As a mountainous area, to carry out digital transformation in building new rural areas, Dakrong district has established 13 community digital technology teams (CNSCĐ) at the commune level and 71 CNSCĐ teams at the village level with 564 members participating, with the core being the youth union.
Currently, the CNSCD team in the district has been carrying out information and propaganda activities widely on the Party's guidelines and policies, the State's policies and laws on digital transformation to households and people.
At the same time, propagate and guide people to install and master the skills to use digital platforms and basic digital applications such as: personal electronic identification, social insurance, electronic health books, and perform public services on the public service portals of the province and the country...
Along with that, the provincial and district post offices have supported bringing the district's agricultural products to e-commerce platforms such as Vosco and Postmart. The products put on e-commerce platforms are key products, OCOP certified products with diverse designs, packaging, ensuring conditions and regulations on stamps, labels, and product traceability, so they receive the trust of customers.
By the end of 2024, people's activities on the network environment have recorded growth in both the number of users and the duration of use. The CNSCĐ teams at the commune and village levels, especially the core force of the youth union, have organized instructions for people to install and use digital services to serve essential needs such as healthcare, education, social policies, epidemic prevention, and promote cashless payments through digital platforms. In general, through the dissemination of propaganda on digital transformation, people have initially become familiar with the concept of digital transformation, gradually installing and using smart applications to serve work and life.
To implement digital transformation in building new rural areas, towards building smart new rural areas, up to now, 100% of cadres, civil servants and public employees (CBCCVC) in Vinh Linh district have been trained, fostered knowledge and skills, raised awareness of digital transformation, ensuring effective application of digital platforms, exploiting digital data in state management activities and providing public services of sectors and levels.
The locality has also built and operated a 3-level interconnected online meeting system, deployed a paperless meeting system in the direction and administration process of the District People's Committee. 100% of administrative procedures have been deployed as online public services...
Along with that, communes and towns in the area have established 18 commune-level CNSCD teams and 149 village-level CNSCD teams. Members of CNSCD teams in communes, towns, villages and residential areas have promoted the dissemination of the Party's guidelines and policies, the State's policies and laws on digital transformation; projects and plans on digital transformation of the district to households and people in villages and residential areas...
The official email system continues to be deployed synchronously and systematically in all state agencies in the district. The rate of district officials and public employees being provided with official email boxes is 100%; the rate of officials and public employees regularly using email in their work is over 95%... Online public services are widely disseminated. The one-stop shop of the district People's Committee, the People's Committees of communes and towns are interested in investing in upgrading and equipping facilities to serve people and businesses...
Implementing digital transformation in building new rural areas, up to now, localities in the province have been connected to high-speed internet, creating favorable conditions for people and local authorities to access and apply digital technology. Administrative reform has been promoted with the synchronous deployment of electronic document management systems, digital signatures and online public services in communes. Along with that, in localities such as Hai Lang, Vinh Linh, Gio Linh, Cam Lo... there have been many models of production households and cooperatives proactively bringing products to e-commerce platforms such as Postmart, Voso.
Many typical agricultural products of the province such as turmeric starch, pepper, organic rice, honey... have reached consumers nationwide through the online environment. The province has also coordinated to organize digital skills training courses for people.
This helps people get used to cashless payments, look up information on agriculture, health, education, etc. via smartphones, gradually forming a habit of digital living. The province has also built a smart commune model in a number of localities in the province with solutions for production management, security and order, etc. through the application of digital technology. This is an important step in realizing the goal of building a modern countryside, associated with harmonious urbanization.
With the determination of the entire political system and the consensus of the people, the digital transformation process in building new rural areas in Quang Tri is gradually bringing about clear results. This will be a solid foundation for the province to move towards the goal of building smart new rural areas, improving people's lives and developing the rural economy in a sustainable and modern direction.
