Telegrams sent to the Ministers of Agriculture and Rural Development, Natural Resources and Environment, Construction, Health, National Defense, Public Security and Chairmen of People's Committees of provinces and cities in the Mekong Delta region stated:
In recent days, the Southern provinces have experienced prolonged heat waves. In some localities in the Mekong Delta, drought and saltwater intrusion have occurred, directly affecting production and people's lives. Many households have encountered difficulties with domestic water, especially in coastal areas of the provinces of Ben Tre, Tien Giang, and Soc Trang.
According to the assessment of the National Center for Hydro-Meteorological Forecasting (Ministry of Natural Resources and Environment) and the Southern Institute of Water Resources (Ministry of Agriculture and Rural Development), from March 10 to 15, 2024, there is a possibility of a peak of saltwater intrusion, affecting freshwater resources in many localities in the Mekong Delta, especially the provinces of Tien Giang, Ben Tre, Hau Giang, Tra Vinh and Soc Trang.
To proactively respond to the high risk of saline intrusion and localized freshwater shortages, the Prime Minister requested Ministers, Chairmen of People's Committees of provinces and centrally-run cities in the Mekong Delta region to continue to closely monitor the situation and implement the Prime Minister's direction in Official Dispatch No. 04/CT-TTg dated January 15, 2024 on proactively responding to the risk of drought, water shortage, and saline intrusion, especially to resolutely, promptly, and effectively implement key tasks and solutions.
Chairmen of People's Committees of provinces and cities in the Mekong Delta region, especially Ben Tre, Tien Giang, Hau Giang, Soc Trang, Tra Vinh:
Proactively arrange local resources, mobilize on-site forces and means, and immediately deploy necessary measures appropriate to the specific local situation to ensure fresh water sources for production and people's daily life, resolutely not allowing people to lack domestic water or have to use domestic water that does not ensure quality.
Closely monitor, fully and promptly grasp information on water shortage and saltwater intrusion in each area in the locality to proactively deploy specific response measures appropriate to the actual situation in the locality, according to the direction and guidance of the Ministry of Agriculture and Rural Development.
The Minister of Natural Resources and Environment focuses on directing close monitoring of water resources developments, forecasting, and providing timely information on water resources on the Mekong River and saline intrusion in the Mekong Delta so that authorities, localities, and people know and proactively implement preventive measures and respond to the risk of water shortage for production and daily life, saline intrusion, and avoid being passive or surprised.
The Minister of Agriculture and Rural Development continues to monitor developments to have specialized forecasts on water resources, water quality, risks of water shortages and saltwater intrusion to provide information to localities and people; at the same time, proactively direct and guide localities to deploy prevention and control of water shortages and saltwater intrusion in accordance with actual developments in each region, limiting impacts on agricultural production.
The Minister of Construction shall preside over and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment and localities to research and implement plans to gradually proactively provide domestic water sources for people in areas that regularly experience water shortages and saltwater intrusion every year.
Other ministries and branches proactively direct, coordinate, and support localities in responding to the risk of water shortage and saltwater intrusion, ensuring people's lives according to their assigned state management functions.
Assign Deputy Prime Minister Tran Luu Quang to directly monitor and direct the implementation of this Official Dispatch and Official Dispatch No. 04/CT-TTg dated January 15, 2024 of the Prime Minister.
