High risk of forest fires in dry season
Entering the peak of the 2025 dry season, forest areas across the country in general and Binh Thuan in particular are facing the risk of forest fires at any time. The most recent example is the fire in a rocky mountain and bush (in the place name Nui Tau, Tuy Phong) with an area of about 2 hectares on the evening of March 20, 2025. Or the serious forest fire in Tuyen Quang province with an area of more than 20 hectares, killing 1 person on March 21. The cause of the fire was determined to be due to people arbitrarily burning forest cover, throwing away cigarette butts... This further shows the extent and serious consequences caused by forest fires, in which seemingly unintentional acts of people still occur despite warnings and propaganda. Particularly in Binh Thuan, this is the peak of the dry season, especially in the northern part of the province where there are strong winds, forest fires are very likely to occur if not proactive.

According to the Steering Committee of the Sustainable Forestry Development Program of Binh Thuan Province (Provincial Steering Committee), the natural forest area in the province is mostly deciduous forest in the dry season (dipterocarp forest) distributed in the plains, mountains to the border with high mountainous areas, steep slopes, rugged terrain and strong fragmentation. Therefore, there are many difficulties in moving forces to carry out anti-deforestation tasks or moving forces to approach fires and carry out forest fire fighting... For example, in the dry season of 2024, the whole province had 21 cases of understory fires with an area of 16.55 hectares, an increase of 7 cases compared to the same period in 2023. All of the above fires were detected early and forces were mobilized to fight the fires promptly, so they did not cause damage to forest resources.

Identify key forest fire areas
The above reality shows that implementing measures to minimize the number of violations of forestry laws, reduce the number of forest fires and damage to forest resources in 2025 is very important. Therefore, the Provincial Steering Committee has developed and implemented a plan to prevent and combat deforestation and forest fire prevention and fighting (PCCCR) in 2025 in the province. Thereby, helping local authorities of districts, communes, and forest owners to synchronously implement solutions to prevent and combat deforestation and PCCCR, especially strictly controlling the causes of forest fires in order to proactively prepare forest fire fighting plans according to the "4 on-site" motto in key areas from the province to districts and communes. Thereby minimizing the number of forest fires, violations and crimes in the forestry sector.
The goal is to concentrate maximum forces to manage and protect the existing forest area, with the motto "prevention is the main thing, forest protection and forest fire fighting must be proactive, urgent, timely, thorough and safe", especially in forests with high reserves and economic value bordering Lam Dong, Ninh Thuan, Dong Nai, Ba Ria - Vung Tau provinces to effectively prevent illegal logging, forest burning, forest exploitation, encroachment, and occupation of forest land and not to let hot spots occur. At the same time, strive to reduce the number of violations in both nature and level of violations, damage caused by forest fires, deforestation and not to let the situation of resisting law enforcement officers occur...
The content of this plan also identifies key areas that need to focus on organizing management, protection, inspection and sweep. On the other hand, it identifies key forest fire areas in localities in the province. At the same time, it proposes 3 hypothetical forest fire scenarios along with effective handling measures. For example, in handling a fire situation, the person who discovers a forest fire must by all means immediately report the fire to everyone around, the forest owner, the competent authority, the local government or the nearest police or military agency. In particular, when receiving a report of a forest fire occurring in the assigned management area, the agency or unit must quickly mobilize forces and means to organize fire fighting, and at the same time notify other necessary agencies and units to support fire fighting...
