In recent years, the work of protecting and caring for children, especially children in ethnic minority and mountainous areas and islands has always been directed by the leaders of the Provincial Party Committee and the Provincial People's Committee. Thereby, it has helped children in ethnic minority areas, remote areas, and children in difficult circumstances enjoy the State's policies and regimes... gradually improving the quality of life for children, especially children in remote areas and islands. In order to implement the Government's Project to mobilize social resources to support children in extremely disadvantaged communes in ethnic minority and mountainous areas for the period 2019 - 2025, the Provincial People's Committee has directed departments, branches and localities to promote propaganda and mobilization work to create favorable conditions for children in ethnic minority and mountainous areas to access information, knowledge and skills to develop and integrate with children in the plains. In addition, the Provincial Ethnic Committee coordinated with the Department of Health to effectively carry out health care for ethnic minorities, including children, investing in basic medical facilities and equipment to meet the requirements of medical examination and treatment, increasing the number of medical staff , maintaining epidemic prevention and hygiene work, the rate of children vaccinated against 8 infectious diseases reached over 95%, ethnic minorities in disadvantaged and extremely disadvantaged communes were granted health insurance cards at a rate of 100%. At the same time, continue to maintain lunch and meal quality for boarding students at preschools, primary schools... According to Decree No. 66/2025/ND-CP dated March 12, 2025, stipulating policies for children in kindergartens, students, and trainees in ethnic minority and mountainous areas, coastal and island areas and educational institutions with children in kindergartens and students enjoying policies. In the coming time, the subjects of application include: Children in kindergartens, students, and trainees including: Children in kindergartens studying at preschools, students studying at general education institutions, students studying in continuing education programs at junior high and high schools, ethnic boarding students studying at general education institutions assigned by competent authorities to carry out the task of educating ethnic boarding students, Viet Bac High School for Highlands, Friendship School 80, Friendship School T78; Pre-university students studying at pre-university schools, Viet Bac High School for Highlands. The subjects of educational institutions with children in kindergartens and students who are entitled to the policy include: Public preschools that organize meals and naps for children in boarding kindergartens, boarding schools for ethnic minorities, general education institutions that organize meals and accommodation for boarding students, boarding schools for ethnic minorities, general education institutions assigned by competent authorities to perform the task of educating ethnic minority boarding students, preparatory schools, Friendship School 80, Friendship School T78, and Viet Bac Highlands High School that are entitled to the policy in this Decree for ethnic minority boarding and preparatory students.

It is known that children in semi-boarding kindergartens must ensure one of the following conditions: Children in kindergartens who are permanent residents of communes or villages with special difficulties and are studying at publicpreschools in communes in regions III, II, I, communes with special difficulties in ethnic minority and mountainous areas, communes with special difficulties in coastal and island areas. Children in kindergartens of ethnic minorities who are permanent residents of communes in regions II, I, ethnic minority and mountainous areas and are studying at public preschools in communes in regions III, II, I, communes with special difficulties in ethnic minority and mountainous areas, communes with special difficulties in coastal and island areas are in one of the following cases: Children from poor households according to the multidimensional poverty standards prescribed by the Government; Children without a source of support are specified in Clause 1, Article 5, Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government stipulating social assistance policies for social protection beneficiaries, children of martyrs, children of People's Armed Forces Heroes, children of war invalids, children of people enjoying policies like war invalids, children of sick soldiers, children of other policy beneficiaries according to the provisions of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution, and children with disabilities who are integrated into school. Children in semi-boarding kindergartens will be supported with lunch money: Each child in kindergarten will be supported with 360,000 VND per month and will receive no more than 9 months/school year. Boarding students must meet one of the following conditions: Primary school students and secondary school students studying at a general education institution (or school) in a commune in region III, region II, region I, a commune with a particularly difficult village in an ethnic minority and mountainous area, a commune with a particularly difficult village in a coastal, island area, whose house is 4 km or more from the school for primary school students and 7 km or more for secondary school students, or the terrain is difficult, with difficult transportation, having to cross the sea, lakes, rivers, streams, passes, high mountains, landslides, rocks, and falling into one of the following cases: The student and his/her parents or guardian permanently residing in a commune or village with particular difficulties, an ethnic minority belonging to a poor household according to the multidimensional poverty standards prescribed by the Government, and the student and his/her parents or guardian permanently residing in a commune in region II, region I in an ethnic minority and mountainous area. High school students studying at a general education institution whose house is 10 km or more away from school or whose terrain is difficult, and whose transportation is difficult, and who must cross the sea, lake, river, stream, pass, high mountain, or landslide area, and who are in one of the following cases: Ethnic minorities whose parents or guardians are permanently residing in a commune or village with special difficulties, Kinh people who are poor households according to the multidimensional poverty standards prescribed by the Government, whose parents or guardians are permanently residing in a commune or village with special difficulties, ethnic minorities who are poor households according to the multidimensional poverty standards prescribed by the Government, whose parents or guardians are permanently residing in a commune in region II, region I, ethnic minority and mountainous areas...
