Reforming wage policy according to roadmap

The Ministry of Home Affairs held a conference to review June and the first 6 months of 2024, deploy tasks for the last 6 months of the year and July 2024.

Reporting on the summary of the work results in the first 6 months of the year and the deployment of tasks for the last 6 months of the year and July 2024 of the Ministry of Home Affairs, Mr. Vu Dang Minh - Chief of Office of the Ministry of Home Affairs said that in June and the first 6 months of the year, the Ministry of Home Affairs had 436 tasks (104 tasks in the work program, 332 tasks arising outside the work program).

The Ministry of Home Affairs has completed 409 tasks, reaching 93.8% (of which, there are 90 tasks in the work program and 319 tasks arising outside the work program).

Specifically, the Ministry of Home Affairs has advised the Government and the Steering Committee for salary policy reform to carefully consider, discuss, and calculate the most optimal and feasible options to report to the Politburo and the National Assembly for consideration and decision on salary reform, pension adjustment, social insurance benefits, preferential benefits for meritorious people, and social benefits.

Accordingly, reforming wage policy must be implemented in a suitable, step-by-step, cautious, certain, feasible and effective manner.

Submit to the National Assembly for approval of the 2024 Law on Archives; submit to the National Assembly Standing Committee for approval of 2 Resolutions and 1 report; submit to the Government for promulgation of 3 Decrees and 6 Resolutions; submit to the Prime Minister for promulgation of 12 Decisions, 1 Official Dispatch and is considering and promulgating 6 draft Decrees; the Minister of Home Affairs promulgates under his authority 5 Circulars and 2 consolidated documents.

In the last 6 months of 2024, the Minister of Home Affairs requested heads of units, based on their assigned functions and tasks, to focus on and make efforts to complete 213 tasks. In July 2024 alone, they must focus on completing 48 tasks assigned by competent authorities.

In particular, prioritizing resources to build and perfect the internal affairs sector's policy institutions in the last 6 months of 2024 includes: Completing 4 dossiers proposing to build amended and supplemented laws: Law on Government Organization, Law on Organization of Local Government, Law on Cadres, Civil Servants and Law on Public Employees.

Solving teacher staffing

The Minister of Home Affairs also requested to focus on completing and submitting 11 Decrees to the Government and the Prime Minister for promulgation; submitting 12 Circulars to the Minister for promulgation under his authority. In July 2024 alone, 06 Decrees must be completed and 6 Circulars must be submitted to the Minister for promulgation.

Implement the contents of salary policy reform according to Conclusion No. 83 dated June 21, 2024 of the Politburo and Resolution of the 7th Session, 15th National Assembly.

Proactively coordinate with the Ministry of Construction to submit to the National Assembly Standing Committee for consideration and issuance of a Resolution to resolve difficulties and obstacles in the implementation of the arrangement of administrative units at district and commune levels in the 2023-2025 period.

Resolutely urge the remaining 31/53 localities to complete the project on rearranging administrative units at district and commune levels for the 2023-2025 period and submit it to the National Assembly Standing Committee for consideration and approval in 2024 so that the localities can stabilize and organize grassroots Party congresses in 2025.

Persistently carry out the arrangement of 140 public service units under the management of ministries and branches according to Conclusion No. 114 of the Steering Committee for innovation in the arrangement of organizational apparatus of ministries, ministerial-level agencies, and government agencies.

Along with that, continue to effectively implement the overall program of State administrative reform for the period 2021 - 2030. Including promoting administrative procedure reform and building and developing e-Government and digital Government.

Promote digital transformation, focusing on completing 9 specialized internal affairs sector databases; continue to update and supplement the national database on cadres, civil servants and public employees to put into use and exploit to effectively serve the State management of cadres, civil servants and public employees.

Continue to use the Massive Open Online Training (MOOC) platform to train and provide professional training in the field of internal affairs for cadres, civil servants and public employees of the Ministry and the Home Affairs sector to save time and costs.

Concluding the Conference, Minister Pham Thi Thanh Tra assessed the results achieved in the first 6 months of 2024, including difficult issues such as: Salary reform, arrangement of administrative units at district and commune levels; reform of public services and civil servants (assessment, classification of behavior, handling, discipline, encouragement and protection of dynamic cadres who dare to think, dare to do, civil servant promotion exams, promotion of officials, etc.).

However, Ms. Pham Thi Thanh Tra also pointed out some limitations such as the number of tasks completed in June is still low, the spirit of proactive advice and close follow-up with the tasks of some unit leaders is still not strong.

Regarding the tasks for the last 6 months of the year and July 2024, Minister Pham Thi Thanh Tra agreed with the draft report. In addition, the Minister also suggested and emphasized a number of key tasks that need to be implemented: Implementing salary reform according to the roadmap; completing the task of arranging administrative units at district and commune levels according to the assigned schedule; completing the arrangement of administrative units of ministries and branches; resolving teacher payroll; completing the institutional system; inspection and legal work; ...
