(CPV) - Prime Minister Pham Minh Chinh requested ministries, branches and localities to enhance their sense of responsibility, focus on removing difficulties and obstacles, and carry out tasks of deploying important national projects and key works in the transport sector.

On the morning of March 29, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national and key transport projects (Steering Committee), chaired the 10th meeting of the Steering Committee. The meeting was held in a direct and online format between the Government Headquarters and 46 provinces and centrally-run cities with important national and key transport projects.
Attending the meeting were: Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; members of the Steering Committee who are Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and cities; representatives of Project Management Boards, State economic groups, investors, consulting units, and construction contractors.
Opening the meeting, Prime Minister Pham Minh Chinh affirmed that since its establishment and operation, the Steering Committee has closely followed reality, monitored, directed and operated resolutely, promoted the implementation of works and projects to ensure progress, quality, techniques, aesthetics, labor safety, and environmental sanitation; promptly removed difficulties, shortcomings, and challenges during the implementation process; reviewed mechanisms and policies for timely adjustment and supplementation, in accordance with reality, creating an open investment environment for project implementation, especially large-scale projects...
According to the Prime Minister, currently, the country has 34 major projects, 86 important national component projects, key projects of the transport sector in 46 provinces and centrally-run cities; of which there are 5 railway projects, 2 airport projects, the rest are road projects, mainly expressways and belt roads in the Hanoi capital region, belt roads in Ho Chi Minh City. Therefore, the task of the Steering Committee is very large.
After 9 meetings, the Steering Committee has gained more experience, projects and works have been implemented better, the Prime Minister commended the members of the Steering Committee, especially the transport sector and localities with projects in the area, for their high determination, great efforts, drastic actions, focus, key points... in all stages, from investment procedures, site clearance, bidding, project management, care for the lives and livelihoods of affected people...
At the 9th meeting, the Steering Committee set out 40 tasks, including 16 time-limited tasks. The Prime Minister requested that at this 10th meeting, ministries, branches and localities report and discuss implementation results; shortcomings, limitations, difficulties and obstacles; and propose solutions to promote project implementation in the coming time.
In particular, it is important to note issues such as: Investment procedures; the granting and exploitation of common material mines to serve projects according to issued mechanisms and policies, avoiding negativity; the issue of decentralization and delegation of authority along with resource allocation, improving implementation capacity, strengthening supervision, inspection and having tools to intervene, handle and reward promptly; progress of site handover, relocation of technical infrastructure works; changing forest use purposes..., in the spirit of "working, not backtracking".
Regarding the preparation of investment projects, the investment policy for the Hoa Binh - Moc Chau expressway project through Son La has been approved; the investment policy for the Gia Nghia - Chon Thanh expressway project has been submitted to the National Assembly; the Feasibility Study Report for the Dau Giay - Tan Phu, Tan Phu - Bao Loc, Ho Chi Minh City - Moc Bai projects is being completed; the Feasibility Study Report for the Ninh Binh - Hai Phong, Bao Loc - Lien Khuong, Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway projects is being prepared.
Site clearance work has been actively carried out by most localities, basically meeting the construction schedule; however, the construction of resettlement areas and relocation of high-voltage power lines has been slower than required. Quang Tri province, Da Nang city, and Dong Nai province have been slower than planned in site clearance for some projects in the area.
Regarding the supply of common construction materials, in the North-South Eastern Expressway project in the 2021-2025 period, the component projects from Ha Tinh to Khanh Hoa, contractors have only exploited 14/17 sand mines, meeting about 91% of demand, and 43/55 soil mines, meeting about 77% of demand; the remaining mines have not been exploited due to the implementation of procedures for transferring land use rights, land lease, and changing forest use purposes. For the Can Tho - Ca Mau component project, localities have arranged a sand supply of 16.02 million m3 , while the source of 2.98 million m3 has not been determined. Some projects such as Ho Chi Minh City Ring Road 3, Chau Doc - Can Tho - Soc Trang, Bien Hoa - Vung Tau still have difficulties in determining the source of filling materials...

