Contribute to early decision making on investment policy

Since the beginning of the 15th National Assembly's term, the National Assembly has continued to strengthen its activities in deciding on important national issues in general and deciding on investment policies for important national projects in particular, achieving many important results, highly appreciated by voters and people.

This is one of the key tasks of the National Assembly to promote the implementation of the Socio-Economic Development Strategy for the 2021-2030 period on building a modern, synchronous infrastructure system.

Projects that have been decided on investment policies in the recent period include the North-South Expressway Construction Investment Project in the East phase 202-2025; Ring Road 4 Project in the Capital Region; Ring Road 3 Project in Ho Chi Minh City; Khanh Hoa-Buon Ma Thuot Expressway Construction Investment Project (phase 1); Bien Hoa-Vung Tau Expressway Construction Investment Project (phase 1); Chau Doc-Can Tho-Soc Trang Expressway Construction Investment Project (phase 1).

During that process, the State Audit has promoted its role as an effective support agency for the National Assembly to promptly make decisions and investment policies for important national projects, promptly meeting the requirements of the country's socio-economic development.

Deputy Chairman of the National Assembly's Economic Committee Nguyen Minh Son assessed: Important national projects that the National Assembly has decided on investment policies for in the past are all consistent with the socio-economic development policies and strategies approved by the 13th National Party Congress.

These are also key transport infrastructure projects, contributing to the strategic breakthrough in building a synchronous and modern infrastructure system. To achieve that result, there is a significant contribution from the State Audit.

The State Audit's performance audit is one of the tools to support the National Assembly in effectively deciding on investment policies for important national projects.

As the agency assigned to preside over the examination of important national projects and report to the National Assembly for consideration and decision, the Economic Committee has closely coordinated with the State Audit. The State Audit's comments and audit results reports are the basis and important input data to support the Economic Committee in completing the task of presiding over the examination assigned by the National Assembly Standing Committee and the National Assembly.

According to National Assembly delegate Hoang Van Cuong (Hanoi City Delegation), the State Audit is an agency with specialized expertise in issues related to budget estimates, technical issues, design...

Therefore, the State Audit's opinion is not only an objective and independent opinion, but also a more solid basis for National Assembly Deputies in the process of discussing, contributing opinions as well as giving their counter-arguments.

Delegate Hoang Van Cuong said that promoting the role of the State Audit when giving opinions on investment policies for important national projects will help the National Assembly and the Government have a common voice and come to a plan to decide on the most effective investment projects.

Timely recommendations to remove difficulties and shortcomings

According to National Assembly deputies, in the process of implementing investment programs and projects, the State Audit always plays the role of a post-audit agency and has an independent role, detecting and warning in a timely manner so that any shortcomings and deficiencies arising during the implementation process can be adjusted.

One of the mandatory requirements when preparing a State Audit opinion report is to collect information, records, and documents, including: General information about national target programs and important national projects (objectives, scope, scale; capital sources, capital structure, capital plan, capital mobilization plan; plan to divide component projects; implementation organization solutions...).

Particularly for important national projects, it is necessary to collect additional information on investment forms; technology, techniques, conditions for providing materials, equipment, raw materials, energy, services, and infrastructure; investment plans and scale of investment items; project implementation progress, investment phase division; resettlement clearance plans, and environmental protection measures.

In addition, the State Audit also collects information on the socio-economic situation and planning; results achieved, difficulties and obstacles in implementing national target programs and important national projects in the previous period; general information on the state budget situation; information on audit results and recommendations, implementation of audit recommendations, etc.

Identifying the audit of important national projects as one of the key tasks, in recent years, the State Audit has audited a number of component projects of the North-South Expressway project, Phase I (2017-2020).

Through the audit, the State Audit discovered a number of shortcomings and made recommendations to the Ministry of Transport and Project Management Boards to gain experience in implementing the project in phase II...

In 2024, a series of key national projects have also been included in the State Audit Plan. The audit results not only contribute to improving the effectiveness and efficiency of project management and investment but also effectively serve the thematic supervision work of the National Assembly in 2024.
