and poverty reduction. According to Mr. Minh, in 2024, thanks to the construction of Great Unity houses, Thanh Hung Commune had more than 10 households escape poverty and near-poverty.

As the locality receiving the most support with 715 Great Solidarity houses, Dien Bien district has completed the construction progress 3 months ahead of schedule compared to the province's plan. Ms. Cao Thi Tuyet Lan, Secretary of the District Party Committee, Chairwoman of the District People's Council, said that the implementation of Project 09 had close coordination between the government, the Fatherland Front at all levels, and organizations from commune to village and residential group in urging, checking and supervising regularly to ensure the progress, quality and effectiveness of the support.

Dien Bien district has stepped up propaganda and mobilized households to prepare land, contribute working days, labor, and borrow additional funds to build houses. In addition to ensuring the quality of the project, up to now, the district has not received any petitions or opposing opinions related to the selection of beneficiaries, disbursement of funds, etc.

Speaking to reporters of Dai Doan Ket Newspaper, Mr. Quang Van Phong, Vice Chairman of the Vietnam Fatherland Front Committee of Dien Bien Province, said: The project to mobilize and support the construction of Great Solidarity houses for poor households in Dien Bien Province is a major policy, with profound humanitarian significance, in line with the people's wishes, so it has mobilized a huge amount of resources, and in less than 9 months, the goal has been completed. "Dien Bien Province has never implemented such a large and successful project before," said Mr. Phong.

According to Mr. Phong, of the 5,000 Great Solidarity houses under Project 09 supporting Dien Bien province, 99.1% are for ethnic minority households. After nearly 9 months of implementation, by January 24, 2024, 5,000 houses had been completed and put into use. Of which, there were 1,818 built houses, 1,894 traditional wooden houses, and 1,288 steel-frame houses. The completed houses met quality requirements, with an area of ​​36 m2 or more. The total cost of building the houses was 489.4 billion VND (equivalent to over 97 million VND/house; minimum of 70 million VND/house or more). After receiving support for house building, over 1,100 households have escaped poverty.

According to Mr. Phong, in addition to 5,000 houses under Project 09, on this occasion, Dien Bien province also mobilized and called for the construction of 351 more Great Solidarity houses for poor households in the area. To do this, according to Mr. Phong, the entire political system of Dien Bien province got involved, working day and night, without days off, assigning specific tasks, specific people, closely following the implementation to handle arising problems.

For families who have received new houses, this Tet is very different from the past. Now living in a house of nearly 70 square meters, Ms. Hien feels very lucky. “Without the support of the State, I certainly would not have been able to have this house. Now I can sleep well without fear of the house collapsing like before,” she said.