After the delegates frankly raised the limitations, difficulties and responsibilities for solving the problems, especially in investment procedures, granting and exploiting common material mines, site clearance, changing forest use purposes, etc., concluding the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, commended the ministries, branches and localities for being proactive, active and coordinating in implementing the assigned tasks; investors and contractors continued to make efforts to organize construction with the determination to "overcome the sun and rain", "eat quickly and sleep quickly", "work in 3 shifts, 4 shifts", work on Saturdays and Sundays" to speed up the construction progress, contributing to the successful implementation of the Resolution of the 13th National Party Congress, promoting economic growth, opening up new development space for localities and the whole country.
Pointing out 9 limitations and responsibilities of each ministry and sector, Prime Minister Pham Minh Chinh said that the workload to be implemented in 2024 and the coming time is very large; requiring ministries, sectors and localities to enhance their sense of responsibility, be more proactive and determined, focus on removing difficulties and obstacles, and carry out the task of implementing important national projects and works, key projects of the transport sector.
The Prime Minister assigned the Ministry of Transport to direct investors and request contractors to coordinate with localities to promptly complete procedures to ensure sufficient reserves and capacity to exploit mines under the North-South Eastern Expressway project in the 2021-2025 period to meet the required schedule.
The Ministry of Transport directs project enterprises and contractors to focus on completing procedures, performing "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain", "working, not backing down", ensuring the completion of 2 component projects of Dien Chau - Bai Vot and Cam Lam - Vinh Hao sections according to the direction of the Prime Minister before April 30, 2024; urging contractors to complete work to exploit construction material mines, taking advantage of favorable weather conditions, speeding up construction of component projects of the North - South expressway in the 2021 - 2025 period, East-West axis road projects such as Khanh Hoa - Buon Ma Thuot and Bien Hoa - Vung Tau.
At the same time, complete the feasibility study report of the Dau Giay - Tan Phu expressway project to submit to the Prime Minister for approval soon; speed up the progress to soon start the Ho Chi Minh road project from Cho Chu - Trung Son intersection, My An - Cao Lanh project; preside over and coordinate with ministries and Dong Nai Provincial People's Committee to prepare documents to report to the National Assembly on the resettlement of households affected by the Bien Hoa - Vung Tau expressway construction project and traffic routes T1, T2 to the Loc An - Binh Son resettlement area of the Long Thanh International Airport Project.
The Ministry of Transport shall coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment, and the Ministry of Construction, based on the results of the pilot project on using sea sand as roadbed, to promptly conclude relevant contents according to the direction of Deputy Prime Minister Tran Hong Ha in Notice No. 88/TB-VPCP dated March 22, 2023, on that basis, develop standards and norms for mass deployment.
“This is the State Steering Committee for important national projects and works. Steering Committee members must attend meetings, discuss fully and clearly express their views on the contents to promote the implementation of projects,” the Prime Minister noted.
The Prime Minister also directed the Ministry of Transport to preside over and coordinate with localities to urgently implement the Prime Minister's direction in Official Dispatch No. 769/CD-TTg dated August 26, 2023 on reviewing the arrangement of intersections connecting expressways with the transport network to promote investment efficiency, expand development space and promote socio-economic development of regions and localities; urgently study the overall traffic connection between Tan Son Nhat International Airport and Long Thanh International Airport, including investment in connecting railways according to the Prime Minister's direction in Notice No. 70/TB-VPCP dated February 28, 2024; deploy the work of building an information system, digitizing data to monitor the situation and results of project implementation.
The Prime Minister directed the Ministry of Natural Resources and Environment to urgently and proactively strictly implement the opinion of the Deputy Prime Minister in Official Dispatch No. 1828/VPCP-NN dated March 21, 2024, on behalf of the Government, authorized by the Prime Minister to submit to the National Assembly Standing Committee, and coordinate with the National Assembly agencies in the verification process so that the National Assembly Standing Committee can consider adjusting Resolution No. 273 at the April 2024 session.
The Ministry of Natural Resources and Environment shall urgently implement the Prime Minister's direction in Notice No. 72/TB-VPCP dated February 28, 2028; preside over and coordinate with the Ministry of Transport and relevant localities to review the sand supply capacity in the Mekong Delta region to allocate and ensure adequate supply and capacity in accordance with the progress of projects in the Southern region.
