Focus on overcoming the consequences of floods

Heavy rains and whirlwinds damaged 41 houses; landslides buried and swept away nearly 150 hectares of agricultural land including: winter-spring rice, upland rice and summer-autumn corn. At the same time, landslides damaged and blocked many important traffic routes such as: National Highway 4H, National Highway 12; many roads managed by districts, communes and villages and damaged many irrigation works. The total estimated damage was nearly 10 billion VND.

On National Highway 4H through Ma Thi Ho Commune and National Highway 12 through Huoi Leng Commune (Muong Cha District), heavy rain for many days caused landslides in many places with large amounts of landslides, causing local traffic jams. When the incident occurred, the traffic police force (Muong Cha District Police) and Dien Bien Road 2 Joint Stock Company were present at the scene, mobilizing machinery and vehicles to clean up the landslides, fix the traffic problem, and ensure the road is clear for people and vehicles to circulate smoothly and safely.

Mr. Bui Giap Thin, Deputy Director of Dien Bien Province Road Joint Stock Company 2, said: Since the beginning of the rainy season, on key routes such as National Highway 12 and National Highway 4H, the company has mobilized machinery, vehicles and arranged 24/7 personnel on duty on the route to promptly coordinate with local authorities and on-site forces to overcome traffic incidents during the rainy season. In addition to machinery and vehicles, the company has gathered boulders, steel cages, etc. to temporarily overcome serious landslides, ensuring the road is cleared as soon as possible.

During this flood, the traffic system in Dien Bien Dong district was severely damaged. According to a quick report from the district's Economic - Infrastructure Department, the total volume of landslides affecting traffic was about 20,000m3 ; 3 communes: Phi Nhu, Muong Luan, Chieng So were partially blocked, cars could not enter, and motorbikes had difficulty traveling. The communes: Hang Lia, Tia Dinh, Xa Dung and Pu Hong were paralyzed. There were 3 villages in Hang Lia commune that were isolated due to landslides, burying the road leading to the village. For roads that have not been reinforced, vehicles have difficulty traveling due to eroded road surfaces and slippery mud.

Mr. Dinh Quang Bao, Head of the Economic - Infrastructure Department of Dien Bien Dong district, said: From August 5th to now, the department has sent technical staff to coordinate with the authorities of communes and towns to inspect and count the damage to each road and develop a plan to overcome it. For small landslides, local authorities mobilized local forces to clean up the landslides and clear the flow to clear the road. For areas with large amounts of landslides, the District Steering Committee for Disaster Prevention and Control directed units to mobilize machinery and vehicles on duty on routes near the landslides to overcome and clear the road, ensuring safe traffic for vehicles.

The recent floods have caused severe damage to three communes: Na Tong, He Muong and Na U (Dien Bien district). Many agricultural areas were flooded, buried and washed away; many roads were eroded, blocking traffic; landslides caused damage to the infrastructure of schools and offices.

Mr. Vi Van Bien, Chairman of the People's Committee of Na Tong Commune (Dien Bien District) said: Heavy rain caused rivers and streams to rise and flow rapidly, causing damage to many houses and crops of the people, especially in Huoi Chanh village. Major roads from the commune center to the highland villages such as Huoi Chanh, Son Tong, Gia Phu A, B had many large landslides, motorbikes and pedestrians could not pass, causing the highland villages to be isolated. Currently, the Commune's PCTT & TKCN Command Board is mobilizing shock troops to coordinate with officers and soldiers of Muong Nha Border Guard Station to restore traffic. Due to the large volume of landslides at many locations, the restoration time is expected to last for the next 2-3 days.

Due to the impact of prolonged heavy rain, at around 5am on August 4, a large amount of rock and soil from the positive slope suddenly slid down to Na Tong Kindergarten No. 2 (Na Tong Commune, Dien Bien District), causing a large amount of mud to flow into the school yard and classrooms. Currently, the school is actively carrying out the recovery work, but due to traffic disruption, support forces have not been able to enter the village, so overcoming the damage is facing many difficulties.

Teacher Nguyen Thi Huyen Thuong, Principal of Na Tong Kindergarten No. 2, said: Currently, teachers and some parents living near the school are focusing on overcoming the damage caused by the flood. From August 5 to 6, we focused on clearing the flow around the school campus, and now the water has receded. However, due to the large amount of landslides, the amount of mud and soil flowing into the school yard and classrooms, while the number of teachers and parents is small, the recovery work has encountered many obstacles. While the only road to the school has been eroded and cut off, the forces of Na Tong commune and Muong Nha Border Guard Station have not been able to reach out to support.