The Ministry of Construction urgently provides guidance on methods for determining material prices at mines so that localities can publish prices as a basis for investors to approve; promptly reviews, adjusts, and supplements issued norms that are inappropriate or lacking; and guides ministries and localities to issue specific specialized norms.
The Ministry of Finance proactively coordinates and guides competent agencies and investors to complete procedures related to ODA loans for urban railway projects and the Ben Luc - Long Thanh and My An - Cao Lanh expressways.
The Ministry of Industry and Trade and the Vietnam Electricity Group urgently established a working group of the Ministry and the Vietnam Electricity Group to go to localities to directly work, guide, remove obstacles, and help localities speed up related procedures to relocate high-voltage power lines to meet the construction progress of projects according to the direction of the Prime Minister in Notice No. 7, to be completed before April 10, 2024; direct units to continue to speed up related procedures to relocate high-voltage power lines to meet the construction progress of projects.
The Prime Minister requested the State Capital Management Committee at Enterprises to direct the Vietnam Airports Corporation (ACV) and the Vietnam Expressway Corporation (VEC) to strictly control the quality and progress of airport projects and the Ben Luc - Long Thanh Expressway project; and direct the Vietnam Rubber Industry Group to promptly hand over the site at the Bien Hoa - Vung Tau project.
For localities, the Prime Minister requested the mobilization of the entire political system to completely resolve the site clearance for the North-South Expressway Project in the 2021-2025 period before April 30, 2024; 3 East-West Expressway projects and 2 beltway projects in the second quarter of 2024; coordinate with investors to determine the priority level of handover of the site in advance for the critical section. At the same time, speed up the construction of resettlement areas, stabilize people's lives; coordinate with the Electricity Corporation and the Ministry of Industry and Trade to organize the relocation of high-voltage power lines, prioritizing locations that affect construction.
Dong Nai province will increase human resources to speed up the site clearance progress for the projects of Ho Chi Minh City Ring Road 3, Tan Van - Nhon Trach, Bien Hoa - Vung Tau, and the road connecting Long Thanh International Airport; closely coordinate with the Ministry of Planning and Investment to soon approve the adjustment of the site clearance project for Long Thanh International Airport.
The Prime Minister also specifically directed each locality to coordinate with ministries and branches to thoroughly handle issues related to the supply of common construction materials, including sea sand for construction projects; coordinate to complete investment procedures, implement projects in the area to soon start construction of road projects in Ho Chi Minh City - Moc Bai, Gia Nghia - Chon Thanh, Hoa Binh - Moc Chau, Ninh Binh - Hai Phong, Tan Phu - Bao Loc, Bao Loc - Lien Khuong, Ho Chi Minh City - Thu Dau Mot - Chon Thanh, Huu Nghi - Chi Lang, Hoa Binh - Moc Chau, Cao Lanh - An Huu, etc.
The Prime Minister requested Hanoi to speed up the selection of investors for the project component 3 of Hanoi Ring Road 4; urgently complete the review of some contents on capital sources for the Nam Thang Long - Tran Hung Dao urban railway project to meet the conditions for approval of investment policy adjustments.
Ho Chi Minh City and Hanoi focus on directing investors and contractors and closely coordinating with relevant agencies to soon complete procedures to qualify for the Ben Thanh - Suoi Tien and Nhon - Hanoi Railway Station elevated sections to meet the needs of the people of the capital and Ho Chi Minh City.
The Prime Minister requested provinces and cities to urge contractors to mobilize sufficient human and material resources for construction, while closely controlling progress and quality and promptly removing difficulties and obstacles to meet the set plan. In particular, the Ministry of Public Security and relevant sectors and localities must ensure security, order, social safety, and prevent and combat negativity during the project implementation process.
Emphasizing that ministries, branches, localities, agencies and units must strive to implement "6 more" according to Prime Minister Pham Minh Chinh: Higher spirit and responsibility in performing public duties, more effectively; faster and more timely construction progress; better quality of projects and works; higher and more suitable techniques, aesthetics and technology of works; localities must handle issues related to site clearance, materials, logistics roads, technical works quickly, promptly and more effectively; better ensure the environment, social security and lives of affected people./.
